Fijian exporters urged to explore PNG

As the global trade environment pushes further into uncertain territory, Fijian exporters are being urged to take advantage of what Papua New Guinea has to offer.

In a presentation to local businesses, ANZ economist for Pacific Island countries Dr Kishti Sen said PNG could become the “China of the Pacific” as the next decade looks promising for the resource rich powerhouse.

And as uncertainty reins in the global markets, PNG looks likely provide a more stable destination for Fijian goods. 

“Several mega projects in the oil and gas sector and mining are expected to commence early next decade and the new Prime Minister is unlikely to change project timelines as he has indicated that he will work with the private sector to deliver strong outcomes for PNG,” Sen said.

“Any changes to the country’s resource legislation won’t be implemented until 2025, meaning that current projects will be subject to existing laws which should minimise delays.”

Other sectors of the PNG economy are also forecast to rebound as the new government targets the strengthening of the country’s huge potential in the agriculture sector.

“Three assistant ministers responsible for coffee; cocoa, copra and palm oil; and livestock will be appointed this week to support the Minister for Agriculture.  The upshot is that we see [the PNG economy] rebounding this year as gas exports return to capacity following earthquake-induced disruptions in 2018 and maintaining the strong growth momentum into the 2020s,” said Sen.

ANZ is forecasting Fiji’s economy to drop to below three percent over the next two years as government gradually tightens up on expenses.

This will coincide with a slowing global growth that is being affected by major developments such as the on-going trade and technology war between the United States and China, Britain’s proposed exit from the European Union, the United States’ sanctions against Iran as well as what is perceived to be an unpredictable scenario playing out between U.S and North Korea in terms of the latter’s nuclear aspirations.

While this is expected to affect major trading partners and give Fiji some breathing space in which to recover before positioning itself for the next cycle of strong global growth, the country is still faced with balance of payment issues that is directly affecting the status of foreign reserves and liquidity in the banking system. 

Foreign reserves fell by FJD$260 million (US$121.3 million) in 2018 as a result of efforts to finance the current account deficit and the resulting drop in liquidity has pushed up the cost of credit which is expected to put a brake on import demands, said Sen.

Prosecution changes position on Samoa nurses' sentence

The sentencing of two Samoa nurses, accused over the deaths of two babies after they were administered the Mumps, Measles and Rubella (MMR) vaccine in Savai'i last year, did not go ahead.

This followed a “change of position” by the prosecution who filed a memorandum in relation to the sentence for the nurses when the matter was called on Tuesday.


The two nurses, Luse Emo Tauvale and Leutogi Teo, have pleaded guilty to the charges against them.

Tauvale faces two charges of negligence in mixing the MMR doses causing manslaughter to one-year-old Lannah Samuelu, of Sasina and one-year-old Lameko Siu, of Safotu, Savai’i.

She is also charged with conspiring to defeat the cause of justice, in relation to an investigation into the death of the two infants at the Safotu District Court in Savai’i.

Teo pleaded guilty to one charge of negligence causing manslaughter to the one-year-old infant boy from Sasina.

They are represented by lawyer, Tauiliili Harry Schuster.

Prosecutor is Assistant Attorney General, Magele Leone Su’a. Acting Chief Justice, Justice Vui Clarence Nelson presided.

Justice Vui said the memorandum filed by prosecution “indicates a substantial change in position” to the nurses’ sentence.

In confirming he has also received the memorandum from prosecution, Tauiliili asked for an opportunity to respond to it.

Justice Vui then adjourned the matter for sentencing to Friday 12 July 2019.

The defence lawyer has been asked to file his response before then.

Tauvale and eo are remanded on bail with conditions to sign in at the Police station.

Outside Court, Tauiliili confirmed that he had sought non-custodial sentences after the nurses' change of plea earlier in June.

The submission was initially supported by prosecution.

Prosecutor Magele declined to confirm what prosecution’s “change of position” was when she was approached.

Following the incident in July last year, where the two infants died after being administered the MMR vaccine, the Ministry of Health placed a nationwide moratorium on the administration of the vaccine.

An investigation and inquiry were subsequently launched to investigate the procedures used to administer the MMR vaccine and alleged discrepancies relating to the death of the two infants.

In April this year, the moratorium on the MMR vaccine was lifted when Health authorities declared the vaccine safe.

PNG PM Marape wants COI into UBS loan set up at the earliest

Papua New Guinea Prime Minister James Marape told Parliament today, the National Executive Council awaits the Attorney General's Office to appoint a team in its wisdom who will conduct the Commission of Inquiry into the Union Bank of Switzerland investigation report.

Marape had announced that a COI will be established to inquire the findings following the tabling of the UBS investigation report by the Ombudsman Commission last week in Parliament.

Marape told the house this morning, he is not afraid of the outcome and he would like to see the COI establish at the earliest and actions can be taken on those implicated.

Prime Minster James Marape made it clear he is willing to resign from office if he is in anyway implicated in the UBS loan saga.

He told parliament this morning that no stone will be left unturned during the Commission of Inquiry into the matter of the UBS loan.

The Prime Minister says the inquiry will begin with the political leadership all the way down the line to all that were involved in the UBS deal.

Responding to a series of questions raised by the Komo Magarima MP, Mr. Marape said the Attorney General has been tasked to put a team together along with the terms of reference for the COI.

Plans to Develop Affordable Housing for Law and Middle-Income Families in Port Moresby, PNG

MEDIA RELEASE-Nadi, Fiji, July 3, 2019 - The Governor of Papua New Guinea’s National Capital District, Powes Parkop, has signed a landmark deal with the International Finance Corporation (IFC), to provide affordable, green and climate- resilient housing in the country’s capital, Port Moresby.

The deal, the first of its kind for Papua New Guinea (PNG) is aimed at demonstrating a model for large scale affordable housing for low and middle- income families in Port Moresby, to help ease the growth of the city’s informal settlements.

It was announced by Governor Parkop during the Pacific Urban Forum, now underway in Fiji, which is focusing on the challenges of urbanization in Papua New Guinea and other Pacific Islands nations.

“High prices and a severe lack of affordable housing are now preventing many Port Moresby residents from moving out of informal settlements and buying their own homes,” Governor Parkop said. “Through this pilot project, IFC will help us open up the market for green, climate-resilient affordable housing by drawing on the resources and expertise of the private sector.”

“The project will target both lower and middle- income earners through a mix of single unit family dwellings and affordable flats,” Governor Parkop said.

“We need to encourage greater housing density in a way that is culturally appropriate, and with adequate amenities for people. The pilot project will complement other measures that we are now undertaking to tackle Port Moresby’s housing crisis.”

According to government statistics, over 45 percent of the 370,000 residents of Port Moresby live in informal settlements without security of title or access to basic infrastructure, such as water, sanitation and power.

With more people moving from rural areas to the city, informal settlements are growing fast and are expected to shelter almost 60 percent of the population by 2030.

To keep pace, it’s estimated about 3,000 affordable housing units need to be built every year over the next ten years, a number far greater than the current level of production.

PNG’s new Minister for Housing, Justin Tkatchenko suggested that it was time for the government to look for new approaches in the housing sector.

“Past governments have tried a lot of different strategies to increase the amount of affordable housing on the market, but the need just continues to grow. We need to learn from our mistakes in the past and observe what has worked in other countries.

By working together with IFC, which has experience globally in the housing sector, we intend to create a model that works for PNG.”
“Papua New Guinea has one of the fastest growing populations in the world, so it’s important to look for solutions to overcrowding in informal settlements,” said Thomas Jacobs, IFC Country Manager for PNG and the Pacific, Australia and New Zealand.

“People are also highly exposed to the risks of destructive climatic events, which are increasingly prevalent in Papua New Guinea and elsewhere in the Pacific. By working with the private sector, we can help develop a model that’s affordable and climate resilient and also uses EDGE, a green building certification system, created by IFC, that helps reduce energy and water usage, as well as building costs.”

As an adviser, IFC will work to design the right model, drawing in the private sector to provide the financial and technical expertise to deliver a cost effective large-scale affordable housing development that’s also environmentally friendly and resilient to climate change.

As part of its support, IFC will undertake demand assessments, and evaluate the technical and commercial aspects of the proposed project and then assist in structuring and tendering the project to select a private developer.
It marks the second planned project for green, climate resilient affordable housing in the Pacific region.

The Fijian Government has already given the go-ahead to a similar project for its country. IFC will draw on its global work in helping tackle housing affordability issues. For example, an IFC supported project in Odisha, India, is expected to build 2,600 affordable homes for about 12,000 people.

Further support in the state of Bihar will result in a statewide network of green affordable housing projects across multiple cities that could create about 7000 housing units and mobilize about US$ 120 million in private sector investment.

Road Infrastructure vital for Service Delivery in PNG : Former PM O'Neill

The Member for Ialibu-Pangia and former Prime Minister,  Peter O’Neill, CMG, MP, when visiting his electorate recently has expressed satisfaction with a great deal of road infrastructure in his electorate.

On arrival in Pangia station, Mr. O’Neill opted to drive himself along the 32km South Wiru road that was recently sealed and has acknowledged the tireless effort his district has put together with the donor funder to build an excellent road.

“Road infrastructure is key to service delivery such as education, health and transportation of goods and services.

“Without better road infrastructure, such services will not reach rural and very remote areas.

“I see road as the key to service delivery and have put in a lot of effort in building roads around the country to pave ways for easy flow of goods and services,” said the former PM.

He referred to the South Wiru road in his electorate as an example and said that it was difficult in the past for people in that area to access service but now that the road has been built and sealed, people can see its importance.

Mr. O’Neill said with his party policy on infrastructure development, he has built many roads around the country and the honor is on people to utilize it to access markets to sell their produces and also accessing government needed services.

Deliberations on the future of Pacific media was a hot topic at the 2019 Pacific Update.

Led by a powerful panel of renowned journalists from the Pacific, discussions focused on how newsrooms deal with the rise of social media and fake news.


Founder of Melanesia News Network (MNN) from the Solomon Islands, Dorothy Wickham says it’s a challenge that they are learning to work with, in particular calling out fake news when it arises.

“As people in our country and people in our region learn to use social media responsibly and also to understand that when you post up something, it’s not only among your friends that can be seen, it’s shared, it can be screenshot and it can be sent on as a message without you even knowing whatever you sent and put up is past on and it just goes global without you realizing and this is the challenge we face back home is the lack of understanding of the internet.”

For Makereta Komai, Manager of the Pacific Islands News Association (PINA)and PACNEWS Editor, said the rise of social media is already cutting into profits for media organisations.

As an example, Komai says one national paper has turned to charging the public to read their online content.

“The impact of social media is already more visible now and a lot of our media organisations are already feeling, feeling the impact on the profitability on their bottom line.”

The 2019 Pacific Update is a three-day event which ends on Friday and is organised by USP and the Australian National University (ANU).

PNG Parliament has called for a review into the operations of the University of Goroka and its courses and programs.

Higher Education, Research, Science and Technology Minister Nick Kuman said this when speaking in support of Education Minister Joseph Yopyyopy in Parliament.


Minister Yopyyopy was presenting the 2018 Education Department's Report.

Minister Kuman said the UOG should be concentrating on teacher education alone and not developing new programs and running them.

He said, this is because the student to teacher ratio shows that there is a big demand for more teachers in the country.

His stance was also supported by Petroleum Minister and Sinesine-Yongomugl MP Kerenga Kua.

Central Province to have its own Hospital

Central Province will soon have a new Provincial Hospital built during this term of parliament.

This was confirmed by Heath and HIV/AIDS Minster Elias Kapavore in Parliament today.


He says the government will revisit a National Executive Council decision number 352 of 2014 which he is aware of, to construct a 250-bed hospital for the people of Central Province at Bautama.

Responding to questions from Governor Robert Agarobe, Minister Kapavore says Central has over 230,000 people and this population demands that the province must have a provincial hospital.

PNG MP wants Chinese Investors to Fund Chocolate Factory

South Bougainville MP, Timothy Masiu is hoping that Chinese investors will fund a chocolate factory in the region.

Mr Masiu recently shown a delegation from Guangdong around the southern part of the autonomous island region.


He said along with making chocolate, they expressed an interest in fishing, hydro-electricity, solar power, building a harbour and manufacturing items like cosmetics and pharmaceuticals.

Mr Masiu said making more of Bougainville's cocoa crop has long been a dream of his, and he wants Bougainvilleans to be able to export a finished product and not just the raw material.

Radio New Zealand reports Mr Masiu saying, he made it clear to the Chinese delegation that any deals wouldn't be signed until after the Bougainville referendum on independence from PNG, to be held from 12 October.

The impacts of climate change in PNG are enormous

Climate change is a catastrophe that affects the entire planet earth and thus Papua New Guinea has agreed under the Paris Agreement to report and contribute its mitigation and adaption issues to the United Nations Framework Convention on Climate Change (UNFCCC).


Many would argue that it is far more an unreachable issue to talk about at this time. But if you look around, you would see why it is an issue to address sooner.   

The tangible impacts of climate change in PNG can be seen through the sinking of Cataract Islands, changes in weather patterns (from the highlands to the coastal), and the increase in the size and intensity of droughts, floods and other natural hazards we are encountering recently.

UNDP Disaster Risk Management National Project Manager Michael Sembenombo said that people should get ready to respond to disasters now.

“People need to be aware about the impacts of climate change,” he added.

He told NBC Radio on its program “Our Talk on Dabai” that the results from a local survey from four regional sites indicated flood, drought and rising of sea level are common hazards with landslide in Momase and the Highlands region affecting food chain supply in the highlands and water-borne diseases due to contaminated water sources after the floods.

He stressed that the challenge is how to address or mitigate the issue from the National, Provincial, District and Community level.

“We are faced with lack of capacity at intuitional level and disaster risk management local capacity as the community is first respondents from the natural disasters,” he told the listeners. 

“Making the local community, district and provinces aware of the common hazards and whether that hazard will be occurring again and when and how to mitigate it are fundamental to mitigate,” he added. 

For example, flood is frequent in recent years in Central Province and this pose a challenge on how local people in the communities can be aware of the flood and get ready for the disaster. It is important to make them aware of the disaster so that they can better prepare themselves at the community level.
 
PNG Climate Change and Development Authority (CCDA) is the coordinating entity for all climate change related policy and actions in Papua New Guinea and the designated National Authority under the United Nations Framework Convention on Climate Change (UNFCCC).

CCDA, formerly known as the Office of the Climate Change and Development (OCCD), was established in September 2010 and replaces the former Office of Climate Change and Environmental Sustainability (OCCES), abolished by the Cabinet (NEC) in 2009.

On the 31st August 2017, key representatives from forestry, lands, agriculture and the environment sectors took take part in sector retreats around Papua New Guinea to help the nation secure increased international funding and support to reduce emissions from deforestation and forest degradation.

Stakeholders from across civil society and private sector have also participated in a workshop to agree on a national plan to help address climate change through the management, conservation and sustainable use of PNG’s forests.

Hosted by the Government of Papua New Guinea (GoPNG), the workshop focused on representatives from multiple sectors agreeing on the final version of PNGs National REDD+ Strategy (NRS) 2017-2027.

REDD stands for Reducing Emissions from Deforestation and Degradation and is a mitigation approach to address climate change to sustain the standing forests and planting new trees. 

GoPNG, with the support of the UNDP, has been developing the PNG National REDD+ Strategy since 2015, under the UNFCCC.

REDD+ is an important part of PNG’s plan to take action against climate change and PNG is one of the countries that supported its inclusion in the Paris Climate Change Agreement Implementing REDD+ under the UNFCCC.
REDD+ provides PNG with an opportunity to have its contribution to the global fight against climate change internationally recognized and financially supported.

CCDA is responsible for leading coordination of the strategy’s development on behalf of the PNG Government.

CCDA Managing Director Mr Ruel Yamuna said the National Strategy Plan marks a major step forward in the process of developing REDD+ programs in Papua New Guinea.

 “The validation of PNG’s National REDD+ Strategy is a further landmark in PNG’s action on climate change," he added.

The PNG National REDD+ Strategy provides the overarching direction PNG will take in achieving action towards REDD+ over the coming decades.

The strategy outlines a cross sectorial approach encouraging stakeholders from government, private sector and civil society to work together in creating a better way to manage and protect our forest resources.

UNDP Resident Representative Roy Trivedy congratulated the Government of PNG and all partners on its progress in developing REDD+: “Moving forward with PNG’s National REDD+ Strategy would certainly help move PNG towards a smarter, more environmentally and socially responsible development in line with the country’s broader vision to follow a climate compatible development pathway.”

“This would also contribute towards PNG achieving targets set out in the Sustainable Development Goals on Climate Action and Life on Land,” Mr. Trivedy said.

While the current strategy marks a critical step in the nation’s REDD+ development process further action is needed to ensure that the strategy is effectively financed, that proposed policies and measures are developed and tested, and that long term sustainable financing and management systems are in place.

The PNG National REDD+ Strategy is an endorsed document from the National Executive Council (NEC).

On the 6 October 2017 in Port Moresby the Government of PNG officially launched the National REDD+ Strategy 2017-2017 at the Grand Papua Hotel.

The strategy is both a key part of the country’s Green Growth Development agenda as laid out in the Strategy for Responsible and Sustainable Development (StaRS) and is central to PNG’s approach to addressing climate change.

Its implementation will strengthen the sustainability of PNG’s forest industries, support agricultural development and improve land use planning and management to ensure our most important environments are protected.

This will help to both reduce emissions of greenhouse gases and the vulnerability of rural communities to climate change.

NRS will support improvements in legislation and capacity across government sectors including climate change, environment, forestry, and lands as well as partnerships with private sector to help strengthen economic activities and increase the opportunities for rural communities.

The development of the NRS was led by CCDA and PNG Forest Authority (PNGFA) with support from other government agencies, civil society and private sector representatives.

“I am extremely proud to present this strategy, which has the potential to provide real benefits to our communities, our environment and our nation, while also supporting the global fight against climate change,” the Minister for Environment and Climate Change Hon. John Pundari said during the launching.

Minister for Forests Hon. Douglas Tomuriesa also said, “I am proud to have been involved in the development of a strategy that has built on the detailed information that PNGFA have been able to provide on our country’s forest resources.”

“This is truly progress in the development of evidence based forest policy and is based on the excellent analysis conducted in PNGFA and supported by the EU funded National Forest Inventory and the PNG-FRIMS projects under JICA,” Mr. Tomuriesa added.

UNDP supported the development of the NRS with funding from the World Bank’s Forest Carbon Partnership Facility (FCPF).

UNDP Regional Director for Asia and Pacific Haoliang Xu said, “It is my privilege to witness PNG’s progress in fighting climate change and the strides the country is taking towards the Sustainable Development Goals.”

“REDD+ will help ensure forest development is sustainable and support green growth in PNG. I congratulate the Government of PNG and express UNDP’s ongoing commitment to supporting the Government to take action on climate change,” Mr. Xu said.

The NRS will be followed by the development of a National REDD+ Finance and Investment Plan to ensure long-term sustainable financing and management systems are in place to support the implementation of the strategy.

“I urge all relevant government agencies, the private sector and civil society groups to see this strategy not as an achievement but as the beginning of the next phase of our joint work”, said Minister Pundari.

There is also some evidence revealed that climate has a greater impact than landscape on how many languages are spoken there, according to a study that mapped language diversity around the world.

The research, published in the Nature Communications, found that areas with more productive climates tend to have more languages. 

“We were able to show that despite popular belief, climatic factors have a stronger effect than landscape factors – like how mountainous it is, or how many rivers there are – when it comes to language diversity,” the reported stated.

Sacked PNG Police Commissioner Baki to Seek Restraining Order Against Govt

PNG Acting Police Commissioner Gary Baki this afternoon said he will be applying to court for a restraining order against the National Executive Council on its decision on July 5th 2019, to appoint an acting Police Commissioner and two acting Deputy Police Commissioners replacing him, Acting Deputy Police Commissioner Administration Raphael Huafolo and Acting Deputy Police Commissioner Jim Andrews.


Mr Baki stated the reason as the due and established processes for appointments were not followed by Police Minister Bryan Kramer in the appointments of the Chief of Bougainville Police Service, Deputy Commissioner Francis Tokura as acting Commissioner of Police, Commander Northern, Assistant Commissioner Peter Guinness as Acting Deputy Commissioner Operations and Assistant Commissioner Joanne Clarkson as Acting Deputy Commissioner Administration.

He said he had issued a Police Gazette on Friday July 5th, consistent with the Police Force Act (Chapter 65), announcing the vacancies in the two positions and called for applications from the serving Assistant Commissioners of Police with the deadline for applications on the 31st July.

All applicants would then be screened by the Police Commissioner who then submits a shortlist of candidates to the National Executive Council through the Police Minister for its consideration and decision.

Commissioner Baki said instead, the Police Minister and NEC decided to do selective appointments on the same day the Police Gazette was issued, thus bypassing this process and creating a vacuum in the leadership of the Constabulary.

He said his action was to ensure;

1. There is for good governance, accountability, transparency, fairness, and due diligence in terms of the processes of appointment;

2. There is continuity and stability within the Police Force;
3. There is a smooth and natural transition period;

4. The Bougainville Peace Agreement is not compromised and the Bougainville Referendum is not negatively impacted in any way; and

5. Police officers and their careers are protected.

Whilst the appointment of the Police Commissioner is the prerogative of the National Executive Council, Commissioner Baki said it is duty bound to uphold the values of good governance, accountability, transparency, fairness, and due diligence.

Baki added the appointment of Mr Tokura goes against the spirit of that Bougainville Peace Agreement in that consultations were not held between the Government of the Autonomous Region of Bougainville and the Commissioner of the Royal PNG Constabulary prior to the appointment.

Commissioner Baki said within the last 13 years they have had 13 police commissioners – six permanent appointments and seven acting appointments and these constant changes always have a negative impact on the Constabulary.

He added that this action is not intended in any way to discredit the three officers who have been appointed in acting capacities as they are experienced and qualified police officers, but the action is taken to protect them as well as the other senior officers of the Constabulary.

The Police Minister stated in his letter that Mr Baki had gone over the compulsory retirement age of 60, hence he ceases as the Acting Commissioner of Police.

Mr Baki said the Supreme Court decision the Minister was referring to was in regards to the public service that are catered for under the Public Services (Management) Act, however members of the Police Force from Assistant Commissioners down to the Constable are subject to the Police Act 1998 which states their retirement age at 60, but in cases where necessary the Police Commissioner can allow them to serve until 65.

In that case, the Police Commissioner and the two Deputy Commissioners are subject to the terms of their employment contracts.

Baki said his appointment term expired on 7 May 2019 and both Mr Huafolo and Mr Andrews' terms expired on the 4th of July this year as well but he was reappointed in an acting capacity until 8 August.

Commissioner Baki said it is only then logical and practical for the three of them to oversee the RPNGC whilst the Government initiates the appointment process and appoints a new Police Commissioner and Deputy Commissioners so that before August 8th they will carry out a proper hand-over and vacate these three offices.

He concluded by stating that this is not an attempt by him or the two deputies to remain in office as they have served their term and want to retire but deserve to be treated with respect and dignity by the Government, adding all career police officers must be treated with respect and due consideration and not tossed around.

Miss Pacific Islands, Leoshina Kariha says the recent experience in Tonga has presented an opportunity to use the pageant platform to break stereotypes and boundaries among people of the Pacific.

Kariha has been in the Tongan capital of Nuku'alofa since last Wednesday to attend the Heilala Festival and crowning of Miss Heilala.

It is reported that as the 19 year old Kariha was concluding her speech during the crowning night on Friday, someone yelled out "YOU'RE BLACK AND UGLY, DISGUSTING" from the VIP stand which was met by booing from the crowd.

In an issued statement Kariha said there has been much incorrect and non-factual information being spread through social media and news channels surrounding the incident.

“At the outset, we want to state that there was NO COMMENT made by the Deputy Prime Minister of Tonga who is also Minister for Tourism in Tonga,” said Kariha.

“Yes, a comment by one individual in the VIP area (which refers to the whole floor area of the stadium in Tonga, as opposed to the side bleacher seating) was made - and that is something that is never nice to hear but has been said by one individual.”

“We can't jump to conclusions over one post on social media. I am more hurt by the statements of our own people throwing hateful comments at each other.”

“Be quick to listen and slow to anger. We can't let the minority dampen our spirit of Pacific Unity and spoil such an empowering platform, as Miss Pacific Islands Pageant, which preserves cultures and showcases the beauty and intelligence of our women.”

She said while many will not agree, but as Pageant organisers, we choose to build and work together united and thus the Miss Pacific Islands has brushed aside calls to ban the Tongan participant from participating in this year’s event.

“We will as a Pageant, not take the route of banning the new Miss Heilala from coming to our Pageant in PNG. As a platform for empowerment, how can we penalise a young woman who is so much an embodiment of the good that can be represented in a nation,” said Kariha.

“I look forward to welcoming my Pacific sister, the newly crowned Miss Heilala/ Tonga to my home shores of PNG. We must use this experience as a stepping stone to now put aside our differences and begin to work beside one another for the good of our future generations.”

She has since asked people, to put this issue aside, to stop the sharing of non-factual information; to take a stand in a positive way.

Meantime Radio New Zealand reports there are calls for Tonga's Deputy Prime Minister Semisi Sika to resign over his intervention at the Miss Heilala beauty Pageant in Nuku'alofa on Friday.

The report also cited concern raised that Mr Sika failed to intervene when someone from the VIP table reportedly screamed racist abuse at Kariha.  FM100

New Form of Circumcision promoted by WHO

Male circumcision has been recognized as an important HIV prevention method by World Health Organization (WHO).

This will now see the country, through the National Aids Council Secretariat (NACS) roll out a circumcision program soon.

NACS in collaboration with Health Department, has welcomed the latest form of male circumcision called the - SHANG RING, which it says is a safe and effective procedure to learn and perform.

NACS Director Dr. Nick Dala said male circumcision will help in reducing risks of HIV prevalence in the country through;

50 – 60% reduction in the risk of HIV transmission
Prevents female from getting cervical cancer through heterosexual sex
Reduce sexually transmitted infections in the country,

Training and workshop for 21 participants for this new form of male circumcision will begin tomorrow and run for the next 6 days.

A team of experts from China is here in the country to run the workshop and train health workers on how to use the SHANG RING device to carry out the procedure.

Males between the ages of 15 – 50 years of are encouraged to be circumcised for good sexual health and HIV prevention.  FM100/ PNG Today

PNGRFL launches Support Fund Campaign for injured Kumul Kurt Baptiste

THE Papua New Guinea Rugby Football League (PNGRFL) has opened up a bank account to assist Kumuls player Kurt Baptiste who suffered a knee injury during the Pacific Test against Toa Samoa in Sydney, Australia, last month.


The injury has ruled the North Queensland Cowboys rake out for the next 12 months.


“Our concern is his welfare, he risked his NRL contract when he chose to play for PNG and the injury happened while he was wearing the Kumuls jersey,” PNGRFL chairman Sandis Tsaka said in a statement. He said PNG as a nation, was obliged to show their appreciation and support for Baptiste at this difficult time in his career.

Enga governor Sir Peter Ipatas was the first to show his support for Baptiste with a donation of K10,000 that was presented to the PNGRFL executives at the Oil Search National Football Stadium yesterday.

“The welfare and needs of our athletes who represent and make sacrifices for PNG must be supported”, Sir Peter said.

“Let’s get behind this appeal and support Kurt.”

It will cost the PNG Electoral Commission more than K3m, to conduct a recount for the Kandep Open Seat in Enga Province.


In a statement, the Electoral Commission said it is making necessary preparations and arrangements to conduct the judicial recount, following an order from the Waigani National Court last week.

Marape-Davis Government eye K15 billion PNG Economy Growth

The Papua New Guinea  Government aims to grow revenue to K15 billion in the next few years under the Medium Term Development Plan 3 (MTDP3).

Minister for National Planning and Monitoring Richard Maru told Parliament last week that the MTDP3 was the guiding plan for a five-year period ending in 2022.

He was responding to questions in the parliament from Southern Highlands Governor William Powi regarding the Government’s plans on service delivery.

“The plan aligns with the Vision 2050 and all other plans including the first and second Alotau Accords,” Maru said.

“Last year our total revenue was K8 billion from taxes and K3 billion from customs duties.
“Under the plan we want to grow that revenue up to K15 billion by the time we complete this term of Parliament.

“To do that we have to unlock our potential by attracting foreign investors, by putting down important key enabling infrastructures like the four wharves in Vanimo, Manus, Kikori and Wewak,” Maru said.

He said under the plan the Government would deliver the Pacific Marine Park “so that we process all our fish in PNG compared to 30 per cent of our catch today.”

“I believe our friends from the Chinese Exim Bank will be completing the negotiations for the loan so that we can get started as soon as possible.

“We will be able to make a billion plus by establishing the Pacific Marine Park in Madang.
“I’m confident that we have a good plan but our ability to fund that is the issue.

“We have advertised for MPs and Governors to submit tax credit project proposals. This is one way for us to fund some of the critical infrastructure projects that will unlock our potential as a country.

Companies in PNG to Operate Without Political Interference - Minister

Organizations or companies in Papua New Guinea  that are to directly operate under the ministries of Communication and Energy, State Owned Enterprises (SOE) and Transport respectively will be left to operate as independent organizations without political interference.

This was made known by PNG  Minister for Communication & Energy, Leader of Government Business and Finschaffen MP, Rainbo Paita during the recent launch of the new Bemobile and Telikom Internet rates.

Minister Paita who concurred with the new State Owned Enterprises Minister Sasindran Muthuvel said some of the issues faced especially with SOEs is simply because these entities were running like government departments.

Paita says, under the Marape/Steven government, the Minister responsible for Communication & Energy, State Owned Enterprises and Transport and Infrastructure have agreed to let entities under their respective ministries run their operations without political interference.

Minister Paita added qualified people were hired to carry their respective duties and they should be left to carry out those duties.

Paita said it doesn’t make sense when smart people are hired and then are told what to do.

Seventh_Day Adventist Church Presidents to walk Kokoda Track

The President of the Seventh-day Adventist Church in the South Pacific, Pastor Glenn Townend, and the President of the Seventh-day Adventist Church in Papua New Guinea, Pastor Kepsie Elodo, will walk the Kokoda Track this month (July 15-24) as part of a group of trekkers from Papua New Guinea, Australia and New Zealand. They are doing it to raise awareness and funds for the 10,000 Toes Campaign, an initiative that aims to stamp out diabetes in PNG and other South Pacific nations.

During the walk, the group will be handing out diabetes screening kits to communities along the track. They will also be conducting health tests and making health presentations.

The sad reality is that type 2 diabetes has reached epidemic levels in the South Pacific, affecting 1 in 4 people. Papua New Guinea has one of the highest rates of diabetes in the world.

The impact is both shocking and devastating. Diabetes is associated with many serious complications affecting the feet, eyes, kidneys and heart. It’s the leading cause of amputations in the South Pacific — 560 amputations are performed weekly. That’s more than 80 amputations every day or 1 every 20 minutes!

But there is hope. The 10,000 Toes Campaign has three key strategies:

Recognising that early detection is vital, it aims to provide screening kits to communities so that diabetes can be detected and treatment started promptly.

An education campaign for Pacific islanders will promote the benefits of healthy living, including nutrition, exercise, good sleep, hygiene and fresh air.

Local health professionals will be upskilled to diagnose and treat Type 2 diabetes early and better manage the complications.

The 10,000 Toes Campaign is all about saving people’s toes — and their lives. It’s about raising awareness and support, and tackling this issue head-on. We believe that it will go a long way towards preventing and reversing the incidence of diabetes in South Pacific communities.

PNG Prime Minister Marape is saddened by the loss of lives in brutal killings in  his Hela Province  and vows to use strongest laws on those involved. 

"Today is one of the saddest day of my life, many children and mothers innocently murdered in Munima and Karida villages of my electorate by Haguai, Liwi and OKiru gunmen.

"My electorate in Hela Province hosts LNG and power transmission line for Porgera gold mine and since 2012 I have been requesting for more permanent Police yet Konedobu police headquarters has not supported me.

"How can a province of 400,000 people function with policing law and order with under 60 policemen, and occasional operational military and police that does no more then band aid maintenance.

"In memory of the innocent who continue to die at the hands of gun toting criminals, your time is up, before I had someone else to report to, now I have no one else to report to but the innocent you kill.

"To all who have guns and kill and hide behind the mask of community, learn from what I will do to criminals who killed innocent people, I am not afraid to use strongest measures in law on you. Last week I responded to question on death penalty on the floor of parliament, it is already a law.

"To Haguai , OKiru and Liwi, plus others in Tari who have been living off killing others, I am coming for you." said Marape.

Mr.Marape poured his anger via social media  after  two pregnant women and children were among at least 22 people killed in the Tagali LLG, Tari-Pori district, Hela Province, last Saturday and a retaliatory attack the following day.
According to Hela administrator William Bando and provincial police commander Chief Inspector Teddy Augwi, the killings followed fighting in the villages of Munima, Peta and Karida in which 24 people were killed in three days.
“Six people were returning from a compensation ceremony on Saturday, July 6, and were near Peta village when they were ambushed and killed at the roadside,” Chief Insp Augwi said.
“In retaliation on Sunday morning, July 7, 16 people were killed when the relatives of the deceased retaliated outside Karida village and in an executed plan, raided and using high-powered rifles, shot dead the 18 people, including two pregnant women and children.”
Tagali LLG is located along the ranges, overlooking South Koroba and the Tari Basin.
“This is not a tribal fight where the opposing villages face each other on field, this is a fight in guerilla warfare, meaning they play hide-and-seek and ambush their enemies,” Mr Augwi said.
“We are shocked in the manner women and children were killed, this is not tribal war but guerilla warfare,” Mr Bando said.
Mr Bando said the provincial law and order committee would be meeting today to decide on whether the Tagali LLG would be declared as a fighting zone.
“We will wait for the response from the Prime Minister James Marape, who is the Tari-Pori MP, and Hela Governor Philip Undialu to get back to us on whether we should declare the area a fighting zone. Should it be declared a fighting zone, the police and PNG Defence Force will be able to arrest those who continue to cause issues,” he said.
He called on ExxonMobil in Hides to release the services of the police mobile squad 09 to return to Tari to help with ensuring peace and safety in the Tagali LLG area.
“We need them here in the area to ensure our women and children are safe. The actions taken by those who shot the women and children is traumatising and despicable,” he said.
The bodies of the slain are in Tari, with many more villagers escaping the area into town, Mr Bando said, adding that police and the PNGDF were checking on the situation.
