PNG Kumuls : Olam out, Nima in

PNG LNG Kumul Centre Justin Olam has been ruled out for this weekend’s Oceania Cup Pacific Test after injuring his hamstring during training with the Melbourne Storm over the weekend.

PNG LNG Kumuls Coach Michael Marum said before leaving Port Moresby this morning that SP PNG Hunters Centre Brendon Nima will replace Olam. Marum said it is a major setback for the team.

“Nene McDonald has been out with injury for a prolonged period and now Justin (Olam) which we will have to deal with,” Marum said.

“Brendon Nima will replace Justin and is travelling with us today to Sydney.”

Nima wore the red, black and gold jersey during last year’s two game series against England Knights.

He will be the seventh debutant for the PNG LNG Kumuls in an international Test Match.

The six SP Hunters players – Enock Maki, Junior Rau, Moses Meninga, Stanton Albert, Terry Wapi and Brendon Nima with coach Michael Marum left for Sydney today. 

They will be joined by the Australian based PNG LNG Kumuls in Sydney tonight.

The PNG LNG Kumuls play Samoa in the first leg of the Oceania Cup Pacific Test this Saturday June 22, 2019 in Sydney.

America ready to work with Bougainville

The United States of America will continue to work with the Government of Bougainville and PAPUA NEW GUINEA to make sure that the Peace Agreement is implemented to the full with the Referendum to come.
 This was revealed by JENNIFER SPANDE deputy Director of Australia, New Zealand and Pacific Islands at the US state Department in Washington DC. She revealed this when talking live on New Dawn FM .

MS SPANDE said that the United states are working to support the Peace process and are happy that the PNG National Government has finally made TWENTY MILLION KINA payments to the Bougainville Referendum Commission to prepare enrolment of all eligible voters for the referendum. She said that the US hopes to see the referendum conducted peacefully and finally end the long conflict once and for all. This was the first visit by JENNIFER SPANDE to Bougainville and she enjoyed talking with government leaders on her trip to Bougainville. She returned to Port Moresby today.

Yangoru - Saussia poised for Economic Growth

WEWAK, ESP, WEDNESDAY 19TH JUNE 2019 --- Yangoru Saussia District in East Sepik Province is now preparing for major economic growth with several key agriculture projects ready to be launched this year.

Member for Yangoru Saussia and Minister for National Planning, Hon Richard Maru’s visit to his District was the first since the formation of the new Government and he took the time to thank his people for their patience and support during the height of the political activities.


The Minister was accompanied by members of his district administration and partners of the District including the Cocoa Board of PNG, Innovative Agro Industries Limited, UN Women, Bank South Pacific, and the Divine Word University.

Speaking to thousands at Yangoru Station on Monday, Minister Maru assured the people that the district’s plans will go ahead as planned, beginning with the much anticipated Momase Regional Nursery in the Sepik Plains to be completed by November this year.

Spearheaded by the Cocoa Board of PNG, CEO Boto Gaupu, said, once completed, the cocoa nursery will have a capacity of producing 2 million cocoa seedlings every year and be supplied to East Sepik, West Sepik, Madang and Morobe, making it the largest cocoa nursery in the Momase region and the country. Mr Gaupu said the first 80,000 seedlings will be ready for release for planting come April 2020.

Mr Gaupu said currently, Yangoru Saussia produces K12 million in export revenue for cocoa and from this, K10 million is circulated within the district. So far, the cocoa nursery sheds have already been put up and building materials for the residents have already arrived in Wewak for assembling. Contract has also been awarded for the ring roads to be built around the nursery sheds. Mr Gaupu said the project will be ready to be launched before the year’s end.

The Sepik Chicken, Grain and Cocoa Innovative Project run by Israeli company, Innovative Agro Industries Limited, will come into production in November this year. Chief Executive Officer, Lior Crystal, said the Sepik Plains is the jewel in the crown in PNG and with its fertile lands, has the potential to be the “food basket” of the region, nation and even the neighbouring countries. He said IAIL as a long-term partner, is here to stay.

“Today we are already on site, in construction and in the coming year 2020, you will have an operational large-scale commercial agriculture project in Yangoru Saussia,” Crystal told an ecstatic crowd.

He said the East Sepik Province will have a high-tech agriculture project where it will produce its own eggs and chicken meat, grow its own grains and produce the stock feed.

“We will have a cocoa processing centre, so all of you who are growing cocoa in the region will make your product better and will get better prices. Not only that, we are now working together with Minister Maru to do an Out-grower Program so we will not only do things inside the fence and inside the farm, we will also work directly with the out-growers. And us Israelis I can promise, we will work step by step together with you, we are partners for the long term and we will succeed,” Crystal said.

With the boost in the agriculture sector, the District has also entered into a partnership with the UN Women to establish markets. UN Women representative, Brenda Andrias, said already the designs have been completed for four road-side markets namely, Kusawun, Paparom, Wamaiyang, Yekimbole and the major market at Yangoru Station. The major market will also include a transit house for farmers who travel long distances to rest.

With all the economic activities happening in the district, Minister Maru asked Bank South Pacific to establish a fully-fledged branch at Yangoru Station to make banking more convenient for the people in the district to access the services. Bank South Pacific General Manager Retail, Paul Thornton, said the district will definitely need a bigger bank than the current one. He said plans have already been drawn up for the new branch and work is scheduled to commence next month.

“It will take a bit of time but it will be a bigger branch, so that if you want to apply for a personal loan or an SME loan, you do it here. It will have two ATM’s so that you can also use it after hours,” Mr Thornton said.

BSP has been in Yangoru since 2013 with about 7,000 customers. Mr Thornton said with all the activity that is going to happen and with the growing population, the bank must have more customers opening accounts.

“We’re going to open up accounts so that you learn to get into the habit of saving, so that when you leave school and when you get into agriculture, you’ve got savings there that you can fall onto. And that you get into the habit of budgeting your money, so that you don’t waste it. We have financial literacy training and we have banking education, there is a lot of things that we can do here,” Mr Thornton said.

Minister Maru acknowledged that maintaining Law & Order alongside any economic projects is an integral part of the process. East Sepik Provincial Police Commander Albert Beli, thanked Minister Maru for his initiative to bring over MS13 Police Mobile Squad from Lae to his district to assist police operations. The initiative has proven successful and the PPC requested for the arrangement to continue after the 3 months contract period is over.

When concluding his talk, Minister Maru remined his people in the district to change their attitudes in order to adjust to and accommodate the major changes in the district.

“Think of the future of our children in Yangoru Saussia. Yangoru Saussia must never remain the same. We must never live in the past. Stop the drunken and disorderly behaviour and start saving money and investing to participate in some of these projects happening at your doorsteps. Change is coming whether you like it or not so we need to correct our attitudes and embrace these new changes.” Minister Maru urged.

Segeyaro is PNG Kumuls Captain

PNG LNG Kumuls coach Michael Marum has named James Segeyaro as captain of the PNG LNG Kumuls for Saturday’s Oceania Cup Pacific Test against Toa Samoa at Leichhardt, west of Sydney in New South Wales, Australia.

The 28 year old originally from the Eastern Highlands will captain the national side for the 2nd time. He was captain in the Pacific Test match against Fiji Batis last year.

"James led the PNG LNG Kumuls to a 26-14 win against Fiji and I had no hesitation in appointing him again to captain the national team this Saturday against Samoa,” Marum said from the team hotel in Sydney tonight (Wednesday).

Segeyaro became Kumul No. 282 when he debuted in the Rugby League World Cup game against Wales in Port Moresby in 2017. He went on to play the next three games including the quarter final loss against England in Melbourne.

"This will be James’ sixth Test appearance as a Kumul. He is well respected in the team and shows leadership both on and off the field,” Marum said.

“I'm sure he'll go out there and lead his country well and, with his father (late) Ifisoe Segeyaro being a former Kumul (No.70), this will mean a lot to him,” Marum said.

James Segeyaro said: “It’s a massive honour to be named captain again.”

“Representing my country and my people is an honour. It’s a privilege to put on the PNG Kumul jersey for any game,” Segeyaro said.

"I would like to thank Coach Michael Marum and the coaching staff for the confidence in me and my family for their support over the years that has helped me come this far.”

The PNG LNG Kumuls play Toa Samoa in the first of the Pool B Oceania Cup Pacific Test at 7.55pm this Saturday (June22, 2019) at Leichhardt oval in Sydney.

PNG Prime Minister Marape appoints 12 new Vice Ministers

The Prime Minister Hon. James Marape has appointed 12 Vice Ministers who will be performing various key tasks in Government.

Mr Marape announced their appointment at the Government House soon after they were sworn in by Governor General, Sir Bob Dadae today.


The Vice Ministers whose full responsibilities and ministries will be announced next week are;

Prime Minister Marape said that they will be given full responsibilities and has the confidence in them to deliver to key government expectations.

“We have a fine group of leaders who are all qualified to be Ministers. At any time, they can be lifted to Ministers of State as they are all qualified.




“But because of a combination of a formula that was used to appoint the Ministers, most of them were displaced
and they can’t all be Ministers as we filled in the 32 Ministries in the earlier appointments.


“But now I am humbled to witness a group of leaders who are kind enough to accept the call to be Vice Ministers,’’
said Prime Minister Marape.

He said that they will be allocated Ministries and agencies to look after.


“And I did mention earlier in the swearing in of Ministers, the Vice Ministers here will be functional Vice Ministers
and not just getting title as Vice Ministers and running around doing nothing as was in the past.


“We will assign respective functions and agencies of State to the Vice Ministers and they will take carriage of those responsibilities by assisting Ministers concerned in delivering key expectations of our Government and services to our people,’’ Prime Minister Marape said.

Prime Minister Marape said that he will be announcing the full responsibilities of each of the 12 Vice ministers on what they will do and be responsible for next week Monday.

He said that the announcement will also include the appointment of three Vice Ministers of Agriculture. Prime Minister Marape earlier when he announced his Cabinet said three Vice ministers will be appointed and be responsible for coffee, oil palm, copra, cocoa, and another one for livestock.

PNG PM Marape Welcomes Australian Forieng Affairs Minister Payne

PNG  Prime Minister,  James Marape, MP, has welcomed the Australian Minister for Foreign Affairs and also Minister for Women, Senator the Hon. Marise Payne to Papua New Guinea during a courtesy call paid on him this morning.

The meeting was an opportunity for PM Marape to reaffirm PNG’s commitment to strengthening and enhancing the bilateral relations with Australia.


PM said there would not be many changes in terms of PNG’s Foreign Policy and the bilateral relations with Australia but he would be looking at areas to consolidate and strengthening the existing relations the two countries continue to have over the years.

Mr. Marape also acknowledged Australia’s continuous contribution towards the nations development such as the Pacific Institute of Leadership and Governance (PILAG) and the importance of the Australia-Pacific Technical College (APTC) in up- skilling Papua New Guineans for the Australian job market.

He added in their discussion of the Government’s priorities and stressed the need of reforming and strengthening the Public Sector by conducting regular training programs in PNG for Public Servants.

The PM whilst thanking the Minister for her Government’s support in conducting Police Programs in the country also encourages continuation of these program.

In response, Minister Payne reassures PM Marape of her support to further broadening the PNG- Australia bilateral relations through Comprehensive and Economic Partnership (CSEP) that would be built on key issues, priorities and values shared as well as encouraging more business engagements with PNG.

Minister Payne said that Australia will focus on Economic Infrastructure which has a financing facility worth AUD$ 2 Billion and will consider viable and transformative projects.

She further informed PM of the Office of the Pacific which, is an important whole of Government approach for Australia in implementing one of their aspect of Foreign Policy which is the Pacific Step-Up.

PNG Planning Minister Maru clarifies European Union Grant Financing Project

PORT MORESBY, FRIDAY 21st JUNE 2019 --- Minister for National Planning and National Authorising Officer, Richard Maru, says he will sign the European Union Grant for small holder farmers next week, well before the June 30 deadline.


The PNG Government had delayed the signing of the 11TH EDF GRANT of €85.0 Million (or PGK 340.0 Million) agreement targeting value chain activities and small holder cocoa and vanilla farmers because it sought to ensure relevant changes in the scoping of the project which we are now happy to advise that the EU Headquarters in Brussels has agreed to.

“I am happy that the European Commissioner for International Cooperation and Development, Neven Mimica, has concurred with our request for the changes,” Minister Maru said.

These two key changes are the inclusion of the four Momase Provinces, where we are addressing equitable distribution of resources to a region of strength, reaching out to more provinces and communities and also to give more focus and resources to commodity access roads.

Minister Maru explained that the Government’s policy is clear; that in any donor grants, it would like to see 50 per cent of the funds go towards infrastructure. Under this project, additional support under infrastructure will go towards replacement of wood fermantaries and clean driers using renewable energy and the establishment of seed nurseries.

“I have reiterated to the EU the need to strengthen the institutional capacity of Government’s established entities like Cocoa Board, the Spice Board and Department of Agriculture and Livestock as critical implementing agencies to lead, implement and sustain the efforts of our development partners,” Maru said.

However, the EU has recommended the Food and Agriculture Organization, which we now accept as the preferred implementing partner by EU Financial Regulation as a pillar assessed entity. We have concerns through experiences with the EU in carrying through implementation through these arrangements will, to some degree, undermine the important roles these agencies play and it is our urge to the EU to ensure that sustainability is sought and maximum value is gained through this project.

“It is really sad that the Governor of East Sepik has been misleading the people of East Sepik and the country saying we are going to lose that money. We are very mindful of the deadline but we have a duty to ensure firstly that the agreement is aligned to our policies and our national sovereignty is not undermined by all these negotiations that we do. We must have a scope that will deliver the best value for our country because you don’t get an intervention like that every day from donors, it’s a significant contribution,” Minister Maru said.

He added that the Government was also pushing for this project to be spread across four provinces rather than one so it reaches more than 1 million cocoa and vanilla farmers instead of the initial plan of 200,000. It is also more equitable.

“Experience in the past when donors have concentrated in only one province, has not materialized in significant volumes.”

We’ve had clarifications from Brussels, and now that we have it, we are able to sign.
The Financing Agreement between the EU and the Independent State of Papua New Guinea for the program “Support to Rural Entrepreneurship, Investment and Trade in Papua New Guinea (STREIT PNG)” will be signed on Thursday June 27, 2019.

Immediately after the Financing Agreement signing as directed by Mimica, the DNPM together with the EU and FAO will lead the detailed scooping and design to determine the individual actions and activities.

“Again, as the NAO, I wish to thank Mr Mimica for his high level support,” Minister Maru said.

Air Niugini downgrades all services to Mt Hagen city

Air Niugini services to Kagamuga airport, Mt Hagen Western Highlands Province will be operated by Link PNG Dash-8 aircraft from Sunday 23rd June until further notice. This is due to maintenance works on the runway by the National Airports Corporation (NAC).


NAC has scheduled the next stage (Stage 4) of runway maintenance works to commence on 23rd June 2019, which means the runway will be temporarily shortened and therefore restricted to Dash-8 operations.

Prior to Air Niugini operating Dash-8s from the shortened runway, NAC was required to cut down a number of trees which are obstructing the take-off path. This was expected to be completed Friday 21st June.

Air Niugini operates up to four flights every day between Port Moresby and Mt Hagen, and during the runway maintenance works additional Dash-8 services will be provided. The airline has also temporarily upgraded all Goroka services from Dash-8 to larger Fokker 70 jet aircraft, as well as scheduled additional flights on this route.

PNG LNG Kumuls coach Michael Marum has finalised his line up for tomorrow’s Oceania Cup Pacific Test opener against the Toa Samoa following the Captain’s Run this afternoon.

Marum made only one change which is moving Brendon Nima to be the 18th man.

Broncos Team Mates  James Segeyaro Kumul Captain (L) Samoa Captain Anthony Milford (R) 

Bernard Lewis gets into the starting lineup in the Centres making his debut as Kumul No.288 to partner another debutant in the Centres Xavier Coates who becomes Kumul No.289.

Seven players will make their debut in tomorrow's match.

Enoch Maki: A tribute to one of the greatest and longest serving PNG based Athlete

Throughout our short history, starting from when we banded together as a nation heroes rose from the sporting arena, reach their pinnacle, and then immediately fade from national prominence into complete oblivion. Countless athletics have gone up and down this path that it has become an accepted norm as the sun setting in the west. Rugby league the most followed sport in this young nation has its fair share of such champions, their promising careers cut short by varying reasons but few lingered, have persevered and even flourished in this challenging environment to carve their name deep into our record books and hearts; one such athlete is Enoch ‘The Hammer’ Maki.

A Keltiga man of the Moge Tribe in Mount Hagen, Enoch hails from a hotbed breeding ground of the big and the mighty men for the Kumuls. Western Highlands has been producing giants for as long as Rugby League existed in Papua New Guinea, you would be forgiven for thinking that if Goliath was from here the Kanges are most likely to be his direct descendants. This is a lineage that promises to produce more potent big men going into the future but for now Enoch is without peers, rubbing shoulders with the best the World can offer, coming out of each contest with his head held high.

Growing up Enoch was a keen golfer, a talented one too, he picked up the National amateur junior’s championship early in his teens in 2004. He only plays golf for leisure now, when the Rugby League season ends. Enoch made his debut for Mount Hagen Eagles in 2008 as a budding 18 year-old, in the formerly SP inter-city cup. It would have been a perfect debut season for this Kange Monster if it wasn’t for a storming Mendi Muruks who beat them in the 2008 grand finale.

Having legendary tough blokes like Thomas Daki, Ignatius Duma and Rodney Pora as his role model, Enoch’s sheer size and dominant performances on the football field was making so much noise that it was a matter of when and not if for this young prop forward to break into Papua New Guinea National sides. One of the most humbled rugby league players in PNG, Enoch’s attitude and discipline transformed him into fine forward that in 2012, at the tender age of 22 he was called up into the Prime Ministers XIII side to face the visiting Australians. Taking this opportunity with both hands Enoch has cemented his place in the national setup ever since.

"It was indeed a special feeling for me when I made it to the Prime Ministers XIII side, the best feeling ever," says Enoch, describing the emotions that drove through him when he made his debut in the national colours. Modern Papua New Guinea is society in which one of the highest form of honour you would bring to your family and your country is to play for the Kumuls and Enoch is one the very few to reach the pinnacle of greatness early in his career. He has remained at the top of the pile since.

2013 proved to be fruitful as his Vipers team won the Digicel Cup, ending a long draught for the once mighty Port Moresby side. His form secured Enoch a place in the 2013 Kumuls World Cup in the United Kingdom, a year he remembers as one of his best ever.

Enoch is one of the very few men who have played for the Kumuls with a Bachelor Degree next to their name. "Yes I went to University of Papua New Guinea, and I graduated with a Bachelor in Science majoring in environmental sciences and geography. I started in 2009 and finished in 2014. Due to rugby I messed up some courses and it took a bit longer than normal four years" says Enoch

His list of achievements are many but the top three highlights of his glittering career are,
Winning the Digicel Cup with the Vipers and being selected for the 2013 World Cup in UK, premiership with the hunters in 2017, playing the World Cup in PNG and winning the games especially in Port Moresby are the best moments of his career.

From his large arsenal tried and tested over the course of his lengthy career, Maki perfected a hit-up technique in which he relies heavily on his enormous mass, meeting the defence at an angle with his side to apply maximum pressure on opponents as Kangaroos squad members Matt Prior and Regan Campbell Gillard found out recently, it is devastatingly effective. Whist protecting his body with his forearm, hip, elbow and knees, the chances of opponents getting knocked out cold is high. Close to the try line he is lethal as he uses this formidable system to twist and bust out of tackles, dropping to the try
line like he did against the Broncos during the Hunters trial match earlier this year or offloads to resurrect a dangerous second phase play.

Like a beacon when all other lights go out he shines, Maki is a true master of consistency. One of his most memorable performances came against a NRL talent laden Penrith Panthers NYC side in September of 2017, he formed a one man wrecking crew against a ruthlessly dominant Panthers outfit when the sexier names in the Hunters line-up failed to deliver on the biggest stage of them all, the NRL Grand final day. And on October the 6th 2018, he lived up to his reputation and delivered in spades against an all Kangaroos Australian Prime Ministers XIII forward pack, a remainder to all of what he can do leaving no blemish to his credibility. Enoch’s feats largely unnoticed has resulted in him becoming a highly underrated talent who consistently gets the job done for our representative teams for the better part a decade.

Going into his 11th seasons in top rugby league Maki has had countless specials moments in the game but he ones he holds only a few close the heart. Winning the Digicel Cup with the Vipers in 2013, being selected for the 2013 World Cup in UK, winning a Premiership with the hunters in 2017 and playing the World Cup in PNG, winning the games especially in Port Moresby was the best part of my rugby career.

Maki played top flight Rugby League for more than ten years, a rare feat for a Papua New Guinean based Rugby league player, let alone a rampaging prop forward. He is still as destructive as ever, dishing out carnage in the recent historical home world cup and he continues to thrive in the Hunters colours. Enoch has this uncanny ability to force his way back into representative teams after getting dropped when lesser men find themselves forever out of selection calculations. Big, mobile and powerful one
wonders if he will ever slow down.

Playing in two World Cups, 2013 and 2017, Enoch says, “age is just a number and if his form is up to the standards, we will see him in the next World Cup”. When Queried by Rugby League Romantics about his rare durability at the highest levels, this is what the man said, "To be honest I don’t have a secret for playing that long. I personally feel that I having the right attitude that keeps me going. I don’t want to feel like someone important in any team, and I always push myself to the limit"

Maki’s journey with the hunters hasn’t been a smooth ride. The first two seasons Hunters were hard because of recurring injuries. He rectified the problem by having a knee operation in Brisbane in 2015. Coach Marum kept faith in him and in 2017 and 2018 he re-established himself as the premier prop for Papua New Guinea. His last wish is to win a premiership with PNG Hunters again before the curtains come down on his glittering career.

“My goals or aim is to at least have a helping hand in the development of the game especially in rural areas when I retire”, says The Hammer

He has this one advice for the next generation of sports persons, "Work hard and let your footy do the talking. Be humble and always have a good attitude and stop the ME BIKPLA MANGI attitude", added Maki.

Perhaps we will continue to see him in the next ten years or we won’t but what is certain is that he is one man that will not be taking any backward steps against the power of the Samoans this weekend.

Papua New Guinea Public Enterprises and State Investments Minister, Sasindran Muthuvel has refuted allegations that he had used public monies to pay LLG presidents to influence the vote for a new governor for West New Britain Province.

While Mr Muthuvel will remain as the regional MP, he will have to resign from the office of the governor, after his predecessor is elected.


Last week, the Post Courier had run a statement by the Kandrian-Gloucester MP, Joseph Lelang, alleging Mr Muthuvel of releasing 'hundreds of thousands of Kina', to sway results of the vote.

The one-sided article which did not seek any comment from Mr Muthuvel over the accusations, also stated that Mr Muthuvel is no longer the governor, and he should not be interfering with the running of the West New Britain Provincial Government, currently under the care of deputy governor, Lawrence Mango.

Mr Muthuvel countered the allegations in the media in Port Moresby, labelling them as both misleading and highly defamatory.

He said the only money his office released lately was a cheque of K100,000 for a library for the remote Aragilpu Primary School, that was budgeted for and approved by the Provincial Assembly.

Minister Muthuvel further says according to the Organic Law on Provincial and Local Level Governments, he remains the governor until his successor is elected.

A sour Mr Muthuvel says he has sought advise from both the Departments of Inter-Government Relations and the Attorney General and reserves his rights to take legal action and lodge and formal complaint against Mr Lelang with the appropriate authorities.

“Conservation is in our blood. By protecting our ecosystems we conserve our cultural heritage and ensure that we can pass that heritage to future generations”

Those were the words of Cook Islands Prime Minister Henry Puna while opening the 11th  Pacific Community (SPC)  Conference of Ministers in Noumea today.

Prime Minister Puna said the  people of the Cook Islands, like Pacific people throughout the region, are born conservationists. 


“As you all know, the Cook Islands have declared our entire EEZ - close to 2 million square kilometres - as the Marae Moana or ‘Sacred Ocean’. This marine protected area is just one example of how we in the Cook Islands are putting the Blue Pacific narrative into action.

“Sustainable Development Goal 14.5 is to conserve at least 10 per cent of coastal and marine areas by 2020. And so with Marae Moana, we have exceeded the expectations of the SDGs.

Cook Islanders, like Pacific people everywhere, take our ocean stewardship role seriously by balancing commercial interests against our conservation ambitions,” Puna told fellow Ministers and delegates.

He explained the the pearl farms of the Cook Islands are a great example of this dedication to balance.

“An enormous effort is made to conserving the natural environment, not only because it is part of our Blue Pacific identity, but because the farmers know that a healthy lagoon leads to a healthy harvest.

“We monitor the health of the lagoon, collecting scientific data on the physical, chemical and microbiological properties of the water, as detailed in the The Manihiki Pearl Farming Management Plan, which the Manihiki community and Cook Islands Government developed with the assistance of SPC,” he said.

He said the Marae Moana takes this concept to the national scale. 

“Marae Moana legislation provides the framework to make resourcing decisions on integrated management through adopting a precautionary approach to the marine environment in sustaining fishery stocks, and environmental impact assessments for seabed mining.

“Forty years of ocean survey work suggests as much as 10 billion tonnes of mineral rich manganese nodules are spread over the Cook Islands Continental Shelf. This seabed mineral resource offers a significant opportunity for the long term sustainable economic and social development of the Cook Islands.

“But any decisions on whether the recovery of seabed minerals will take place must start by gathering technical data, and using scientific analysis. This includes detailed mapping of the bathymetry of the seabed, mapping and evaluating the distribution of the nodules and their elements, a complete understanding of the ecology where the recovery of the nodules will take place, economic analyses and mining feasibility plans and the development of suitable recovery technology.

At the local scale, as a veteran pearl farmer, and at the national scale, as the Prime Minister, I rely on scientific and technical data to make evidence based decisions for the good of my community and our people today and long into the future. And this is where SPC has proven invaluable in availing, over many years, scientific and technical data to all our members to ensure evidence-based decisions,” he explained.

He emphasised the changes in global climate now occurring have dramatically increased the risk.

“Just four days after I completed my very first pearl seeding, Cyclone Martin struck. Virtually the entire island population of Manihiki had to be evacuated and many people lost their lives.

Manihiki today, as with all our atoll communities across the Pacific, remains highly vulnerable to the increased frequency and intensity of cyclones, sea surges, and coral degradation as a result of climate change. Many communities in the Cook Islands and across the region, remain one cyclone away from utter devastation. 

The failure of the developed world to adapt and adopt stronger mitigation measures, including reducing global carbon emissions, threatens the Blue Pacific’s very existence,” PM Puna emphasised.

Puna stressed the Pacific are not standing by idly waiting on others to offer solutions.

“Our Blue Pacific future requires moving beyond an understanding of climate change as an existential threat, to understanding the extent, nature and severity of that threat through scientific and technical studies, data and interpretation. Empowering our people to formulate strategies, policies and actions to adapt and protect our way of life.

“In the Pacific we have the tools we need to become leaders in developing cutting edge resilience and adaption measures, thanks to SPC and its sister CROP agencies. But just having the tools is not enough.

Just as the pearl farmers of Manihiki share knowledge on improved farming methods and help each other out whenever possible so we as Pacific Islanders need to harness our common history and connection to the region to champion collaboration,” said the Cook Islands PM.

SP Brewery withdraws Sponsorship for PNG Artist Kania Country Tour over Social Media Post

PNG liquor producer ,South Pacific Brewery has  withdrawn sponsorship for  PNG music artist Sailas Kania's Country Tour  following a Social Media rant by the artist.

The company says it does not tolerate company or individuals who bring the company into disrepute. Mr. Kania was supposed to promote one of the company's brands during the country tour.

In a statement the company said it had “parted amicably with well renowned PNG music artist Sailas Kania” whose stage name is Saii Kay.

The decision was a result of the artist’s “negative social media post.” He posted the following message on Social Media .

The company said it: “does not condone any behavior that is offensive towards women and girls.”

“We advocate inclusion and diversity for all individuals in our communities.”

“Our reputation as a good corporate citizen has been the reason why we have been successfully doing business in Papua New Guinea since 1952 and we strive to maintain it at all cost.”

The artist is reported to have gone on social media and generally swore against people who commented about music compositions by PNG artists.

His post went viral on social media which attracted a barrage of condemnation with women taken more offence with the obscenity being used.

There were calls for boycott on Kania’s Buka tour slated for this weekend.

South Pacific Brewery said they trust Kania would learn from his experience and turn this into a positive as he has a growing fan base made up especially of young generation who look up to him to do the right thing.

The company would however continue to promote PNG Music and musicians through the Niugini Ice brand.

“The “Niugini Ice Party Started Tour will continue as planned, we thank Mr Kania for the tour thus far as the show has been hugely successful for all those involved,” the company said.

“We will be looking for a local talent to help fulfill and entertain at the remaining ICE Party Started tour events around the country.”

Spirited PNG Kumuls fall short

Papua New Guinea Kumuls went down to NRL dominated Samoan Team 24 - 6 in Sydney this evening.

The Samoans were first to score through  Jarome Luai who took advantage of spacing in the Kumuls’ ruck, sliding over for his team’s first try of the match.

Broncos Jamayne Isaako added the extras to take  a 6-point lead four minutes into the match.

On the  20 minutes mark into the match   Josh Aloiai crossed again for  Samoans’ second try.

Isaako converted the try to stay ahead by 12 points.

The Kumuls hit back  with a try from debutant Terry Wapi who cracked the Samoan defense for PNG’s first try.

Rhyse Martin converted to close the gap by 6 points through to half-time.

In the second half, the Kumuls nearly scored  through  Wapi crossing over but  was held up by desperate defence from Samoa defenders.

On the 64 minute Samoas  Junior Paulo crashed  through three Kumuls defenders to take the lead to 18-6 .

Another conversion saw the Samoans widen the margin by 12 points.

With four minutes left on the timer, five-eighth Chanel Harris-Tavita scored off his own field goal attempt when the ball bounced off the uprights and landed the in-goal.

Isaako sealed the Samoan’s win with his conversion, leaving the scores at 24-6 on full time.

Port Moresby (ESCAP News)– Businesses are well-positioned to offer innovative solutions to key sustainable development challenges, particularly in meeting the infrastructure and connectivity needs of rural and urban communities, concluded the annual Asia-Pacific Business Forum (APBF) in Port Moresby, Papua New Guinea today.

Organized by the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), the Government of Papua New Guinea and the Papua New Guinea Investment and Promotion Authority, with the support of the Business Council of Papua New Guinea, the Forum showcased bold, innovative and truly sustainable business solutions in sectors such as infrastructure, green financing, financial inclusion, climate and disaster resilience, as well as trade and investment.

 The two-day APBF focused on the theme of “Global Goals, Local Opportunities”. Senior policymakers, business leaders and emerging entrepreneurs discussed the roles and responsibilities of businesses to work with the public sector to mitigate the impacts of climate change and support the development of non-urban Pacific communities.

 “Connectivity is especially relevant in the Pacific context, where the challenges associated with geographic isolation and remoteness have hindered trade and investment among Pacific island countries and with major international markets. Enhancing connectivity in this subregion demands increased investments in transport networks and ICT infrastructure,” said UN Under-Secretary-General and Executive Secretary of ESCAP, Ms. Armida Salsiah Alisjahbana in her opening remarks.

 Ms. Alisjahbana called upon public-private sector partnerships to support SME growth and women’s entrepreneurship in the region. “Unlocking the potential of women-owned business represents a powerful opportunity for greater economic growth and leadership in our economies. A stronger Asia and the Pacific demands novel strategies to overcome entrenched barriers to women owned and led businesses and entrepreneurships.”

 Prime Minister of Papua New Guinea Honorable James Marape said “Our priority is to empower our local business women and men. We have set a goal of growing our local SME spaces so that 10-20% our citizens are anchored in the SME sectors. Aligned with the focus of the APBF, our key priority sectors for SME growth are agriculture, tourism and marine resources. We are keen to work with foreign investors to sustainably develop these industries and our SMEs in them.”


“To implement the 17 Sustainable Development Goals by 2030 is not a simple task. One condition for success is to engage the private sector well. For businesses to work towards the SDGs, we need platforms such as the Asia-Pacific Business Forum to bring together world business leaders.” said George Lam, the President of the ESCAP Sustainable Business Network (ESBN).


“Vanuatu is leading the way in promoting business resilience to climate change. Resources exist in the country and we need to start using them more. That’s why Vanuatu set up a business resilience committee to assist businesses get together to find their own solutions without depending on external parties that may not understand the local business environment.” said Shaun Gilchrist, President Vanuatu Chamber of Commerce, CEO Azure Water. He added “innovation, product diversification and daring to dream at the regional level will help us address shared regional challenges”.

 APBF 2019 was the concluding event of the first annual Papua New Guinea Investment Week, which attracted more than 1,000 global and regional participants. It was organised with the support of the ESCAP Sustainable Business Network. Distinguished speakers at the Forum this year included Mr. Yanning Wing, Assistant Corporate Secretary, Asian Infrastructure Investment Bank; Shasha Ridzam, Group Head, International Policies and Institutions, Air Asia; Simon Lacy, Vice-President, Huawei; and Zhonghang Li, Vice Chairman, Silk Road Chamber of International Commerce.

Over 1 Million Papua New Guineans registered through NID

The National Civil Registry announced that it has reached its 1 million registration, in its efforts to register all Papua New Guinean citizens.

Port Moresby resident Lucy Paipmari Felihau was the latest citizen registered to bring the number to 1 million.

The figure is from throughout the country under the National Identity Project.

Deputy Registrar General, Salome Bogosia, says it is a remarkable journey for the project given the challenges it endured since 2015 when the policy intervention was made to start the NID project under the Civil Registry office.

Ms Bogosia says the challenge of her office is to register every Papua New Guinea citizen by 2021.  NBC/PNG Today

PNG, EU sign Agreement on STREIT

PORT MORESBY, MONDAY 24th JUNE 2019 --- Minister for National Planning and National Authorising Officer (NAO), Hon Richard Maru, today counter-signed the Financing Agreement of the EU 11th EDF Support to Rural Entrepreneurship, Investment and Trade Project between the European Union and the Independent State of Papua New Guinea (STREIT PNG).


The signing concludes the higher level technical and financial commitment of the project, using his powers as the National Authorising Officer of PNG under Article 35 of Annex 4 of the Cotonou Partnership Agreement. The NAO is the direct counterpart of the European Commission delegation and responsible within ACP governments for the cooperation with the European Commission.

Minister Maru was happy to inform the country of finally reaching this official concluding stage that has taken about two years since the National Government through the DNPM started its joint process of programming and identification since March 2016.

“It has not been an easy process and I thank all the EU Delegation in PNG, and all Government agencies and stakeholders including Development Partners and the private sector who collaborated in the consultations towards the project formulation process. This conclusive outcome in the countersigning is a product of that thought process and participation. This agreement now authorizes PNG to proceed to startup implementation, thereby allowing for the drawdown of the €85.0 Million (or PGK 340.0 Million) to begin on the STREIT PNG project,” Minister Maru said.

As a country, this authorization now tallies up to a national commitment of €115.3 Million out of €154.0 Million earmarked for PNG under the 11th EDF. This translates to 75% commitment of the 11th EDF National Indicative Programme (NIP) is now secured and under implementation. The rest will be committed before the end of 2020.

The start-up process would require more detailed scoping, design, development of measures and targets etc… which are all necessary for proper project management.

These will form the basis of a Contribution Agreement to be developed and signed between the EU and FAO – a modality of direct management delivery by the EU. The Government has expressed strongly to provide specific support in this through national experts and consultants to support the detailed scoping and design process. ‘This process will take from 6 to 12 months so essentially we are talking about June 2020 when real implementation may begin.’ Minister Maru said.

Programme Director of the NAO Support Unit within the DNPM, Roger Kara, added that after this signing, a Program Steering Committee (PSC) will be set up to oversee and validate the overall direction and policy for the implementation of the STREIT PNG Program.

The NAO and the EU Delegation will jointly co-chair the PSC, which will comprise of the core Committee of the EU Delegation, DNPM, Department of Agriculture and Livestock, PNG Cocoa Board, PNG Spice Board, the Department of Works and Implementation and the provincial Governments. Other agencies of Government will be co-opted to be part of the PSC as necessary.

Minister Maru emphasized the Government’s keen interest to see this project off the ground with an intent of reaching more than 1 million cocoa and vanilla farmers across the four Momase Provinces

In conclusion, Minister Maru thanked all stakeholders again and expressed his gratitude to the EU Commissioner for International Development Cooperation, Hon. Neven Mimica for the two bilateral meetings on this project in Apia (Samoa) and Ndjamena (Chad Republic) who provided clear authorisation and understanding to bring this process to this concluding stage.

PNG Planning Minister Maru sets Priorities for World Bank Funding

Papua New Guinea Minister for National Planning,  Richard Maru, has met with the World Bank and given them clear directions on our priorities for concessional funding in line with our Medium Term Development Plan (MTDP) III priorities last Friday.


This follows a visit to Minister Maru by the World Bank Country Director of the Pacific Islands and PNG, Michel Kerf, where they discussed the Country Partnership Framework.

The Minister gave the World Bank six critical areas for long term focus to concentrate funding support in; Major Road Infrastructure, Youth Employment and Skills Training, Budget Support, Agriculture Development, Health and District Town Water Supply.

1) For the Major Road Infrastructure, the Government of PNG would like the World Bank to:
i. Concentrate on the design and building of Phase 1 of the Momase International Highway between Watarais in Markham to Madang;

ii. Commence the feasibility study and work on funding for the Gulf to Southern Highlands Highway upgrade and sealing program. After our Government completes the unsealed road using funding from the Infrastructure Tax Credit Scheme this year.

2) For Youth Employment and Skills Training, GoPNG wants WB to concentrate on upgrading and expending our current technical colleges and to assist us fund more technical colleges and polytechnic institutions.

3) World Bank to assist our Government with a long term concessional funding for direct Budget Support.

4) On Agriculture Development, concentrate on Phase II of the Productive Partnerships in Agriculture Project (PPAP). Minister Maru said the PNG Government is very happy with the positive impact of Phase I of the last 5 years and wants the Project to continue. In Phase II of the PAPP Projects, the Minister wants the focus to be on building high quality “commodity roads.” The Government wants a program to complete major commodity roads to provide access for coffee, cocoa and vanilla farmers and fresh food farmers to take their produce to market in the highlands and coastal provinces. An example will be the Kainantu to Obura Wanenara road and the Banz to Jimmy road.

5) In Health, concentrate on health infrastructure requirements and ensure that Provincial Health Authorities are well capacitated and can deliver frontline service delivery.

6) To focus on long term concessional funding for District Town Water Supply Projects. We have 89 District Headquarters in the country and want each District Towns to have a safe and functional water and sanitation system under a country-wide program.

The Minister thanked the World Bank for its continued support to Papua New Guinea and how it is working closely with the Government of PNG in ensuring that we deliver a strong portfolio to PNG in the key areas outlined.

PNG APEC 2018 Report will be Tabled

The APEC Papua New Guinea 2018 Co-ordination Authority is responsible for the furnishing of APEC Report, says former APEC Ministers Justin Tkatchenko.

''Completion of the APEC report for the implementation year 2018 is awaiting Department of Prime Minister & NEC, and Department of Finance completing their financial reports respectively.

The furnishment of these Reports have been subject to verification and finalization and settlement of outstanding payments to Suppliers and Service Providers for APEC Goods and Services.
This is because procurement processes of goods and services were facilitated by Prime Ministers Department from 2015 to 2017 and by Finance Department in 2018 for the delivery year respectively.

Irrespective however, the Authority will submit its reports based on the records it has.
The need for closure to APEC 2018 is paramount for the Authority at this stage.

Government processes and procedures as per the Act, have been the main cause for the delay in furnishing the finalized Report.

The Authority operates and is guided by its own Act; the APEC Papua New Guinea 2018 Coordination Authority Act 2014.

There is a process to be followed before the Act is Repealed.
Under the Act, the 'winding up' of the APEC Authority is complete when I have received its Report and deem the final report to be satisfactory.
This Report will then be tabled in Parliament for the Repeal of the Act.

A period of 12 months was allowed with the consent of the State Solicitor for the 'winding up' process, and the furnishing of the Report in accordance with the Act.
Key Authority staff involved in this process were retained for this period.

This period was to begin at the completion of the APEC 2018 Leaders Summit in Port Moresby and end later this year.
Progress by the Authority however has ensured that the full 12 month period will not be required.

Key points to note prior to the tabling of the APEC Report are set out below.
These include the disposal of APEC vehicles and the Tender process for the Maseratis and Bentleys

i) The APEC Authority is in its final stages of furnishing the Report.
This Report will cover all activities and performance of the Authority.
It will also include all Financials.

ii) The final part of the Report is the Audit Report of the Financial Statements prepared by a First Tier Firm of Auditors and Accountants with an office in Port Moresby.
The Auditor General’s Audit Tender Committee is in the process of appointing an independent auditor.
This is in accordance with Section 24, and Section 29 Subsection (2)(a)of the Act.

iii) The disposal of APEC vehicles now lies with the Finance Department in accordance with the Act.
A public tender was also issued for the Maseratis and Bentleys under the Act.
The delay in the process of disposal under the tender is because no reserve price was set, and therefore initial repose was limited.

From Finance Department reports, One Bentley and one Maserati were sold.
The remainder are being prepared for sale.

A submission to the National Executive Council has been prepared for the final disposal of remaining vehicles. NEC will deliberate on this submission.

For further clarity, Section 6 of the Act defines the functions of the Minister Responsible for APEC and demarcates this functions from the Independence of the Authority.

6. INDEPENDENCE OF THE AUTHORITY IN OPERATIONAL MATTERS.
(1) The functions of the Minister are to -
(a) receive and consider reports from the Authority to ensure that it complies with this
Act; and
(b) ensure that the objectives of the Authority are being achieved in accordance with this Act.
(2) The Minister shall not give directions to the Authority, APEC Papua New Guinea Supply and Tenders Board, the Operations Taskforce or any committee established under this Act or third party engaged by the Authority, in relation to the discharge of powers and functions under this Act.

The Act is very clear on my functions as the Minister from ensuring that Authority Objectives are achieved in accordance with it, right up to the receipt and presentation of the Report to be tabled in Parliament.

The Act is also very clear in Subsection (2) on my role in relation to the discharge of powers and functions of the Authority.

Taylor in PNG to Discuss Regional Issues

The Secretary General of the Pacific Islands Forum, Dame Meg Taylor, is in Port Moresby today to discussion key regional priorities which include security, climate change and regional trade among others.

Dame Meg will visit Prime Minister James Marape and the Minister for Foreign Affairs Soroi Eoe.

She will also undertake Pacific Islands Forum Regional Policy Consultations with senior officials, civil society and the private sector

Dame Meg is also expected to brief the PNG Government and officials on arrangements for the Pacific Islands Forum Foreign Ministers, Economic Ministers and Leaders meetings which takes place over July - August.

She will depart Port Moresby on Wednesday.
