PNG Government To Review Fly In Fly Out Options For Foreign Workers

The Papua New Guinea government will review the fly in-fly out (FIFO) workforce arrangements for foreign workers.

This may now put an end to K91 million spent annually on this exercise.

Minister for Immigration and Border Security Petrus Thomas announced this yesterday.

Mr Thomas said the Immigration and Citizen Authority (ICA) is now looking at issuing long-term working residence visas by next year which is in line with its organisational reform and improvement of service delivery under its Five-year Corporate Development Plan (2018-22).

The Minister referred to the study carried out by National Research Institute in 1997 on the effects of fly in-fly out on the Porgera mining project which revealed that the PNG economy was losing between K36 million and K91 million annually on direct national income.

He said the Bougainville Copper Mine had successfully maintained a small satellite mining town with classic facilities that were built to accommodate workers for the Bougainville Copper Mine.

“There was sufficient cash flow injected directly into the local communities with high returns gained from the capital investments, he said.

Mr Thomas said these changes to the frequent abuse of the 60-day multiple entry visa by foreigners had prompted him to suspend it last year.

“The multiple entry visa category had been reviewed and will be introduced again once cabinet approves the new conditions, fees and guidelines,” he said.

Similarly, Mr Thomas was of the view that the fly in-fly out practice has also been abused by many foreign employers and contractors after receiving criticisms lately from MPs and concerned landowners of resource project areas.

“The fly in-fly out practice may have worked in some short-lived projects, but the impact of FIFO and contribution to host communities, their social welfare and economy has never been truly assessed in long-term projects,” he said.

Mr Thomas said part of the issue lies in the distant lack of national data.

“Various agencies supposed to be integrated to streamline these processes had not succeeded,” he said.

“There was no viable data or studies carried out in the past to justify foreign workers’ fly in-fly outs continuous practice.

“It appears that PNG has been under the notion that the FIFO system works in every particular way and no one bothered to review it.”

Mr Thomas said while the government is embarking on developing few new resource projects like Wafi-Golpu and the Papua LNG Project, it should also be mindful of such fly in-fly out arrangements that could potentially suck opportunities during this thriving economic situation.

Former Papua New guinea Prime Minister Peter O’Neill has warned that now is not the time to interrupt agreed resource projects but to move on with proposed investments through appropriate scrutiny and assessments.


Mr O’Neill, who is the leader of the People’s National Congress party and Member for Ialibu-Pangia, said encouraging business and investor confidence is one of the most important functions of the government to create more employment and grow the economy.

“To review existing agreements with a view to make retrospective changes breeds uncertainty and causes doubt for future investors, at a time when we need to increase confidence and bring more investments onshore,” he said.

“It is now time to move on with proposed investments through appropriate scrutiny and assessments of proposed agreements in a transparent manner.

“We can learn from the experience of the PNG LNG Project so that greater benefits are provided to landowners and to the greater good of the country.

“When the construction phase of the PNG LNG Project ended, so did much of the economic stimulus that this project brought to our country.

There was no consideration of downstream processing of our gas and greater benefits should have been shared with landowners.

“The Papua LNG project was agreed through consultations with all relevant stakeholders and the timeline for investment in this project has already been delayed as these consultations took place.

“The desired and stated outcome of the agreement with investors is to ensure the project makes a substantial contribution economically and by means of capacity and competency building, to the advancement and the social and economic welfare of the people of Papua New Guinea, and particularly for those people in the vicinity of the project, consistent With Papua New Guinea Vision 2050.

“To pause this agreement now after this extensive consultation is not in the interests of landowners or the national economy,” he said.

PNG Military Officer Rapola makes history in Selection into US Military Academy

Papua New Guinea Defense Force Officer Cadet Gareitz Rapola has become the first Papua New Guinean to be selected into the West Point Military Academy in the United States of America.

The 22-year-old was selected by the US Military and PNGDF through a high level military process in a pool of 34 highly qualified and competitive PNGDF applicants.

PNGDF Chief of Staff Captain Phillip Polewara in an announcement and farewell ceremony with the US Ambassador to PNG and staff with cadet Gareitz and his parents yesterday said the selection of Gareitz into a well known United States Military Academy is a remarkable milestone for PNGDF and the country.

"We as a country have done and excel in so many areas of science, law, military, sports and so on, and this is one of those moments, not only for PNGDF but as a country," said Captain Polewara.

Captain Polewara while thanking the US Military for their support in Military programs through US Ambassador to PNG Her Excellency Catherine Ebert-Grey, mentioned that he himself is a product or the US Military exchange programs with PNGDF.

"Gareitz's selection was not easy, it wasn't tested by Papua New Guineans, a panel of US Army officers in the US evaluated his academic, civic, military, and athletic history before selecting him."

Her Excellency Ebert-Grey while congratulating Gareitz, said this symbolism is profound in the growing friendship, the development of Papua New Guinea, the future of youth in the country and the excellence of PNG as a nation.

"I very, very warmly congratulate Gareitz Rapola, who is the first Papua New Guinean to be selected for the US Military Academy at West Point", said Her Excellency Ebert-Grey.

"To be accepted at West Point is an honor and an incredible accomplishment."

"Only 1, 300 cadets are accepted each year out of thousands and thousands of applicants coming from within and outside of the United States," she said.

West Point Military Academy was established by the former US President Thomas Jefferson in 1802 and the oldest continually occupied military post in the US.

"The academic program that Gareitz will undergo will grant a bachelors degree with a curriculum that grades a cadet's performance upon a broad academic program, military leadership, and mandatory participation in athletic activities."

Her Excellency Ebert-Grey in her congratulatory remarks quoted West Point's favourite expression "Much Of The History We Teach Are Made By The People We Taught" as she reminded Gareitz of countless graduates of West Point who served in their society in medicine, law, politics and business.

"We are therefore humbled at this time that Cadet Rapola will join the ranks, Congratulations," concluded Her Excellency Ebert-Grey.

Gareitz's father, Lt Colonel Lawrence Rapola who is also the Commanding Officer of the 2nd Royal Pacific Island Regiment (2RPIR) at Moem Barracks said his advice on focus, sacrifice and discipline to his son hadu paid off in seeing his first born son undergoing this significant step in PNG's history.

"Ever since Gareitz was a child, he showed his skills in science, creating toys using clothesline pegs or imitating aeroplanes and helicopters," said Gareitz's dad Lt Colonel Rapola.

Being a child of a soldier, Gareitz attended schools in three different army barracks, beginning at Taurama Barracks in Port Moresby to Igam Barracks in Lae before finishing his grade eight at Moem Barracks in Wewak when his father move there.

Gareitz did his lower secondary schooling at Dela Salle Catholic Secondary School in Port Moresby and St Charles before going to Australia for a year and returned to do his grade 11 and completed his grade 12 at Jubilee Catholic Secondary School in the Nation's Capital in 2016.

Lt Colonel Rapola said the greatest satisfaction as a father and army officer to have for his son was when Gareitz graduated as an infantry army officer back at Igam in 2018.

"But for him to get selected to go to one of the most prestigious military academy that none of us in Papua New Guinea had ever been to is mind blowing to my family and the only think I can say is God is great."

Officer Cadet Gareitz in an interview with this reporter said he firstly thanked God for the milestone opportunity and expressed gratitude to the US Military and PNGDF as well as his family for their support towards his achievements.

"It means so much, to be honest with myself, I couldn't even dream of this opportunity, I'm not sure if I'm excited or scared but I'll definitely give my 110% at it," said Gareitz.

"Focus on your studies and give your best to whatever fuel you decide to take. Opportunities will definitely come your way if you commit yourself and give your absolute best," concluded Gareitz.

Gareitz hails from Aroma in Central Province where his father is from and mother of East Sepik Province and Northern Province origin, and is the first born of his two siblings.

His father is currently an active serviceman, and also his grandfather had served the PNGDF during his time.

Australia sends representative to Palau to tackle establishment of Pacific Fusion Centre

The Australian government had sent a representative to Palau to talk about the establishment of the Pacific Fusion Centre, a facility that will serve as an information and technology-sharing hub among Pacific island countries to help combat illegal fishing and transnational crimes in the region.

Ministry of Justice (MOJ) Chief of Staff Earnest Ongidobel told Island Times the establishment of the facility in the Pacific is Australia’s response to the requests of Pacific island nations for cooperation on information sharing to address security threats in the region.

Ongidobel said Sophie Fisher of the Pacific Fusion Centre, a representative of the Australian government’s Department of Foreign Affairs and Trade, had an interesting discussion with Vice President and Justice Minister Raynold Oilouch this week about the project.

Ongidobel said the centre is temporarily operating in Canberra, Australia but it will soon be housed permanently in one of the Forum Island Countries (FIC).

Palau, according to Ongidobel, is hoping to be considered as a permanent site of the Pacific Fusion Centre, saying that it will be helpful in combating transnational crimes in the region. There are many Pacific nations eyeing to be the permanent site of the facility, according to Ongidobel, but Palau is hoping it will be considered for it.

Ministers from different Pacific island countries are also going to convene in Canberra next month for a high-level meeting where further details on the Pacific Fusion Centre will be discussed and iron out, Ongidobel said.

The Pacific Fusion Centre aims to fuse information from open and unclassified sources within the centre, distribute security intelligence analytical products, build capacity for security analysis, and provide additional support to national and regional security organisations. It will be staffed by both Australian and Pacific analysts.

PNC Party leader and former Prime Minister of Papua New Guinea Hon. Peter O’Neill has welcomed the announcement made in Parliament yesterday on a proposed Royal Commission of Inquiry into the Controversial UBS loan. Mr O’Neill said he will be the first to testify when the inquiry is set up.

In a statement made yesterday, Mr O’Neill said he did not do anything wrong, by complying with a court order that the State of Papua New Guinea needed to make repayments on a loan and that is why the payment was made. He went on further to say that he didn’t negotiate for the loan. Treasury did the negotiations and with the advice we got, NEC then made the decision, clarified O’Neill.

Two PNG Prime Ministers named in Ombudsman Commission UBS loan Report

Former prime minister Peter O'Neill and his successor, incumbent James Marape have both been named in the Ombudsman Commission Report into the controversial K3bn Union Bank of Switzerland loan.

Mr O'Neill who was named the principal defendant in the report, was found to have bypassed the National Executive Council to acquire the loan to purchase over 149,000 shares from Oil Search Limited.

Mr Marape was then Finance Minister.

The report also implicated:
*then State Enterprise Minister Ben Micah,
*Central Bank Governor Loi Bakani,
*Treasury Secretary Dairi Vele,
*Finance Secretary Dr Ken Ngangan,
*Chief Secretary Isaac Lupari,
*Central Supplies and Tenders Board Chairman then, Philip Eludeme,
*Lawyer and consultant Karl Okuk, and
*Wapu Sonk, then Managing Director of the National Petroleum Company, Kroton.

Each of the men have been recommended for referral and investigation under the Leadership Code.

Acting Speaker, Jeffery Komal tabled the report in Parliament yesterday.

Prime Minister Marape welcomed the report, announcing that there will be a Commission of Inquiry into the Ombudsman Commission report.

Mr O'Neill says he's happy to be the first to testify in the inquiry.

Former chief justice Sir Arnold Amet says law enforcement agencies can act on recommendations of the Ombudsman Commission report but after Parliament is allowed to debate the report.

Many Papua New Guineans are commenting on social media Facebook, that police should immediately arrest those implicated.

However, Sir Arnold explains that there is a process and that is for Parliament to first debate and adopt the report.

Sir Arnold has commended Prime Minister James Marape for being brave in tabling the OC report.

PNG Prime Minister James Marape has informed Parliament this morning that the PNG Defense Force has been called up to engage in relief efforts in the Mount Ulavun volcano disaster.

He says the national government is waiting on authorities on the ground to put forward a relief response plan which it will act on to mobilize support for the people.

West New Britain Regional MP, Sasindran Muthuvel says more than 10-thousand people have been displaced, but there could be more if proper assessments are done.

Mr Marape says natural disasters cannot be avoided because PNG sits in the Pacific Ring of Fire.

He also highlighted that there are reports of flooding affecting Milne Bay, Central and Gulf provinces, while the Manam volcano is also reported to be spewing ash yet again.

Papua New Guinea Police Minister Bryan Kramer has been called on to investigate allegations of misuse of funds allocated for the Manam Resettlement exercise.

Bogia MP Robert Naguri made the call in Parliament this morning, alleging that up to K6 million allocated towards this cause in April this year was removed from the Madang Provincial Treasury Account and transferred to the Ramu Development Foundation Limited - an entity set up by the Provincial Government to oversee major projects in the province.

Mr Naguri says a complaint was laid with the Fraud Office in Madang but was allegedly stopped by the Acting Madang Provincial Police Commander.

"Mr Paul Akuram who is the man in charge for the resettlement authority on the ground as project manager laid the complaint together with some leaders of Manam Island.

"OIC CID in Madang started the preliminary investigation but just a few days into the investigation the acting provincial police commander wrote a letter to stop this investigation.

"I would like the Police Minister to investigate this. And if he's aware of this, and as the local member for Madang, I would like to ask him what is he going to do in regards to the actions of the PPC in relation to this investigations which he stopped."

In response, Minister Kramer says Mr Naguri can make a complaint to his office for him to follow up with the Police Commissioner.

"You now as the Member for Bogia write a letter to my office as Minister of Police and then I can instruct or request a meeting with the Commissioner and ask him what he would do in relation to this issue.

"He can then provide a response to me so that I can see that he is carrying out his functions provided under Section 197 of the Constitution."

Papua New Guinea International Rhys Martin has been released by NRL club  Canterbury Bulldogs  for him to join Leed Rhinos in the Super League in the United Kingdom.

The Kumuls forward had been in the 19-man squad named by Canterbury coach Dean Pay on Saturday but his place in the final 17 to meet the Sharks was  taken by Fiji international Brandan Wakeham.

The club said Martin had been offered an extension but agreed to a release to allow him to take up a longer deal in the UK.

"Rhyse is an excellent young man and when he came seeking a release from his contract [Saturday] to take up a longer deal in Super League we decided not to stand in his way," said CEO Andrew Hill.

"We had previously offered Rhyse a contract extension, but he felt that moving to Super League was the right decision for himself and his career and as such we have agreed to allow him to leave before the July deadline."

PNG Prime Minister Marape says he is Not Racist

Papua New Guinea Prime Minister James Marape has clarified that the Government’s slogan ‘Making PNG the richest black Christian nation in the world’ has nothing to do with racism.

Mr. Marape said it’s about Papua New Guineans journey from nothingness to something.


Mr. Marape who recently took office with his new Government, has stressed the need for the people to take control of their future with regards to the economy, land, resources among others.

"In making PNG the richest black nation on planet earth, its got nothing to do with race or whatsoever. “It’s got nothing to do with religion or whatsoever.

‘’ Everything to do with where we come from, in a state of blackness with absolutely no or no services at all to where we want to, using the Christian strategy of making it work for our people and getting it back what is there for our people.

“Many hear that statement and thought I was racist
.”40 years ago when we gain independence, 43 years ago to be exact, our people are still at the same spot in most instances. And only few of us have progressed and the few of us that had progressed including those of us who earn an employment in Port Moresby and Lae and Mt Hagen and Kokopo can never afford the luxury.

“Only few of us have progressed, because few of us progress the rest will haunt us into the future.

The prime minister further clarified that his statement on making PNG a richest black Christian nation is not about separating black from white. The statement he said is to empower the locals to progress from where they are currently.

Court orders 30-Day Recount for Hela Regional Seat

The governor of Hela Province, Philip Undialu, and his challenger in an election petition, former governor, Francis Potape, are both optimistic of winning a court-ordered recount into the election.

After two and a half years of deliberation the National Court in Waigani only ruled last Friday that a recount be conducted into the election.

The court ordered that the recount must be conducted within 30 days, and its results returned to the court for declaration.

In separate conferences with the media, both Mr Potape and the incumbent Mr Undialu have expressed confidence of coming out as winner in the recount.

Mr Undialu further called on the Electoral Commission to conduct the recount during the day, have CC-TV installed to monitor the process and further, to use both the manual and electronic counting.

Both men have also called on their supporters to keep calm and allow the court case and the election process to take its course.

Six Chinese nationals arrested in Vanuatu for allegedly running internet scam

Six Chinese nationals who are currently facing deportation are still in Vanuatu, awaiting the finalisation of their paper works.

The required documents to facilitate airline clearance from Vanuatu to China are still being processed after Internal Affairs Minister Andrew Napuat called for assistance last week to get them back to China.

Confirmation from police sources revealed the wanted persons were released from police custody on Friday night last week, transferred to a motel in town under the supervision of the authorities, and the Vanuatu Government is currently paying for their accommodation expenses.

Police said the hardest part of the operation was to get them in custody, then taking care of the actual deportation later.

While the Director of Immigration could not be reached , Daily Post was told the Chinese nationals are in good hands awaiting the deportation.

Sources said they are all cleared ready to leave but are still stranded in the country awaiting more paper works to be cleared on the part of Vanuatu Police officers who will escort them to China.

These Vanuatu passport-holders were reportedly identified by Chinese authorities as operating an illegal internet-based scam against people in China from a property in Port Vila.

A joint Immigration Services and Police task force stormed a house located on the road to the wharf last week where Daily Post was informed that they then allegedly got rid of some materials at the scene.

They are currently detained and will be handed to the police in China.

Daily Post and Buzz FM contacted the Chinese Embassy for comment when the news broke on Friday last week but to date the Embassy has not responded.

The arrests come at a time of concern in some quarters about growing Chinese influence in the Pacific.

The United States and its ally, Australia, are particularly wary of Chinese diplomatic and economic inroads in the region.

In April, Vanuatu and China denied media reports that China wanted to build a permanent military base in the island nation.

In May, Chinese President Xi Jinping told visiting Vanuatu Prime Minister Charlot Salwai that China was not seeking a sphere of influence in the Pacific.

The Morrison Government’s signature initiative to boost long-term economic growth in our region, the Australian Infrastructure Financing Facility for the Pacific (AIFFP) is open for business.

Foreign Minister Senator Marise Payne said this $2 billion (US$1.3 billion) facility will support vital infrastructure projects to underpin sustainable economic growth in Pacific island countries and Timor‑Leste.

“The economic prosperity of the Pacific is of fundamental importance to Australia,” Minister Payne said.

“The Pacific has significant unmet demand for high-quality infrastructure that will help boost living standards.”

Australia has undertaken extensive outreach with regional governments to develop a deep understanding of their infrastructure priorities and requirements in the lead up to the start of the AIFFP.

“We now look forward to receiving specific proposals from our partners, and will be looking to support a range of transformative and long-lasting projects,” Minister Payne said.

From Monday, Australia’s export financing agency Efic also begins trading under its new name Export Finance Australia.

As part of our step up in the Pacific, Export Finance Australia received an extra $1 billion (US$669 million) in callable capital and new powers to finance overseas infrastructure projects.

Minister for Trade, Tourism and Investment Senator  Simon Birmingham said the changes to Export Finance Australia will mean enhanced capacity to support exporters and finance infrastructure in our region.

“We are stepping up our ability to help deliver well-planned, well-built and well-maintained infrastructure because we know that this is important to economic growth and the priorities of countries in our region,” Minister Birmingham said.

“These enhanced infrastructure initiatives are part of Australia’s focus on increased engagement with the Pacific and determination to build on our longstanding commitment to our Pacific family,” Birmingham ..

Papua New Guinean's will soon enjoy better internet services, following the installation of the new Coral Sea Cable system which began yesterday (Monday).

The Australian High Commission in a statement said that the Coral Sea Cable System will see them laying over 4,700 kilometers of cable on the ocean floor from Port Moresby to Honiara and Sydney, with work to be completed in late 2019.

The underwater fiber optic cable when completed will provide a capacity of up to 20 terabits, which is 20 thousand times the capacity of the current APNG cable to Sydney.

The Commission also said that the undersea cable has the potential to unlock new opportunities for growth and connectivity across PNG.

Businesses will also be able to access new markets, students to access new learning opportunities, and Papua New Guinean's will be connected to the rest of the world in a way that has never before been possible.

PNG Mt Ulawun and Manam Volcanoes updates

The volcanic eruption at Mt. Ulawun is considered over by the Rabaul Volcano Observatory.

According to the Volcano Information Bulletin from the Department of the Mineral Policy and GeoHazards Management, the volcano has remained quiet for days.

However, the Rabaul Volcano Observatory will continue to monitor the volcanic activity and will advise on any changes that may occur.

Information from the Bulletin shows that the eruption deposited a significant amount of ash on the upper slopes of the volcano and to a lesser extent downwind areas.

During heavy rain, the ash deposit could develop into mudflow's which could become hazardous in low lying areas and people must be aware of these.

Meantime, according to RVO's latest Volcano Information Bulletin on Manam Volcano in Madang Province, the higher than normal background seismicity suggests the Manam system is still dynamic and volatile and therefore the potential for further eruptive activity in the future is possible.

Since the eruption on the 28th, the main crater activity has been low marked by emissions of variable amounts of white vapor but occasionally thick dark grey emissions are seen emitted.

RVO has advised people to avoid venturing or doing activities in the four main valleys and the probability for mudflow generation from the ash and scoria deposits by heavy rains is high so people should remain alert during these times.

RVO will continue to monitor the activity and provide updates.

The PNG Rugby League 9s Men’s and Women’s Teams to the 2019 Pacific Games in Samoa have been finalised.


PNGRFL Chairman Sandis Tsaka said the 15 Men’s and Women’s players were selected from an original train on squad of 25 after intense training over the past three months. The men's team will defend the title they won during the 2015 Pacific games in Port Moresby, PNG. The 15 players (in alphabetical order) and officials are:

Captains will be named over the weekend after the teams arrive in Samoa. Tsaka said the Men’s 9s will be defending the Gold Medal won at the 2015 Pacific Games in PNG defeating Samoa 38-10 while this will be the first ever Women’s Rugby League 9s event at a Pacific Games.

Nations taking part in the Men’s competition are: PNG, Tonga, Samoa, Tokelau, Cook Islands, Fiji and Solomon Islands. The women’s 9s will see PNG, Samoa, Solomon Islands, Fiji, Niue and Cook Islands battle it out for the Pacific Golden Team title.

Both teams are currently in camp in Port Moresby. They leave for Samoa on Friday July 5, 2019. The RL 9s competitions will be held on Monday July 8 and Tuesday July 9 and will be televised throughout PNG. They return on Sunday July 14, 2019.

Xavier Coates sign extended deal with Brisbane Broncos

Exciting young backline prospect Xavier Coates has capped an exciting few weeks by locking in a new deal with the Brisbane Broncos.

The 18-year-old centre signed an upgraded deal that will see him contracted to the Broncos until the end of 2021.

Coates was named today to make his NRL debut on the wing against the Sharks on Sunday afternoon, after travelling to Newcastle last week as 18th man to experience an away trip at the top level.

The Currumbin product dazzled with his step and speed in a Man Of The Match performance for Queensland Under 18s last month in a 34-12 win over New South Wales, before being named for his international debut in the Papua New Guinea Kumuls squad.

Broncos coach Anthony Seibold said: “Xavier is a really talented young man and it’s great to have his future secured here at the Broncos.


Coates joins emerging halfback/hooker Cory Paix who last week signed a three-year contract to stay with the Broncos.

Both  Xavier Coates and Herbie Farnworth and prop Rhys Kennedy will all wear the Broncos jersey for the first time in the NRL when the Broncos take on Sharks, after Origin duties and injury forced mass changes. Press Release

Korean Air ceases Fiji flights

Korean Air will cease its Seoul to Nadi flights from 01 October.


The website Air Transport World reports that Korean Air will terminate the service in the next three months.

The airline currently provides three flights a week.

Korean Air first introduced the Seoul to Nadi service in 1995..
