ICCC concerned about counterfeit products in Lae

PNG ICCC Commissioner Paulus Ain expressed dissatisfaction at counterfeit, non-English labelling and expired goods that are still hitting the shelves in Lae.
ICCC Commissioner & Chief Executive Officer Paulus Ain said they have found an increase in particular items during an official visit to majority of the shops in the city.
CEO Ain said despite ICCC’s efforts in enforcing its consumer protection work to ensure consumers are protected against unsafe products; it is still finding counterfeits, non-English labelled and expired goods sold in shops and supermarkets.
ICCC is now calling on all businesses in Lae, particularly retail shops and supermarkets, to avoid selling these products.
Meanwhile, shops are asked to remove those products or be fined K100, 000 or two years imprisonment.
Further to this, ICCC Commissioner Ain said the requirement of the non-English labelling is very specific. There are 5 key elements:
1.Ingredients need to be in English so that consumers can make an informed decision on whether to consume the product or not.
2. Name of the distributor needs to be in English
3. Name of importer needs to be in English
4. The address or country of origin needs to be in English
5. The net weight of the products need to be in English
Commissioner Ain confirmed that the ICCC has had discussions with a number of retailers and supermarkets after identifying the non-English labelled counterfeit items.
He is calling on the public to be aware of the products they consume and to report anomalies to the ICCC so that the problem can be addressed proactively.
In terms of the functions of the ICCC, Ain commented that there is a misconception that the ICCC can do almost anything. He clarified that under the ICCC Act 2002, there is no specific provision that prohibits counterfeit products.
Ain further explained that in order for ICCC or any relevant agency to remove or seize counterfeit products, it must first have the legal basis to act; otherwise it can be sued.
However, Ain clarified the ICCC can deal with counterfeit items on a case by case basis, particularly from a consumer safety and protection perspective.
The ICCC Commissioner will also write to the PNG Custom Commissioner, Ray Paul, to explain its position and explore collaborate opportunities under both agencies’ existing memorandum of understanding.

Minister Kapavore calls on Public Servants to report corruption at Workplace

Papua New Guinea Public Service Minister Elias Kapavore is calling on all public servants in the country to start come out and report corruption occurring in their workplaces.
The minister said he will make it his business to put mechanism in place to protect their identity and their job security, thus urging citizens to rise up and speak out in any perceived corrupt deal or actions from the sectional and departmental heads.
Public Service Minister Kapavore made the call after sighting the 2016 Corruption Perception Index (CPI) which rank PNG as one of the most corrupt nation.
The shocking minister said the CPI assessment is based on how corrupt PNG's public service has been and has continue to be.
The public service minister also highlighted that the proposed Independent Commission Against Corruption (ICAC) Bill will also protect the whistle blowers and those who stand up for what is right.
"I understand officers wish to report corruption at workplace but job security is their concern.
Their concern is noted and mechanism are now being developed to address their job security and they must come out and start report suspicious an malicious dealings at their work place," said Minister Kapavore.
Meanwhile, the public service machinery is not functioning properly, because it lacks people with integrity and good leadership qualities, along with Godly principles.
Public Service Minister Elias Kapavore made this statement, when expressing his disgust at the 2016 Corruption Perception Index report.
The report rank PNG as one of the most corrupt nation in the world.
Minister Kapavore said corruption is happening at all levels within the public service, thus good leaders are needed to lead by example.
Elias Kapavore, a former senior public servant himself said, Public Service is the government's implementing machinery, and it needs honest, committed and people with result oriented mindset to lead.

Fiji calls for urgent climate action

Fiji has launched the UN's climate change conference with a plea for the world to do more to protect its most vulnerable people.

Prime Minister Frank Bainimarama - whose country holds the Conference of Parties (COP23) presidency - said the need for urgency was obvious.

“All over the world vast numbers of people are suffering, bewildered by the forces ranged against them,” he told the conference's opening session on Monday in Bonn, citing destructive hurricanes, fires, floods and droughts 

The world must not back away from committing to the more ambitious target outlined in the landmark 2015 Paris agreement on climate action - limiting warming to 1.5 degrees above pre-industrial levels - rather than simply chasing the more widely agreed two-degree target, he said.

“Our collective plea for the world is to maintain the course we set in Paris,” said Bainimarama, referring to the 196-nation treaty inked in 2015.

“If we don't rise to the challenge, we will definitely fall short and expose our people to more risk, more destruction and more suffering.

“This is our moment of truth when all of us in this room will be tested. We must not be found wanting,” Bainimarama said.

The World Meteorological Organisation says the global temperature has already risen 1.1 degrees.

The organisation's Secretary-general Petteri Taalas said the latest science indicated that as things were now, the world was on track to warm by 3-5 degrees - well above the level considered acceptable - and the trend of increasing natural disasters would likely continue until the 2060s.

One of Fiji's key aims for the conference is to establish a Talanoa dialogue - named for the Pacific Islands' spirit of open and constructive debate - to culminate in plans at COP24 in Poland in 2018 for how countries can increase their ambitions to cut emissions.

Fiji's chief negotiator Ambassador Nazhat Shameem Khan hoped it would result in a roadmap not just for new formal commitments but for an increase in ambition more generally.

“This is a story not just about pre-2020 but ... to see how hard we need to work to make progress,” she told reporters.

The head of the UN Framework Convention on Climate Change - the body that underpins the Paris agreement - said the conference had never before met with a greater sense of urgency.

“The message cannot get any clearer; we no longer have the luxury of time, we must act now,” Patricia Espinosa said.

There has been some concern about America's role after President Donald Trump said in June his administration would pull out of the Paris agreement unless it could secure a better deal.

Ambassador Khan said the US had continued to engage and support Fiji's presidency and had indicated it intended to remain constructive.

“As to what President Trump actually means for the conditions for either re-engagement or withdrawing, I think this is a domestic matter for President Trump and his voters,” she said.

Environment Minister Josh Frydenberg and Ambassador for the Environment Patrick Suckling are leading Australia's delegation to COP23.

Solomon Islands PM Sogavare voted out

Solomon Islands Prime Minister Manasseh Sogavare was ousted in Monday’s motion of no confidence, warranting the election of a new Prime Minister along with the formation of the new government soon.

The 10 Members of the Opposition and Independent Group together with the 17 deserters of the Democratic Coalition for Change Government (DCCG) who joined their fold stuck together till the motion was voted on and passed late on Monday.

The 10 Opposition and Independent Group MPs and the 17 MPs who switched from the government to join them were: Jeremiah Manele, Rick Hou, Steve Abana, Connelly Sandakabatu, Peter Tom, Dr Culwick Togamana, Dr Derek Sikua, Matthew Wale, Douglas Ete, Bodo Dettke, Derick Manuari, Manasseh Maelanga, Danny Philip, Snyder Rini, Moffat Fugui, David Dei Pacha, Chris Laore, Jimmy Lusibaea, Alfred Ghiro, Sam Idurii, Martin Kealoe, Samson Maneka, Namson Tran, David Tome, Lionel Alex, Charles Sigoto and Elijah Doromuala.

The Prime Minister maintained the support of the 22 ministers and backbenchers who remained with him since the mass resignation the previous weekend until the end.

They are; John Maneniaru, Peter Shanel, Stanley Sofu, Dudley Kopu, Augustine Auga, Milner Tozaka, William Marau, Freda Tuki, Ishmael Avui, John Dean Kuku, Samuel Manetoali, Nestor Giro, Moses Garu, Dr Tautai Kaitu’u Angikimua, Silas Tausinga, Andrew Manepora, Bartholomew Parapolo, Dickson Mua, Commins Mewa, Jimson Tanangada, Jackson Fiulaua and Bradley Tovosia.

Mover of the motion, the Independent Group Leader Dr Derek Sikua, before moving the motion asked Sogavare to resign stating that he no longer enjoys the majority support of Parliament or face the humiliation of going through the motion.

But an adamant Sogavare opted to face the motion saying he wanted Parliament to discuss the reasons warranting his removal because motion was triggered by the mass resignation of government ministers and backbenchers to the opposition.

With the response by the East Choiseul MP, Dr Derek Sikua proceeded with the motion.

Dr Sikua said the MPs who switched to the Opposition have not taken the decision to exit the Sogavare-led Democratic Coalition for Change Government (DCCG) without proper consideration and reflection on what has happened over the last three years under the leadership of the East Choiseul MP.

He said the MPs did not resign from the government because they opposed the Anti-Corruption Bill but rather due to the apparent fact that well-intentioned DCCG policies would not be achieved under the leadership of Prime Minister Sogavare.

“This is because I believe we have lost direction due to being bogged down with matters that have little to do with advancing the affairs of Solomon Islands as a nation.”

Dr Sikua said having worked as a Minister of Education under the Sogavare leadership for eight months since the DCCG took office in December 2014, he knew the East Choiseul MP as someone that was suspicious of anyone who stood up to him or differed from his viewpoint.

He added that all too often, Sogavare saw it fit to lower himself to subject to advice from individuals with dubious characters and competence rather than listening to the advice of his ministers who put him and keep him in power.

Dr Sikua further added that Sogavare’s appointment of relatives and cronies as political appointees on high salaries at tax-payers’ expense with no regard to either qualification or experience ran against the grain of good governance.

“The Prime Minister is hypocritical when it comes to everyone else about good governance, accountability and transparency.

“Good governance, accountability and transparency are mandatory for everyone else but only optional for the Prime Minister.

“What qualifications and experience does his nephew who occupies the position of Chief of Staff in the PMO (Prime Minister’s Office) possess?

In addition, the Independent Group Leader said Sogavare’s lack of transparency about his private financial dealings demonstrated his lack of sound judgement.

He said he believed Sogavare had benefitted personally by using his office as Prime Minister.

Dr Sikua said he had taken this matter up with the Leadership Code Commission but was still of the view that the case was not thoroughly investigated.

Other Opposition and Independent MPs who contributed to the motion spoke of Sogavare as a non-consultative leader who seemed to listen more to outsiders than his ministers.

Sogavare, in his response to the mover of the motion and supporters of the motion who contributed to the debate, stated that the reasons tendered against him failed to convince any normal right-thinking individual to support the motion.

“I expected the mover of the motion and those who spoke in support of it to say a little more to justify their decision to bring me and the government down,” he added.

The East Choiseul MP rejected the allegations raised about his leadership as totally unfounded as he had been very consultative when it comes to making important decisions of national interest.

As to the accusation of him employing his nephew as Chief of Staff in the PMO, the Prime Minister said the Dr Sikua was hypocritical in making that allegation as he himself employed relatives as Political Appointees when he was with the government and the officers are still working in the Prime Minister’s Office.

Sogavare also uttered the same remarks about other government MPs who joined the Opposition and Independent group recently.

Meanwhile, Prime Minister Sogavare remains in office as caretaker Prime Minister until a new Prime Minister is voted together with the formation of a new government.

Lam, Meninga to debut for PNG Kumuls against USA

Lacklam Lam and Moses Meninga will make their debut appearance for PNG after both players were named in the starting line up for PNG LNG Kumuls in this weekend’s final Pool game against USA in Port Moresby.

Lam has been named to wear the No: 6 jumper while Meninga named to fill in as prop. The other inclusion in the starting side is James Segeyaro at hooker.

PNG LNG Kumuls Coach Michael Marum said apart from Rod Griffin who sustained a knee injury on the eve of their first game against Wales, the inclusion of Lam, Meninga, Nixon Putt and Thomason Tete will have ensured all players had a game at home during the pool stages.
Griffin will undergo further tests later this week.

Wellington Albert has been ruled out for two weeks with a medical ankle injury.

PNG Kumuls chances high in Pool - ARL Chairman

PNG LNG Kumuls have all the chances of winning their last pool match against USA to seal the top spot and advance into the quarter finals after two successive matches played in the country.
Australian Rugby League Chairman John Grant gave the signal after Kumuls demolished the Wales side 50-6 in their first match and overcoming the Irish Wolfhounds in a gutsy 14-6 win.

The former Australian Kangaroo’s rep said the match between the Kumuls and Wolfhounds was an interesting game. However, he said “with all good reason they (Kumuls) are a very good football team.”
He said the only way PNG players can improve their standard is by playing against better and stronger teams.

“I think its one step at a time, you know nothing changes overnight, and its always been the attitude we’ve taken from the Australian Rugby League Commission’s point of view. So you got to set your tracks to were want to get, and you going to take one step at a time”
“If you look at what the Hunters have been able to achieve in terms of measuring up to the elite level of football in the 4 years they have been in the competition, that’s the track, “he said.
Grant said the more competition that PNG players can get through like the Intrust competition and international fixtures, the better they become.

“Over the years they become more competitive and that’s the track PNG’s on “he said.

Lam back in PNG Kumuls Colours

Papua New Guinea rugby league great Adrian Lam admits he was brought to tears when he found out his teen son Lachlan would make his Kumuls debut this weekend.

The highly-rated Sydney Roosters-contracted playmaker will make his international debut in PNG's Rugby League World Cup clash with the United States in Port Moresby on Sunday.
The Australian Schoolboys and Queensland under-20s representative has been earmarked for big things and will next year join the Roosters fulltime squad where he will learn under Cooper Cronk.
During his playing career Lam eschewed interest from the Kangaroos to pledge allegiance to the country of his birth before going on to coach the Kumuls, who he took to the 2008 and 2013 World Cups.
He was highly emotional when told his son had been selected to represent the rugby league mad-nation and would follow in his footsteps to wear the Kumuls jersey.

"When I heard they'd picked him in the team I actually cried," Adrian Lam told AAP from Australian camp in Sydney where he is on Kangaroos coach Mal Meninga's staff.
"I'm an emotional idiot anyway.
"A lot of people don't know that I had an opportunity to play for Australia when (coach) Bob Fulton rang me in 1995 and I had 48 hours to make a decision whether I played for Australia or not.
"I decided against it at the time because I felt like I could offer something up there for PNG. I don't ever regret that and one day Lachie may have the opportunity to pull on the Aussie jersey."
Lam was cautious when asked if his son could make his NRL debut next year, pointing out Trent Robinson had a glut of great halves on his books in Cronk, Mitchell Pearce and Luke Keary.
However he said he had an exciting opportunity in front of him, as evidenced by his international debut coming when he was just 19.
While in camp with the Kangaroos, Lam said he had spoken to Cronk about taking his son under his wing next year and was hoping Lachlan would bloom with the Australian halfback's guidance.
"We spoke about (being in the same squad as Cronk) last week and Lachie's excited that he's going to be there to take that next step as a player and hone his skills and game management, which he probably needs to do," Lam said.
"I've spoken to Cooper about that as well and he's happy to help and I think he's really excited. Maybe one day they'll play together as well."

PNG PM O'Neill calls on Disruptive Elements at Manus Processing Center to be Responsible

Papua New Guinea  Prime Minister,  Peter O’Neill   has cautioned the ringleaders of a demonstration at the former Manus Regional Processing Centre and said it is time to move to new accommodation.
“The Manus Centre was established for the sole reason of processing asylum claims, now all claims have been processed and the centre has closed,” PM O’Neill said.
“The centre will not be reopened and it will be returned to its former function as a Defence Force facility.
“Given the Supreme Court’s decision, the Government has no choice but to intervene for the wellbeing of both the refugees and non-refugees.
“Those involved in disruption have been identified and appropriate means will be used to apprehend individuals who are causing unnecessary anxiety and violence.
“Their actions are now heading towards a law and order situation, as well as a hygiene and sanitation problem, and it will be dealt with as such, whether they are genuine refugees or not.
“There are 610 men on Manus who have been found to be refugees and arrangements are being made to settle them in third countries.
“There are also 210 men who have been found to not be legitimate refugees.
“Now that the processing of asylum claims has been completed, the relocation exercise is taking place where there is a separation of genuine and non-genuine refugees.
“The locations to where they are being moved have much better facilities than the closed centre, with services and utilities provided for much more comfort and healthier living.
“Our Government and the people of Manus are asking all refugees and non-refugees to behave in a peaceful and orderly manner."

PNG PM O’Neill Arrives in Viet Nam for APEC Summit - Key Focus is on Enhancing Growth in Developing Economies

Papua New Guinea Prime Minister,  Peter O’Neill  has arrived in the city of Da Nang, in Viet Nam, for the 2017 APEC Leaders’ Summit.
On his arrival, the Prime Minister highlighted the importance of the APEC policy agenda that will help boost growth in key sectors of the Papua New Guinea economy.
“APEC is an important forum for growth and development in our region, and in the coming year will be even more important for Papua New Guinea when we host Leaders from around the region.
“The whole focus of the APEC Leaders' Week is to strengthen our capacity to trade and to grow our economies.
“Through APEC we have the opportunity to generate more business, and that in turn creates more jobs.
“As a developing economy in APEC, Papua New Guinea also has the opportunity to strengthen capacity and skills in key sectors around the country.
“APEC is more than a single meeting each year, but it has a broad agenda covering agriculture, fisheries, women in the economy, transport and many other sectors that are vital for Papua New Guinea’s growth.
“Ultimately our work through APEC in these sectors is delivering direct benefits for our people.
“This APEC meeting will have a strong focus on adopting better digital technologies.
“For Papua New Guinea, expanding into the digital age, particularly for remote and rural communities is very important.”
The week-long series of APEC meetings also includes the 2017 APEC CEO Summit at which the Prime Minister will deliver an address.
“We have a number of Papua New Guinea business leaders who have come to Vietnam with our delegation.
“At the APEC CEO Summit our business representatives will be working to build better links with companies in Viet Nam and around the region.”
The Prime Minister is accompanied by the Minister for Foreign Affairs and Trade, Hon. Rimbink Pato MP, and APEC Minister, Hon. Justin Tkatchenko MP.

Acting Solomon Islands Governor General issues notice for Prime Minister's election

The acting Governor General of Solomon Islands Ajilon Nasiu has issued notice for the election of a new Prime Minister to all members of Parliament.

The election of a new Prime Minister shall be on Wednesday 15th November at the Chambers of the National Parliament at 9:30am.

Nomination papers are to be delivered to the Acting Governor General at Government House, starting at 8:00am this morning (Wednesday 8 November) and will close at 4:00pm on Friday 10th November 2017.

During the process, a list specifying all nominated candidates and their respective nominators shall be submitted by the Acting Governor General to each Member of Parliament prior to the election meeting at the close of nominations.

All members are eligible for candidature and no member shall be a candidate unless he is nominated by four other members and no member may nominate more than one candidate.

Any candidate May withdraw his candidature at any time before the conclusion of the election.

Rick Hou for Solomon Islands PM

Member of Solomon Islands of Parliament for Small Malaita Rick Hou is being tipped for the Prime Minister’s post while the caretaker PM Manasseh Sogavare is likely to be his deputy.

The deal was believed to have been reached last night following the defection of seven Opposition members to form a coalition with the caretaker government, a source close to the new coalition said last night.

The Opposition MPs who joins the caretaker government are: Dr Culwick Togamana, Connelley Sandakabatu, Jeremiah Manele, Rick Hou, Derek Manu’ari, Peter Tom and Steve Abana.

A statement from the Caretaker Government last night confirmed that Democratic Alliance Party (DAP) and Solomon Islands People’s First Party MPs have joined alliance with the remaining 23 Members of Parliament in the Sogavare-led caretaker Government to form the next coalition.

The statement however said, discussions for their nominations for the Prime Minister’s post is still underway and will be submitting their nomination to the Office of the Governor-General when the nomination period is officially announced.

A coalition agreement is expected to be executed shortly, the brief statement concluded.

Following their defection, the caretaker government now has 30 on its side while the Opposition is now left with 20 MPs.

The 7 MPs were part of the Opposition side which ousted Sogavare during the vote on Monday evening.

Last night six of the MPs met with the caretaker Prime Minister and his group at the Cabinet Office for a brief meeting.

A group photo was taken after the meeting which vent viral via the social media last night.

A source from the group exclusively told the Solomon Star last night, the caretaker government welcomed these 7 MPs because they (DCCG) agreed to have Hou as their candidate for the PM’s post.

One of the Opposition MPs who switched side told the Solomon Star, they decided to move out because many of the MPs in their camp are not in support of the Anti-Corruption Bill (ACB) and the country’s stand on West Papua.

Caretaker Prime Minister could be seen smiling after welcoming the group led by Hou.

Despite the political situation Sogavare continued with his normal public engagement.

Its understood Tuesday he attended the Australian Pacific Technical College (APTC) 10th anniversary celebration at Kukum Campus.

APTC celebrates its 10the year anniversary of providing Technical and Vocation Education and Training (TVET) in the Pacific.

Meanwhile the news of the MPs teaming up with the caretaker government has been welcomed by many citizens through the social media last night.

Some have described the move as very wise and in the best interest of the nation.

Others said, this is the best line up and the country deserves these quality leaders who have a heart to move this country forward.

Another commentator said, the sudden switch has affected the Opposition in their quest to lead the next government.

“Now we know who are the leaders that have a heart to serve this nation and those who just want to serve their personal agendas.”

The date for the election is likely to be announced soon.

Fiji Airways extends codeshare agreement with Qantas

Fiji Airways, Fiji’s National Airline, has announced that from on November 8 more destinations have been added to their codeshare agreement with Qantas, signalling easier travel to Fiji for all Australians.

Customers can now travel on one-ticket to Nadi, Fiji from major Australian cities and regional areas, including Perth, Hobart, Canberra, Darwin, Townsville and Rockhampton, with quick connections via Sydney or Brisbane, according to Fiji Airways.

Andre Viljoen, Fiji Airways’ Managing Director and CEO said: “We’re delighted to extend our agreement with Qantas to new destinations, reflecting our continued commitment to travelling Australians. This agreement offers the best possible connections to Fiji via Sydney and Brisbane, giving more Australians the option to say ‘Bula’ to Fiji sooner.”

In as little as four hours, Fiji Airways offers direct services from Sydney (twice daily), as well as from Brisbane (daily), Melbourne (five times a week) and Adelaide (twice weekly). Kelep Sandy is new Vanuatu Auditor General

Kelep Sandy has been appointed as Vanuatu’s new Auditor General.

His appointment was effective as of November 1, 2017.

Sandy is the outgoing Director of the Government Remuneration Tribunal (GRT).

He formally signed his appointment letter Tuesday in the presence of the Public Service Commission staff including Chairman, Martin Mahe and Secretary, Jacques Gedeon.

The Chairman of Public Service Commission said the Commission delayed the contract for the Auditor General due to the Government Remuneration Tribunal’s huge responsibility on the reviewing of the remuneration package of the Government’s workforce.

He thanked the new Auditor General for undertaking the heavy task vested on his shoulders as the outgoing director of the GRT and affirmed the commission’s assurance on the new role he will be pursuing.

Sandy was once the General Manager of Vanuatu National Provident Fund (VNPF).

PNG LNG Kumuls veteran Paul Aiton said the Hunters program introduced by PNG Rugby Football League has benefited rugby league well in the country.

Aiton said the program has been beneficial to many rugby league players in the country. He said in the likes of the current Kumuls team; many players have proven to be competitive in the game of rugby league, which he personally is proud of.
“Many young blokes in the team have been in good form because of the Hunters program adopted by the PNG Rugby Football League four years ago.”

He said PNG Rugby Football League is in the right path to introduce the program for the good of everyone who follow the sport.
Meanwhile he said he has a firm belief that many players in the current PNG Kumuls will have a chance in playing with other NRL clubs next year.
“The Rugby League World Cup 2017 competition has given exposure to home-grown players in the Kumuls squad.”

This Sunday match against the USA will see Aiton play his last home game representing the country before bowing out of representative football.

PNG Migration boss urges Refugees on Manus Island to move to alternative accommodation

Following the Court ruling dismissing the application by Mr Behrous Boochani and his lawyer Ben Lomai to put on hold the decommissioning process and restore services at Manus  Regional Processing Center, Papua New Guinea  acting Chief Migration Officer Mr Solomon Kantha is urging all refugees and failed asylum seekers to move immediately to their alternative accommodation provided at Lorengau.
Mr Kantha said that they no longer have a legal basis to remain at the decommissioned facility and reiterated the statement from the Minister for Immigration and Border Security that Hon. Petrus Thomas, MP that it is impossible to restore any services and they must move immediately for the interest of their own safety, hygiene and health.
"The PNG Immigration and Citizenship Service Authority has sent Provincial Health Inspectors into the decommissioned facility yesterday to make an assessment which they are going to likely declare the place uninhabitable for anyone to reside as there are no longer access to basic services, water and waste and garbage is piling that is posing serious risks of exposure to contagious diseases such as dysentery and cholera".
"The residents must move immediately as the PNGICSA and authorities is assessing the situation and may take steps to move them for the interest of all residents including staff who are within the vicinity that may also be exposed to contagious diseases as a result of wastes pilling up from residents refusing to move".
"All services including security and medical services are available at the new accommodation sites and there is no reason to remain at Lombrum," said Mr Kantha.

Former Kumuls to stage Parade

Former Papua New Guinea Kumuls living in Port Moresby and nearby Central Province will be paraded at the National Football Stadium before the Sunday kickoff between the PNG LNG Kumuls and USA Hawks.

PNGRFL Chairman Sandis Tsaka says this is to honour past heroes for the foundations they set leading to the success and recognition the code enjoys today.

The former Kumuls are being organized by Mark Mom following a meeting between the PNGRFL Chief Executive Officer, Reatau Rau in September this year.
Mr Tsaka says this is the ideal time to pay tribute to these players of the past.
Among those to be honoured is the very first Kumul captain and Kumul number one Paul Chue, who led the first-ever national meeting against Great Britain in Port Moresby in 1975.
Chue will lead the parade of about 30 former Kumuls currently living in the nations capital and the Central Province.
Meantime, Mr Tsaka is urging these men to come to the PNGRFL headquarters tomorrow for a briefing, and to collect their shirts and take a group photo.

China plans to strengthen bilateral ties with Fiji

The People's Republic of China will continue to promote Belt and Road international co-operation based on the principle of planning together, building together and sharing together.

Speaking at a media briefing on the 19th National Congress of the Communist Party of China, Chinese Embassy charge d'affaires Gu Yu said more efforts would be made to promote policy co-ordination, infrastructure connectivity, unimpeded trade, financial integration and people-to-people bond.

“By doing so, we will build new platform for international co-operation, and create new driving force for common development,” said Gu.

“Over the past several years, China-Fiji relations have maintained a good momentum of overall development with exchanges and co-operation in various fields yielding fruitful results.

“Trade, investment and aid projects have been promoted. Several China-aid infrastructure projects such as Nabouwalu-Dreketi Highway, Somosomo hydro-power station have been commissioned.”

He said technical assistance projects such as rice planting and Juncao (Mushroom) cultivation had completed the first phase, and the second phase of co-operation was in the pipeline.

“A number of aid projects have commenced such as Stinson Parade Bridge, Vatuwaqa Bridge, Suva Civic Centre Auditorium renovation.”

Gu said the successful congress would make an important influence on maintaining and enhancing the relations between China and developing countries, including Fiji.

“Developing countries are foundation of China's diplomacy, also are sincere partners on the path of peaceful development. “China will strengthen South-South co-operation with developing countries, uphold justice and share interests, facilitate mutually beneficial co-operation with developing countries, and make new contribution to common development and prosperity.” Gu said in its bid to narrow the gap between the North and the South, China planned to increase its assistance for developing countries, particularly the least developed countries.

“China will speak up for developing countries, support reasonable demands of developing countries, firmly safeguard the common rights of developing countries. China will strengthen co-ordination with developing countries on regional and international affairs, expand the representation and voices of developing countries,” he said.

He said the strong economic complementarity and the huge potential China and Fiji were faced with historically provided opportunities to synergise strengths in economic co-operation.

“Situated in a prime location, and boasting rich resources, well-regulated market, and sound legal system, Fiji is the Pacific country that is the most deeply and substantively involved in linking with the Belt and Road initiative.

“China has the capital, technology, market, enterprises, talents, and development experience. Both China and Fiji complement respective strengths, and we need each other for co-operation and development.”.

PNG set to meet EITI standard

As Papua New Guinea prepares to be validated in 2018 as an Extractive Industries Transparency Initiative (EITI) compliant country, a successful conclusion of a pre-validation workshop brings the country a step closer for this assessment.

The workshop which saw participation from PNGEITI multi stakeholder group (MSG) was conducted by the regional director for East Asia and Pacific from EITI International Secretariat based in Oslo, Norway.

PNGEITI head of national secretariat Lucas Alkan, said during the workshop the country will be validated against the EITI global best practice standards on transparency and accountability of revenue from its mining, oil and gas industry.

“Drawing on this assessment, the EITI Board will make an assessment of overall compliance with all requirements in the EITI Standard.

“Where validation verifies that the government has made satisfactory progress on all of the requirements, the EITI board will designate PNG as EITI compliant, thus granting full membership status to the EITI.

“It is important that we hold this workshop in order to prepare ourselves for validation that will commence in early April, 2018,” Alkan said.

He said since government signed and made a commitment to implement the EITI standard in 2013, the EITI international board scheduled PNG to be validation for the possibility of becoming a fully compliant country by April 2018.

“Becoming EITI compliant is good for PNG because it raises the country’s credibility as an investment destination, raises credit rating, positive impact on our corruption perception index at global level.

Domestically, this demonstrates that the government is serious about addressing transparency and accountability in its management and distribution of millions of Kina generated from its mineral wealth,” he added.

The validation process will include an independent examiner to conduct detailed assessment on the Government’s implementation of the international requirements that are aimed at strengthening the mechanisms that allow for transparency and accountability of revenue collection and allocation from the two sectors.

“The independent validator will look at the meaningful implementation of the EITI concept by scrutinising the recommendation of the country reports, annual activity reports, implementation of annual work plans and the action by the Government to address challenges and issues as recommended in the EITI Reports that have been published to ascertain progress.

United Nations raise concerns on the welfare of Refugees on Manus Island

The United Nations Country Team in Papua New Guinea remains gravely concerned for the welfare of refugees, asylum-seekers, and other related categories of persons, on Manus Island.
We urge the Governments of Australia and Papua New Guinea to uphold their obligations under international human rights and refugee laws to respect the basic human rights of all persons concerned.
UNHCR, the UN Refugee Agency, is monitoring the situation on the ground on Manus Island, and have found that:
 Persons currently remaining at the Regional Processing Centre do not have sufficient food, water, electricity,
sanitation, and security;
 No interpreters remain on Manus Island. This means refugees who cannot speak English face challenges in
communicating and accessing services;
 There are insufficient medical services available for persons who need specialized support particularly crisis
emergency health services and mental health care support.
We are aware that there are conflicting reports about the adequate functioning of the newly constructed accommodation facilities.
The UN system urges the authorities to allow media and international humanitarian
actors immediate access to inspect these facilities in full transparency, and to continue to refrain from the
use of force against persons remaining in the Regional Processing Centre.
We stand ready to assist both Governments to find a durable and effective solutions for those persons acutely affected
by the closure of the Centre.

PNG crowd impresses international rugby league heavies

The Papua New Guinea rugby league crowd has left international rugby league heavies impressed.

Australia Rugby League Commission chairman John Grant and 2017 Rugby League World Cup chairman, Dr George Peponis OAM were in Port Moresby last weekend to watch the 2017 RLWC second Pool C match between PNG LNG Kumuls and Ireland.

“The near 15,000 crowd made for an exhilarating experience that attests to the significance of international rugby league in PNG,” says Grant.

Dr Peponis, who was on his first visit to PNG and a rugby league game here, said: “It was an unforgettable experience.

“The crowd were passionate and showcased their pride and showcased their pride in the game and their country to millions of people around the world.”

He said PNG is the only country that has rugby league as its national sport and the people should be proud of the Government for hosting the tournament.

“The stadium is a first class venue and every one of the players and coaching staff have made comment of the facilities,” Dr Peponis said.

“By successfully hosting three Rugby League World Cup matches, PNG has proven to the world that they are capable of hosting major sporting tournaments.”

Dr Peponis said his 2017 RLWC CEO Andrew Hill, who is the new Canterbury Bulldogs CEO, has begun looking into membership opportunities in PNG.

“I know the new CEO of the Bulldogs has already started to look at membership opportunities and potential opportunities for the club to have a relationship with PNG Rugby League in future years,” Dr Peponis, a former Bulldogs player himself, commented.

PNGRFL chairman Sandis Tsaka said he was humbled by their presence.

“On behalf of every Papua New Guinean, I thank you both for your inspiring comments,” Tsaka said.

“We have proven to the RL world that PNG is ready to host international games and our people will support this.”

Tsaka said RLIF chairman Nigel Wood of England will be in Port Moresby this weekend for the PNG vs USA final pool game.   

After the game last Sunday, a dinner was hosted in which PNG Sports Vice-Minister Wesley Raminai, Tsaka, PNGRFL CEO Reatau Rau, Oil Search managing director Peter Botten, New Zealand RL board member John Bishop, QRL chairman Bruce Hatcher and QRL CEO Rob Moore were among the invited guests.

Grant, who is also deputy chairman of Rugby League International Federation (RLIF), said it was a memorable experience to join representatives of the three host nations of RLWC 2017 – PNG, New Zealand and Australia – together with representatives of the RLWC 2017 organising committee over dinner following PNG’s exciting and close win over a brave Ireland.
