AFP police presence at Bougainville mine raises suspicions

The chairman of Bougainville Hardliners Group and former combatant-turned-businessman, James Onartoo, has called on the Autonomous Bougainville Government (ABG) Police Minister to explain what the Australian Federal Police (AFP) were doing at the site of the controversial Panguna mine last Wednesday.

According to Onartoo, members of the communities around the mine site became suspicious when they saw the Australian police taking GPS readings at various points around the mine.

These points included the one where the mining company BCL had considered building an airstrip in the early part of the Bougainville crisis to fly in aircraft supposedly to evacuate expatriate mine workers and their families out of Panguna.

“I think the public is owed an explanation as to what is happening. To the best of my knowledge the AFP were ousted in 2007 on suspicions of spying on the ABG and the people of Bougainville by the former President, late Joseph Kabui,” Onartoo said.

“Their presence at Panguna, which is the site of so much controversy and disagreements plus issues of sensitive nature stemming from proposed reopening by ABG, raises serious questions considering the fact that in the past Australia always supported military intervention by the PNG Defence Force to regain control of the mine.

“If AFP can raid the ABC office in Australia itself, then they are capable of anything, including maybe gathering intelligence on ground for the purpose of regaining control of Panguna and restarting the mine with use of force,” Onartoo said.

Onartoo said that it is a well known fact that Australia’s interest in the mineral deposits at Panguna never declined and Australian advisers to ABG have denounced agriculture, tourism, fisheries and other sustainable industries, claiming that only mining is able to finance Bougainville’s independence.

Several companies which are vying to reopen the Panguna mine, which was shutdown by landowners in 1990, are also of Australian origin.

The AFP party, which comprised three policemen and two civilians – including a doctor – were escorted on their visit to the autonomous region by the Bougainville Service Commander, Francis Tokura and police personnel.

They are also said to have visited the proposed border post sites at Koromira and Kangu Beach.

Onartoo said he had nothing to say about AFP visiting other parts of the Autonomous Region.

Meanwhile, Bougainville deputy police commissioner, Chief Inspector Francis Tokura, says there is nothing suspicious about the presence there of Australia Federal Police last week.

But Tokura says they were there as part of preparations for the international police support team that will be in Bougainville at the time of its referendum on independence in October.

That mission, to be led by New Zealand, will also include police from Fiji, Solomon Islands and Australia.

Samoa releases design of $10 Pacific Games commemorative banknote

The Pacific Games Office is excited to announce the release of the limited edition 10 tala banknote by the Central Bank of Samoa, commemorating the Samoa 2019 XVI Pacific Games.

The new note design celebrates Samoa’s youth and sporting legacy.  The images on the note depict their daily lives and the realisation of their sporting dreams.       


The 10 tala is the second polymer banknote to be issued in Samoa, with the now-withdrawn 2 tala note being the first.

The Samoa 2019 Pacific Games slogan “One in Spirit/Tasi i le Agaga” is illustrated on both sides of the note.

The logo is uniquely depicted in a see-through window together with a tactile embossed feature to assist the visually impaired.

Innovative security features have also been incorporated into the design to deter counterfeiting while making it easy to identify a genuine note.

The new note will enter circulation at the end of June 2019, and will circulate with the existing $10 tala which will remain legal tender.

PNG Cricket disqualified for U-19 ICC World Cup as Players go Shoplifting Spree in Japan

Papua New Guinea  U-19 Cricket players have gone Shoplifting spree in Japan while playing for U-19 ICC qualifier in Japan. Cricket PNG has reportedly suspended 11 players which put Japan qualify  for the U-19 ICC World Cup as PNG withdrew from the qualifier. It is understood that the shoplifting incident occurred involving 11 PNG Cricket players in the host Japanese city of Sona.

Cricket PNG cited “internal disciplinary reasons and failing to adhere to our strict codes of conduct” as the cause of the suspensions but the reason for such strict action was later revealed to be that those players had been caught shoplifting.

A report in the ABC Pacific Beat described the incidents as a “crime spree”, adding that the players were released only after intensive diplomatic negotiations between Japan and PNG.

“Parents will be briefed first and foremost and brought up to speed with what’s gone on. From there they’ll be an internal investigation then they’ll obviously be sanctions and bans and what not that flows on from there once we’ve got right to the bottom of who’s involved, (and) who…the ring leaders (are),” CPNG Head Coach Joe Dawes – who was not in Japan – told ABC.

“The local police, the ICC, the EAP regional staff, everyone’s been brilliant with this. Young men have made some mistakes, but they (the police/ICC etc) have been really good with them, we’ve been able to get an outcome where the boys are on their way home.

“Not only does this rob the four guys who didn’t do the wrong thing, but there’s (lost World Cup qualification) funding attached with that, there will be fines from the ICC, there’s a lot of consequences that will come out of this yet, and hopefully all our sponsors will stick by us as well.

“99% of the people are all for strict punishments and discipline which we will be doing, but we will also be doing our best to see if we can educate the kids and bring them back into the fold at some stage,” Dawes summed up.

PNG had entered the final as favourites but the forfeit was a historic occasion for Japan as they will now play in their first ever ICC tournament – in any age group or format.

Air Niugini resumes Jet Services to Tokua Airport , Rabaul

Air Niugini has resumed its jet operations to Tokua airport, Rabaul since Saturday, 08th June 2019 following the completion of urgent maintenance works on the airport runway by the National Airports Corporation.(NAC)

Since 21st February this year, Air Niugini services to Rabaul were downgraded from Fokker 70/100 aircraft to Dash 8 with some schedule changes to Hoskins, Kavieng, Buka and Rabaul to cater for the unplanned maintenance works.

The maintenance works by NAC was expected to be completed in April, however due to continuous rains in the area and other issues, it took an additional two months for the project to be completed.

Air Niugini operates at least twice daily services to Rabaul, operating direct from Port Moresby to Rabaul as well as via Lae, Hoskins, Buka, Kieta and Kavieng. In addition Link PNG, a subsidiary of Air Niugini operates 3 weekly flights to Rabaul via Lihir Island.

URP, NA not part of PNG Government Cabinet

The political parties of United Resource Party and National Alliance were notable absentees from the 32-man Cabinet announced by Prime Minister James Marape last Friday.
When queried about it, Mr Marape told reporters that the struggle to put MPs into ministerial portfolios disallowed several parties while others had one or two members joining the new Cabinet.
The Prime Minister was noticeably flustered when queried on why two parties that had voted for him during his election on May 30 had not been made part of the Cabinet.
“Look, you know the Cabinet as you see today. I have struggled to put some ministers who were supposed to be inside, some we have set them up with one or two spots available. They have felt they needed four or five spots unfortunately, I cannot give them that,” he said.
“But look we will respect them wherever they are.
“We have passed word to Patrick Pruaitch that we as Government want a functional Opposition, we are not only on depleting members from the other side, a functional opposition is good for a robust democracy.”
The URP is led by former Minister for State Enterprise and member for Hagen Open William Duma while the National Alliance is led by Patrick Pruaitch (Aitape-Lumi) who remains as Opposition Leader.

Lands and Physical Minister Rosso to reclaim lands in PNG

PNG Member for Lae John Rosso said his first task as Lands and Physical Planning minister is to reclaim parks and recreational land areas that were illegally taken, especially in major towns and cities.


Minister Rosso also highlighted that under his leadership he will make it accessible for ordinary citizens to get their land titles sorted out.

John Rosso was given a brief by the former Lands minister Justin Tkatchenko during the Hand-over Take- over ceremony today, (Tuesday 11th June).

Mr Rosso was also briefed on the department's vision and on some of the work that are in progress.

Prime Minister James Marape during the swearing -in ceremony last Friday said John Rosso comes from a city electorate and he understood better the land issues, and he believes Mr Rosso will do a better job in that area.

PNG''s relationship with Philippines Growing Stronger, says PM Marape

Prime Minister  James Marape says Papua New Guinea’s relations with the Philippines is friendly and strong.

He was speaking at an occasion to mark the Philippines 121st independence anniversary on Sunday night in Port Moresby.

Prime Minister Marape said Philippines was one of the first countries to formalize diplomatic relations with PNG before it gained independence in 1975.

“We value our diplomatic and bilateral relationship with the government and people of the Philippines.

“I am happy to be here to grace you on your occasion to mark the 121st anniversary of independence.

“We value every foreign relationships we have and especially those who are closer to home.
“We have very good relationship with Australia, New Zealand, Fiji,Solomon Islands Vanuatu, other the other Pacific Island nations, Indonesia,Malaysia, Singapore, Korea, China, Japan and of course Philippines,’’ said Prime Minister Marape.
He said PNG is in a region that is rich in cultural and ethnic biodiversity, marine and natural resource which promote and harness trade and commerce.

“So Papua New Guinea is so privileged for its divine placing. We are placed in the midst of all these important nations around us.

“And we appreciate our strategic placing and we intend to as we go into the future we want to make our country and relationship with all other countries a safe and secure hub for business and socialization’’.



“That is something that we intend to harness. As a government that has assumed office not so long ago we don’t intend to chase out every guest in our country.

“We intend to make all our friends visit and stay very hospitable and enjoyable in our country,’’ he said.

Prime Minister Marape also told the diplomatic community who were present on the occasion, that the change of government was by like-minded leaders with a vision to change and strengthen PNG’s relations with its business and development partners.

“What you saw last week was a very polite revelation of a mindset change’’. “That is a new evolution and breed of young leaders coming into play.

“Our intention is very clear. If PNG is rich, healthy and happy than all its citizens and friends of PNG residing in our country will be happy,wealthy and safe.



“It is and will be a win-win situation for everyone. We need to make our country grow strong and when it is economically strengthened every partner in our country will feel the impact of a stronger and prosperous PNG”.

“So we are here to give you the assurance that  buy your safety is our utmost priority and is given the attention it deserves.

“If in 10 to 15 years’ time you do not feel safe in Port Moresby,I would assess myself as having failed my country big time.

“So we are walking towards that path and we encourage every one of you to offer a hand.

“For those of you who are doing business we encourage you to continue doing business, and we will be investor friendly.

“But we also expect you to be friendly to the demands of our society and making sure you are compliant to all laws in the country,’’ said Prime Minister Marape.

He also urged the investors not to pay special incentives to public servants, ministers or any one working in the government system.

“We want to get rid of bribery and every other system that is an impediment to the development and service delivery in our country.

“You follow the laws, do your business and pay your fair share of tax to the country and we all are happy with it.

“We don’t expect any special favor from any one.

“I am happy that the government of Philippines is talking about helping PNG to grow rice.

“We welcome that and are looking forward to the rice planting trials being conducted with our government,’’ he said.

Prime Minister Marape said he was happy to see the progress of a trial rice production in partnership with the governments of PNG and the Philippines and the Pacific Adventist University at 14 mile outside Port Moresby.

PNG PM Marape urges investors in Mining and Petroleum to consider Resource owners Interests

Papua New Guinea Prime Minister  James Marape  has urged investors in the mining and petroleum sectors to consider the interest and benefit of the resource owners and the
country.‍

Prime Minister Marape said this when responding to the Managing Director of Oil Search Peter Botten, who said the new Government led by Prime Minister Marape should be investor friendly.

“I know Oil Search Managing Director, Peter Botten came out a while ago in the media asking me to be investor friendly.‍

“Peter Botten knows that I am investor friendly. But I am more concerned for the interests and benefits and speaking for the 8 million shareholders of this country.
“That is what this generation of leaders wants in our country. That is the catch cry of these leaders and our country and what our people want,” said Prime Minister Marape.‍

He said that his Government welcomes new investors and encourages those already in the country to continue investing in the economy.‍

“I am not in the business of harming our investors in the country. Other investors in the country and our partner investors, ExxonMobil, Oil Search, Total, Santos, Nippon Oil, they have been with us for a long time.‍

“We are in the business of now consolidating on these investments here, as well as attracting new investors into the country.‍

“But, as I speak I want to first pick the lowest hanging fruits to improve our economy, improve on areas of domestic market obligations, areas of local content, and in improvements in greater equity participation in the resource sector by our landowners.‍

“We are tired of being rent collectors. Sometimes down the line, whether that is in 2022 or 2025 with the best advice from the Petroleum Department and with the new Ministers we will be making regime shift and change in the resource laws and most importantly it will be friendly to the investors.


“But more so importantly friendlier to the interests of the 8 million people of our country and the benefits they truly deserve.‍


“And that is by making sure that our economy gets the residual benefit from those resources.
“And I make no apologies to anyone. I make no apologies. If you don’t like the way I am speaking, pack up and leave.
“I am more about adding value to the economy and for my people to benefit,” said Prime Minister Marape.


Prime Minister Marape on May 30th during his maiden speech after his election as the 8th Prime Minister of PNG told Parliament he does not want any international conglomerates in the resource sector to dictate to his Government what to do and or change the laws to suit
their interests.‍

He said he would tweak and turn the resource laws for the benefit of the resource owners and the country. Prime Minister Marape said his intention is not to chase away investors, but wants maximum benefit and meaningfully participation by landowners and the Government in the resource development.

PNG Electoral Commissioner Gamato announces Revised dates for LLG Polls

PNG Electoral commission Gamato has released the following statement concerning LLG Polls this year.
"I would like to officially announce that the court delayed 2019 LLG elections will now proceed under the new revised dates as approved on 6 June by the caretaker Minister for Inter Government Relations Richard Maru.

Under the new revised program the Electoral Commission will have to work under a very tight timeline to deliver the LLG elections."

The new revised dates for the 2019 LLG elections are as follows:

♦︎ Nominations Open and Campaign Starts: Thursday, 27 June 2019 (4:00pm)

♦︎ Nominations Close: Thursday, 4 July 2019(4:00pm)

♦︎ Polling & Counting Start: Saturday, 20 July 2019

♦︎ Polling & Counting End: Thursday, 25 July 2019

♦︎ Return of Writs: Friday, 26 July 2019

Nomination period is seven (7) days, campaign period is 14 days and polling and counting is six (6) days. Election time period has been shortened, therefore, from the day nominations open to the end of polling and counting, the Commission has 21days to conduct the community government elections.

This is because the current date for return of writs written on the writs issued on 25 April 2019 remains as 26 July 2019. Returning officers have already been appointed and stand ready to conduct the LLG elections for ward councillors in 6,385 wards in 331 LLGs in 89 Open electorates nationwide, excluding NCD and Bougainville.

Those candidates who have already paid their nomination fees through bank deposit and are holding onto the deposit slip butts only need to present them to the returning officers and nominate.

I want to reiterate here that the nomination fee is still K200 and the LLG elections are for ward councillors only. There will be no election for LLG presidents. The national government has also approved an additional K20 million for PNGEC to conduct the LLG elections.

The 2019 LLG elections had been delayed following stay orders obtained by the Ombudsman Commission, Umi-Atzera LLG in Markham in Morobe and East Sepik Provincial Government which were granted by the Supreme thirty minutes after issuing of LLG writs on 25 April 2019 by the Minister Kevin Isifu.

However, on Friday, 31 May 2019 the Supreme Court bench comprising of three judges unanimously ruled in favor of PNG Electoral Commission and its application to have the Supreme Court orders of 25 April 2019 set aside and for the LLG elections to be conducted without further delay.

Now that the Supreme Court has given the all-clear for the LLG elections to go ahead all PNGEC’s 20 provincial electoral offices nationwide stand ready to conduct the elections.

PNG Opposition strongman Ling-Stuckey queries PNG Govt’s economic rescue plan: A week has gone by plus a NEC meeting held, but there is still no economic rescue plan yet announced by the Marape government under Treasurer Sam Basil.

And this should have been the most urgent business for the government when it assumed office.

These were the sentiments expressed yesterday by Shadow Treasurer and Member for Kavieng Ian Ling-Stuckey who questioned why there was no urgency in dealing with the country’s poor economic performance.

“Our economy is in crisis. Living standards have dropped by 10 per cent under O’Neill. Health, education and justice delivery are in crisis.

“Where is the new government’s rescue plan?

“The first NEC meeting has occurred under the new government. But there is no economic rescue plan – why not?

“This is a disgraceful reflection on the economic team of the new government led by Basil, including Abel and Maru, and may best be described adopting Prime Minister Marape’s own words borrowed from the Laguna camp “The clowns of Crown.”

“Let’s form a true crisis team to save PNG from the failed policies of O’Neill.

“Let there be good analysis and vision.

“The alternative government had a powerful, wise and comprehensive rescue plan. We are ready to take back PNG.

“If you want your children to have a better future, you need people in your team that understand how the economy works.

“If you want to be re-elected, you need to have people in your team that can actually improve living standards over the next two years, people who can get jobs growing again, people who can dig into the detailed figures and go beyond fake numbers to find the truth, and based on true numbers, determine wise ways forward,” he said.

He said Mr Basil has not demonstrated the vital capacities for a Treasurer to challenge and put forward different ideas to the Prime Minister.

Mr Ling-Stuckey said history demonstrates that good and equal talking between the Prime Minister and Treasurer makes for better economic outcomes to lift living standards in-between the political struggles.

Port Moresby Governor Parkop Welcomes Govt's Commitment for Settlement Upgrading

PORT MORESBY: National Capital District Governor, Powes Parkop commended Prime Minister James Marape for his government’s commitment to continue supporting the Settlement to Suburb Upgrade project in the city.


PM Marape said in a statement this week that all settlements in the city would be developed into properly planned suburbs, adding his government wants to provide proper, affordable housing for the citizens starting with the cities and towns across the country.

Governor Powes Parkop said the project which he initiated in July 2018 progressed well with 200 allotments which have already been created at 9-Mile Quarry and 8-Mile Moitaka Ridge.

He said they were currently under the surveying stage.

Parkop said there were seven project sites comprising of Ragamuga at 6-Mile which is on customary land, Kaugere, Burns Peak, Morata, Kipo, Nautana and ATS.

According to Governor Parkop, a consultative process is underway with all settlement households having been surveyed and that the safety and well being of women and girls is a priority.

"18, 000 households have been identified in the pilot project areas. PNG Power has committed to the electrification of the settlements and that the multilateral agencies have stepped up in partnership," he said.

He continued that there was a need for a proactive government intervention in policy, law, finance, management and implementation-for Port Moresby’s population boom- to achieve affordable housing and curb unplanned settlements.

“Government interventions must involve making finance and land available, and helping the private sector to cover the risks.

“Even private finance agencies like banks and housing credit schemes will not work or take the risk unless they are covered or supported by the government,” he said.

Governor Parkop also praised Housing and Urbanization Minister Justin Tkatchenko and, Lands and Physical Development Minister John Rosso for their joint commitment under the government for affordable housing for the people. He also commended the outgoing Minister and member for Moresby North-East Hon. John Kaupa for his efforts and support.

We have been working on a framework for Affordable Housing and we will be submitting this proposed framework to the Minister for Housing to submit to NEC for its consideration and approval soon. The frame will be comprehensive and it has involved stakeholders in both government, corporates and development partners. The United Nation Agnecy UNHabit is fully with us on both Settlement to Suburbs and Affordable Housing Policy formulation and implementation strategy. These framework will encompass world best and successful practice model on our environment.

“Both settlement upgrade and affordable housing projects are our priorities in the city. We look forward to working with our Prime Minister and his respective Ministers to have these goals realized,” he said.

PNG Airline, Air Niugini ready to take up Cairns/ HongKong route via Port Moresby

Papua New Guinea's airline ,Air Niugini is ready to operate Cairns/Hong Kong route via Port Moresby using its wide body Boeing 767 aircraft, commencing in October this year.

Managing Director, Alan Milne made the airline’s capabilities known during a meeting with business leaders in Cairns recently.


Air Niugini’s offer to take up the Cairns/Hong Kong route followed an earlier announcement by Cathay Pacific to cease flights on that route by October this year after operating for 25 years.

Mr Milne said “ Air Niugini is not new to the Hong Kong route and is not new to Cairns, we are already operating three weekly services to Hong Kong as well as five services to each of the other Asian hubs of Singapore and Manila using our Boeing 767 aircraft. We provide convenient connections from Cairns to Asia and the wider Pacific and are already the fastest route from Cairns to Manila. We are also the fastest one stop route between Cairns and Hong Kong at a little over 9 hours, compared to 13 plus hours via Brisbane and Singapore and at competitive fares.”

“ We have the capacity to carry both passengers and cargo. We can carry up to 18tonnes of cargo in our Boeing 767s. There is agriculture and fish trade, which we can uplift out of Cairns for Hong Kong. Our wide body 767 aircraft provides excellent passenger comfort with more legroom in both business and economy class seats than many other airlines. Air Niugini provides complimentary inflight entertainment as well as meal/beverages for all passengers. The difference between us and other airlines which maybe talking to Cairns is that we are pretty much ready to go.”

The announcement by Cathay Pacific that they would no longer service Cairns came as a major blow to Australia’s Far North Queensland tourism and export industries. However, Air Niugini’s announcement to step in came as a pleasant surprise as the business community in Cairns wants to see a replacement for Cathay in place as soon as possible. Statement

Inspirational second half sees PNG Hunters upset Seagulls

The Papua New Guinea Hunters have snatched a come-from-behind victory at the death to pocket their third win of the season, upsetting the Tweed Seagulls 20-16 at Oil Search National Football Stadium.

Behind 14-0 at the break, an inspirational second half performance from the Hunters kept the Seagulls try-less and at bay in the second 40, coming back to steal the two points from the visitors in the final five minutes.


Hampered by a number of injuries, including to dynamic fullback Talor Walters, Tweed stunned the Hunters in the opening minutes with Cheyne Whitelaw scoring in the second minute.

The Seagulls were in again four minutes later when Treymain Spry crossed to make it 12-0.

A further two points were added to the tally when Lindon McGrady kicked a penalty goal to extend the lead to 14-0.

At halftime, the Hunters needed something special to comeback from the deficit, and Moses Meninga delivered in the 44th minute.

The home side followed with another four-pointer in the 52nd minute to Rau Junior Kobale, tightening the margin to just six points.

Another McGrady penalty goal widened the buffer to two scores with 20 minutes remaining, but the Hunters had the ascendancy.

With their passionate rugby league-loving fans behind them, they crossed again with recently-announced Kumuls debutant Terry Wapi bagging a four-pointer to get within two points of the Seagulls.

With five to play and the Seagulls bravely holding on, PNG's Brandon Nima found the try line to complete the comeback, with Nick Hasu converting the final points of the game to make it 20-16 at fulltime.

The win is the Hunters' third this season and their second at home, after knocking off Souths Logan earlier this year.

They'll now face the Pride at Barlow Park in a fortnight's time with the Round 15 clash to be broadcast on Channel 9.

For Tweed, the week off will help with the recovery of any niggling injuries before lining up against the fourth-placed Blackhawks in Townsville on June 29.

Solomon Islands Police receive five Motocycles from PNG Police

The Royal Solomon Islands Police Force (RSIPF) received five motorcycles from the Royal Papua New Guinea Constabulary (RPNGC) at the Rove Police Headquarters in Honiara on 11 June 2019.

RSIPF Deputy Commissioner (DC) Acting for Operations Joseph Manelugu says, “On behalf of the Commissioner of RSIPF and the Executive I am very pleased to receive the five motorcycles from the Royal Papua New Guinea Constabulary and the offer to train a number of RSIPF officers in how to safely ride a motorcycle especially within a Motorcade.”

“The motorcycles will be used by the RSIPF Close Personal Protection (CPP) and the Traffic Department purposely to do escorts during ceremonial occasions involving dignitaries.  The RSIPF would like to thank the RPNGC representative, Constable Lohia Helai and Australian Federal Police (AFP) Advisor Sergeant Clint Gordon for RPNGC’s support to the RSIPF and for gifting these motorcycles to us” says DC Manelugu.

The motorcycles were officially handed over by RPNGC Constable Helai on behalf of the PNG Police Commissioner Baki during his visit to the Solomon Islands to assess and select a group of RSIPF officers to undergo comprehensive motorbike training.

AFP Sergeant Clint Gordon who is an Advisor to the RPNGC explains: “In 2017, the Royal Papua New Guinea Constabulary along with the Australia Policing Partnership (APP) program commenced motorcycle training for the Constabulary in preparation for APEC 2018.  The Motorcycle Training Package was derived from the Australian Federal Police Advanced Motorcycle Program and is a very challenging program.”

Sergeant Gordon adds: “The RPNGC, as part of the downsizing from APEC, have kindly gifted the Yamaha motorcycles to the Royal Solomon Islands Police Force.  These motorcycles have primarily been used for Motorcade Escort duties. ”

“Twelve RSIPF officers will be selected to undergo the Motorcycle Program to enable them to conduct ceremonial duties for dignitaries that visit the Solomon Islands in the future. It is a four-week program designed to impart specific police riding skills and knowledge to undertake their motorcade duties.  The course will be funded by the APP and will be delivered by RPNGC officers with the guidance of two qualified AFP instructors,” says AFP Sergeant Gordon.

Blues Origin team: Latrell dumped, Maloney returns as Fittler makes mass changes

Brad Fittler has taken one of the biggest gambles in State of Origin history, dropping one of his team’s biggest attacking weapons with the series on the line.

In a stunning decision, Fittler has decided to axe the under-fire Latrell Mitchell after a below-par performance in the opening game of the series.

He said the decision had nothing to do with anything other than Mitchell’s form and described it as “one of the toughest decisions” he’s had to make.

Fittler has opted for a new centre pairing of Tom Trbojevic and Jack Wighton, dumping Mitchell and Josh Morris for the do-or-die clash in Perth on Sunday night.

It’s understood the Blues were concerned with Mitchell’s mental state and ability to get himself up for the clash against the Maroons in seven days time.

The Blues have made seven changes from the 17 they named for the opening game of the series, including naming two debutants in Melbourne’s Dale Finucane and Newcastle’s Daniel Saifiti.

James Maloney is back in sky blue following an afternoon of drama that saw Mitchell Pearce ruled out of Origin II through injury.

After being overlooked for Cody Walker in game one, and brushed for game two in favour of Pearce, Maloney answered an SOS from Fittler at the 11th hour.

Maloney will reunite with Panthers halves partner Nathan Cleary as the Blues, who have decided to drop Walker, head to Perth looking to keep the series alive on Sunday night. Injuries to David Klemmer and Payne Haas has forced a reshuffle in the forward pack, with Tariq Sims also called back into the team to replace Roosters back-rower Angus Crichton.

“You just know what you are going to get from Dale Finucane,” Fittler said.

“(Saifiti) is a big body. When you lose someone like David Klemmer you can’t replace those sort of people. He knows what is expected, he is doing a great job for Newcastle.

“The experience of Wade Graham and Blake Ferguson coming back is really going to help us over there.”

Ferguson has also earned a recall to the Blues despite many believing his Origin days were over after a number of off-field incidents the last time he donned the sky blue back in 2017.

The Trbojevic-Wighton centre pairing raised a few eye brows as neither of them play in the position for their respective clubs.

“Tom Trbojevic, we just needed to get him in the team,” Fittler said.

“They’ve both played centre before, I’m very confident they can do the job. We’ve got a week to prepare with the boys and get them used to who they have to defend with and attack with.

I’m very confident they will be comfortable playing in those positions.”

Sims is back in the squad after making his debut in game three of the 2018 series.

“We missed that (enforcer role) in the first game. We really looked after Tyson (Frizell) in that first game and that’s why we chose Angus over Tariq.

This time Boyd Cordner is going in with a bit of an injury,” Fittler said.

“We’ve got to find out what state his ankle’s in. He’s played the last two games, I think he ran for about 160 metres this afternoon for the Roosters, that’s the sort of leadership we needed in our team.”

CCDA is the national authority for ‘carbon trade’

PNG’s Masalai Blog in July 2009, posted a somewhat controversial article “Carbon Trading under more scrutiny in PNG” with a PNG-Government document showing evidence of pre-selling of carbon credits from PNG for almost four (4) prior to 2009 without proper legal policy framework in place.

Having gone to the attention of the public, the former Prime Minister and the then Opposition Leader Sir Mekere Morauta at the time in learning about this this commented “our carbon is being sold yet we don’t have legislations and policy in place.” “It is unbecoming of leaders travelling around the world selling carbon credits behind our backs. This is a huge corruption,” he added.

As the blog stated in its post, according to the Office of the Prime Minister during the time there are also reports of carbon ‘conmen’ selling customary landowners permits to ‘bag’ carbon from the atmosphere to the Government carbon trading office.

The blog also reports that publicity about these actions has been promoted by Governors in several provinces.
The reason for the Governors’ discontent is that there was no indication that revenue would accrue to them.
According to law, some export-orientated activities direct revenue to provincial administrations. The irregularities, snake-oil salesmen and administrative problems do not bode well for carbon trading in PNG.

At the time, Australia’s Macquarie Bank has pulled out of potential carbon trading investments in the country, citing a lack of carbon market integrity as the main reason.

While the PNG Government and the Opposition were throwing words back and forth on the fetus of the carbon revenue prospect, the international development partners had something to say at the time.
 
The World Bank was behind the idea to promote carbon trading in PNG, whiles the European Union (EU) did not favour the sale of carbon credits from developing countries like PNG into the EU carbon trading scheme.

Meanwhile, Greenpeace International and WWF Pacific oppose the creation of cheap carbon credits through unregulated means.

All these opinions, views, discussions, reports and expert comments and recommendations paved a way forward for PNG to setup its climate change national designated authority, the Climate Change and Development Authority (CCDA) under the Climate Change Management Act 2015 (CCMA), the regulatory body to coordinate and oversee all climate change and carbon trade activities in the country.

The CCDA under its REDD+ division launched PNG’s National REDD+ Strategy Plan (2017-2027) two years ago that looked at the possibilities of ‘regulated’ carbon trading in PNG. 

Starting last month, CCDA in association with UNDP has commenced stakeholder consultations across all regions with the first of four (4) stakeholder consultations held recently in Mt Hagen, Western Highlands Province (Highlands Region) and Lae, Morobe Province (Momase Region) of Papua New Guinea (PNG).

According to UNDP’s official website, this program of outreach will be followed by similar efforts in Islands and Southern regions, the last of which will conclude on 12 July 2019.

The regional stakeholder consultations aim to raise awareness on CCDA’s role as the Delivery Partner to PNG’s first Green Climate Fund Readiness Project.

The website stated this project aims to strengthen access to climate finance and assist in developing climate mitigation and adaptation projects that will build the resilience of communities throughout the country.

CCDA, with the support of the United Nations Development Programme (UNDP) has launched a review of the Climate Change (Management) Act (2015).

The UNDP website also published, it aims to identify ways to achieve more coherence, clarity and cohesion between various natural resource management sectors and associated legislation that better supports PNG respond to the cross-cutting nature of climate change.

The Managing Director of CCDA Mr Ruel Yamuna, on behalf of the newly appointed Hon. Jeffrey Kama as the Minister for Environment Conservation and Climate Change, welcomed and thanked all participants particularly Mr. Williamson Hosea, Provincial Administration of West New Britain for hosting this regional workshop.

He also delivered the message of the minister by reiterating the importance of involving subnational stakeholders to express views and share experiences on impacts of climate change in their lives.

As reported online, Mr Yamuna recognized, “The impacts of climate change on such stakeholders, whose dependence on agriculture for food and economic security, made them particularly vulnerable to climate change.”

Mr Yamuna also suggested, “A number of initiatives could be implemented to further strengthen Papua New Guinea’s response to climate change, among them empowering entities like Provincial Climate Change Committees (PCCCs) or similar institutions to tackle climate change issues at the subnational and ground levels.”

These regional consultations have and will continue to involve representatives from associated provincial and local level governments, private sector, non-government organizations, local communities and customary land owners.

Participants are provided with vital information over three days, giving them an insight into the possible opportunities and challenges of obtaining international finance for climate change projects in the country.

This includes advice on national financial procedures, requirements for accessing finance and the overall legal regime that ties this together.

This unique opportunity has been made possible through the support of a number of other development partners, namely the Climate Law and Policy (CLP), the Global Green Growth Institute (GGGI) and the USAID Climate Ready Programme as well as Korea’s International Aid Agency (KOICA).

Mr. Dirk Wagener, UNDP’s Resident Representative also emphasized the importance of this work stating, “Papua New Guinea is facing acute climate challenges. It has been striving to enhance its policies and legislation to further empower people in their fight against these impacts, particularly on ways to build resilience and develop new socio-economic opportunities to improve livelihoods while protecting their natural environment.”

Discussions to date have seen participants express the need for more local ownership of climate change projects. These observations highlight the importance of lending such mechanisms to easier grass-roots access which emphasize bottom-up approaches and ultimately community ownership.

Various proposals have been discussed during recent consultations, among them, establishing regional CCDA offices as one way of facilitating greater access to information, training and capacity building.

This, in a way, is basically in preparation of assisting PNG indigenous communities for carbon trade revenue generation coordination and implementation, an option for economic benefits amongst logging and timber harvesting and improving the lives of rural people by harnessing the current Prime Minister’s dream to see the world’s richest black Christian island nation.

PNGRFL suspends Enga Mioks Home Games after assault on Match Officials

All remaining home games hosted by EPG Enga Mioks at Aipus oval in Wabag have been suspended.

PNG National Rugby League Competition (PNGNRLC) Manager Stanley Hondina said due to an incident where a Touch Judge was assaulted and injured in a Digicel Cup match against Lae Snax Tigers recently, the PNGNRLC Board has suspended all remaining five games at Wabag for the 2019 season as of today.

“We have video footage of an unidentified person running on the field and punched a Touch Judge resulting in a broken jaw and suspected fractured rib,” Hondina said.
“Players, match officials and general spectator security and safety is paramount and is the responsibility of the host franchise. This is spelt out in the Participation Agreement signed by all franchises,” Hondina said.

He said the PNG-NRLC and PNGRFL has a zero tolerance on violence of any form. “There should not be any violence by anyone anywhere  in any form in the communitiies. And when it happens at a rugby league oval, the consequences are tough and we will not tolerate this,” he said.

“Everyone including women and children who attend a game must be safe and enjoy the game we all love.”

Hondina has requested Mioks officials to identify the person that ran on the field and assaulted the Touch Judge be arrested and charged by Police. “Failure to do so may attract other further penalties,” Hondina said.

He said Mioks assistant coach Joseph Kipi has been banned immediately from associating with the Mioks in any capacity for the remainder of the 2019 season. “Kipi was captured on video pointing fingers at the referee. He has issues from last year and such attitudes by match officials on the bench is not tolerated,” he said.

Hondina also put on notice Tumbe (Minj), Muruks (Mendi), Eagles (Mt Hagen), Lahanis (Goroka) and Cutters (Kimbe) Franchises to control spectators and crowd behaviours during their home games. “This is a warning to them as well and they must seriously take note,” he said.

“I remind them to comply with the Participation Agreement requirements that the host side is responsible for the safety and security of all players, officials and crowds.”

The Round 12 fixture between Enga Mioks and Gulf Isou will be played at the NFS this Saturday June 22, 2019 at 12 noon followed by Hela Wigmen and Lae Snax Tigers at 2pm and at 4pm will see Central Dabaris host Kimbe Cutters.

“Please note that this weekend’s Digicel Cup Round 12 triple header at the NFS in Port Moresby will be played on Saturday June 22 and NOT Sunday,” he said.
