PNG Government warns new security contractors on Manus

The Papua New Guinea Government has warned new security contractors on Manus to maintain the status quo and avoid stirring up issues with local contractors.

Minister for Immigration and Boarder Security Petrus Thomas said the government wanted the new contractors not to create any issues on the ground.

Thomas said some Fijians had wanted to provide security services which he strongly discouraged.

“We have local security firms that are providing the services at the facility on Manus and doing exceptionally well,” he said.

“I don’t see any reason to bring foreign security guards. Security services are reserved for nationals.

“There are no consultations with us on their (Fijians) coming. All those processes have to be followed because we have laws to assess their work visa.

“We have Australian trained security guards in that project for the last four years to meet the requirement and standard.

“Fiji and PNG are Pacific brothers and this kind of arrangement might disturb our good relationship. I believe Fiji will understand our laws.”

Acting Chief Migration Officer Solomon Kantha said the initial agreement in 2013 was for Australia to transfer asylum seekers to PNG to process them. ‘

“Processing meaning making assessments, refugee status determinations whether they quality as refugees or non-refugees,” he said.

“And then we had a new agreement with them that includes the resettlement aspects of those who are found to be refugees. To date, PNG has fulfilled those obligations under the current agreement, which was to accept the transfer of asylum seekers, process them, and give them the option of resettlement in the country.”.

Maelanga: We lost confidence in PM Sogavare

The Member of Parliament for East Malaita Manasseh Maelanga says the mass resignation of ministers and backbenchers from the Democratic Coalition for Change Government (DCCG) was prompted by severe lack of confidence in the leadership of the Prime Minister Manasseh Sogavare.

Maelanga resigned as Deputy Prime Minister and Minister of Home Affairs last weekend along with eight other ministers and nine backbenchers.

“I wish to tell the nation that the mass resignation of Cabinet ministers and backbenchers from the government last weekend was solely prompted by severe lack of confidence in the leadership of Prime Minister Manasseh Sogavare,” Maelanga conveyed through the Solomon Star.

He said suggestions that he and all other resigned Ministers and backbenchers left the government in fear of the Anti-Corruption Bill (ACB) is totally baseless as they all supported and passed the legislation when it was recently put to Caucus and Cabinet for consideration.

Maelanga said the main reason for their resignation is the leadership style of Prime Minister.

“The Prime Minister seems to be listening to certain ministers and outsiders in his decision-making instead of consulting all Cabinet Ministers and all three Coalition partners in the Democratic Coalition for Change Government.”

Maelanga said all resigned government MPs including will outline their reasons for deserting the DCCG when the motion of no confidence against the Prime Minister is tabled in Parliament next Monday.

The National Parliament Office confirmed that the Speaker of National Parliament Ajilon Nasiu received a motion of no-confidence notice from the Leader of the Independent Group Dr Derek Sikua on Sunday and was put on notice the same day.

A statement from the National Parliament said, “As stated in Section 34 (2) of the constitution, a motion of no confidence shall not be passed in Parliament unless notice of a motion has been given to the speaker at least 7 clear days before it is introduced.”

As such, the statement added, “The motion can be moved on or after 6th November 2017.

The motion of no-confidence was served after the mass resignation of government ministers and backbenchers since last Saturday.

Two dead in Tribal fight in Hela

Two deaths have occurred yesterday in what has been reported to be the result of continued tribal fighting between clans in Kubalu, Komo Magarima which further moved towards Nogoli close to the Oil Search base camp.
Tari Police Station Commander, Inspector Salias Kenzy confirmed the fight and said it was getting tense with the use of high-powered guns.

PSC Kenzy said the security situation in the province is proving to be challenging with many of the Tari based police officers from Southern Highlands returning to their province fearing possible retaliation from relatives of the two policemen from Koroba killed in SHP during the elections.
Inspector Kenzy said they are working with the Mobile Squad on operation in the LNG and Oil Search Project site to ensure the tribal fight does not affect mining operations.

Meanwhile landowners have also blocked off some entry points into the LNG sites in the province over royalty payments. A five metres deep trench was dug in the early hours of yesterday morning making it impossible for vehicles to access. RLWC: Ireland arrives in Port Moresby, PNG

Ireland Rugby League team have arrived this afternoon in Port Moresby for their second game against the PNG LNG Kumuls in their Rugby League World Cup match this Sunday at the Oil Search National Football Stadium.

Ireland Coach Mark Aston said they had a good game last weekend against Italy and expects a tough one against the Kumuls this weekend.

“PNG Kumuls performed extremely well against the Wales and our game this weekend will be a good one for the round and a must-watch game for the fans.”
Coach Aston added that he is confident in his team to give a good game against the host team this Sunday.

Ireland Captain Liam Finn said they expect a good challenge against the Kumuls adding that they are impressed at the level of football Kumuls displayed against the Wales last weekend.

‘One way out’ for Manus refugees

“One way out” and “no return” is now the official policy for Manus refuges that leave to seek conveniences in shops, markets and services outside the processing centre.

Once they leave the gate, they will not be allowed back in.

The Lombrum naval base there has now adopted that policy in light of their refusal to move to the transition facility at Lorengau and in anticipation of other actions taken to compel them to move following its official closure on Tuesday.

More than 500 refugees have made it clear to the PNG Immigration that they would rather die than move out to a new detention site in East Lorengau.

Power, water, food and other emenities like health care have shut down when the Australian contractors abandoned the centre on Monday

Acting Chief Migration Officer Solomon Kantha who visited the centre gave directions that it will be ‘one way out’ starting Thursday.

Those remaining refugees who want to go out looking for food, water or other necessities must pack their bags also to move to a new site as they will not be allowed return entry.

Kantha has organised buses to be on standby in the morning, lunch and in the afternoon to transport those willing to move out voluntarily.

“The centre has been decommissioned. It is closed. All other services are provided elsewhere in East Lorengau and other accommodation facilities for non refugees.

“They have to jump on the bus and relocate. We will not force them,” Kantha said

He said other new sites have water, food, power and access to medical care.

“Everything is shut down and they are prone to a lot of uncertainties in terms of security. If anything happens to them at Lombrum, we are not in a position and are not obligated to assist them, but on humanitarian basis we will assist.

“But there is no arrangement in place to support them at Lombrum and that is why they have to move,” Kantha said.

Kantha said he met with Manus Governor Charlie Benjamin and locals have raised certain concerns about the refugees and non-refugees entering the new site.

“The biggest concern is in terms of security and this is the same concern raised by refugees and non refugees at Lombrum as well.

“We will speak to the contractor at the site to ensure adequate security and fencing is provided,” Kantha said

He said one measure imposed such as curfew hours is for limited movement for the benefit of both residents and local people.

“Manus is a peaceful place but we have to have these measures in place.”

He said the Defence Force will now protect the assets in place at the Lombrum detention centre.

“When these assets are gifted to the Defence Force, so it is important to both Defence and Immigration to provide security to those assets”.

Jarryd Hayne quits Titans NRL

Superstar Jarryd Hayne wants to quit the Gold Coast Titans after a tumultuous 12 months.

The Daily Telegraph can reveal his agent Wayne Beavis has informed the Titans he is now looking for opportunities elsewhere.

It is more to do with personal issues, rather than any animosity towards the Titans or new coach Garth Brennan.

It is believed Hayne wants to return to Sydney be closer to his daughter, Beliviah Ivy.

Hayne is on a AUD$1 million contract on the Gold Coast.

Titans officials have told Beavis that Hayne is expected back at training in January after the World Cup and the Christmas break.

A source told The Daily Telegraph Beavis was now looking at all possibilities in Sydney, where Hayne wants to live.

Beavis was unavailable for comment this morning.

Beavis is in an awkward position as he is no longer an accredited agent and can only act as a consultant to Hayne.

He will need assistance to get Hayne a deal with another club.

It is believed Beavis is exploring all options including rugby union but Hayne’s preference is to be in Sydney

Hayne made his NRL debut in 2007 with Parramatta and won two Dally M medals with the club before leaving to embark on an NFL career at the end of 2014.

After a stint with the San Francisco 49ers and a brief dalliance with rugby sevens, Hayne returned to league with the Titans in late 2016, helping the club to their first finals appearance since 2010.

He made his return to representative football earlier this year, when he played in the centres for NSW.

After missing selection for Australia’s Rugby League World Cup campaign Hayne was called up to play for Fiji.

UN concerns about handling of Refugees on Manus Island

The United Nations Country Team is also calling on both the Australian and PNG Government to do something about the serious situation that these vulnerable group of people are now faced with.
The UNCT reminds the Government of Papua New Guinea and Australia of their obligations under International
Human Rights and Refugee Laws which must be upheld in the implementation of plans to close the RPC.
The UNCT is concerned about reports that the proposed new places for the relocation do not have sufficient capacity and are not adequately equipped to accommodate all the existing residents of the RPC.
While persons remain at the Centre, the discontinuation of all basic services puts this vulnerable group at serious risk of violation of their right to life. It also has serious implications on their physical and mental health.

Treatment of Refugees on Manus Island lacks respect: Sir Michael Somare

Former Prime Minister, Sir Michael Somare says the treatment of Refugees and Asylum Seekers on Manus Island by both the PNG and Australian Government, lacks human dignity and respect.

In a statement today, Sir Michael says he watched with sadness as the two countries play football with the lives of refugees on Manus Island and acts of violence perpetrated with impunity and worse still lives have been lost.

When raised in Parliament, Sir Michael was accused of being party to the Manus Agreement, which Sir Michael says he was not.
He says when he took office in 2002, the agreement was already in place.
He stressed that Australia is is a large enough developed country that should be addressing its own problems on their shores and to exploit Nauru and PNG in such a way is disgraceful enough but to treat human beings with complete apathy is ruthless and insensible.

Sir Michael wants Australia to provide support for refugees to integrate and certainly has the capacity to do so.

2000 RLWC Tickets left for PNG Kumuls v Ireland match

RLWC tickets for the match between PNG and Ireland this weekend is running out fast and the public have been urged to purchase the remaining 2000 tickets while they can.
As of this morning, it has been reported that 13,000 tickets have been sold out already.
The remaining 2000 tickets are for the Eastern stand and the Western Wings, the rest including the grand stand tickets have been sold out.
RLWC and the local organizing committee believe this will be another sold out crowd just like the match last weekend.

Fiji earn $395.2m in remittances

Fiji earned a total of $395.2 million (US$190 million) in inward remittances cumulative to September of this year, which noted an increase of 1.7 per cent compared with the same period last year.

This was highlighted in the Reserve Bank of Fiji's Quarterly Review for September 2017 released recently.

Inward remittances are the second largest foreign exchange earner for Fiji just behind tourism earnings.

The major types of remittances to Fiji are gifts and donations of money from former citizens, friends.

This includes gifts and donations from Fijian citizens working abroad as peacekeepers, nurses, caregivers and sports personnel.

Fiji has maintained a steady annual growth of inward personal remittances over the past five years with a 19 per cent increase annually from 2000 to 2016.

According to the review for the third quarter of this year, the growth in inward remittances was largely contributed by gifts, maintenance and donations (3.3 per cent) and immigrant transfers (0.2 per cent), which more than offset the decline in personal receipts (-1.9 per cent).

Total inward personal remittances recorded for Fiji in 2016 had increased by 10.2 per cent from 2015 to reach a new annual record level of $541.8m (US$260.9 million).

While inward remittances rose last year, the central bank said this was a slower increase compared with the 28.3 per cent (to $491.7m ($236.8 million) growth registered in 2015.

Ireland wary of PNG Kumuls Winger Gary Lo threat

IRELAND coach Mark Aston has warned his side to prepare for the threat posed by the player he calls his son when they take on Papua New Guinea in the World Cup.
Winger Garry Lo, who was the scourge of Wales in last Saturday’s 50-6 hammering in Port Moresby, was given his break by Aston at Sheffield Eagles, for whom he scored 49 tries in 46 appearances and is tipped by his mentor to become a success in Super League with Castleford under his old team-mate Daryl Powell in 2018.
More immediately, Lo will be looking to help the Kumuls book their place in the World Cup quarterfinals at the expense of Aston’s Ireland when the teams meet in the second round of Group C fixtures in Port Moresby on Sunday.
“Garry was the first person to meet me at the airport,” said Aston, who arrived with his squad on Wednesday from Cairns, fresh from pulling off a surprise 36-12 win over Italy in their opening game.
“He calls me his English dad. I know what he’s got and he was good at the weekend. That was no surprise to me. Daryl has got a good player who will only get better as he matures.
“He could be a very dangerous player on Sunday.”
The Ireland squad, who were the only home nation to win a game in the first weekend, attended a reception in the capital on Wednesday and have already experienced the craze with which the locals treat rugby league, the country’s national sport.
“We had a security escort, with six cars following the bus and a couple of us got on the back of the pick-up and stood up and watched it all,” Aston said. “And it’s surreal.
“It’s magical what it means to these people, there’s kids jumping all over you.
“It’s one of those moments where you just go ’wow!“We’ve bought into it. When we got drawn in this group, I said we were not going to come into PNG and run out, we’re going to enjoy it.
“Garry wants to take me out for the day on Friday and show me some of the sights. “People are saying don’t go out but what are they going to do to me?
“Garry is the man here, Garry Lo in Port Moresby is the king.

Pressure on Apple to live up to hype

The iPhone X’s lush screen, facial-recognition skills and $US1,000 ($A1,400) price tag are breaking new ground in Apple’s marquee product line.

Now, the much-anticipated device is testing the patience of consumers and investors as demand outstrips suppliers’ capacity.

Apple said Thursday that iPhone sales rose 3 per cent in the July-September quarter, a period that saw the iPhone 8 and 8 Plus come out in the final weeks. Sales could have been higher if many customers hadn’t been waiting for the iPhone X, which comes out Friday.

Apple shipped 46.7 million iPhones during the period, according to its fiscal fourth-quarter report released Thursday. That’s up from 45.5 million at the same time last year after the iPhone 7 came out, but represents a step back from the same time in 2015, when Apple shipped 48 million iPhones during the quarter.

Revenue in that division surged 34 per cent to $US8.5 billion ($A11.9 billion) during the July-September period. All told, Apple earned $US10.7 billion ($A15.0 billion) on revenue of $US52.6 billion ($A73.6 billion), compared with a $US9 billion ($A13 billion) profit on revenue of $US46.9 billion ($A65.7 billion) a year earlier..

Nonetheless, the just-ended quarter largely became an afterthought once Apple decided to release the iPhone X six weeks after the iPhone 8.

China gives Military Vehicles to Papua New Guinea Army

Papua New Guinea Defence Force (PNGDF)  has received  62 military Vehicles donation worth  K17.5 million from the Government of China.

PNG Minister for Defence Solan Mirisim officially signed the agreement on behalf of PNG Defence Force Brigadier General Gilbert Toropo and thanked the Chinese Government for their continues support.

UN in PNG raises concerns about Manus Regional Processing Center

The United Nations Country Team (UNCT) in PNG is gravely concerned by the process by which the withdrawal of all essential services has been carried out at the Regional Processing Centre (RPC) on Manus Island as of 1 November 2017. We are aware of and support the statement dated 2 November 2017 which was released by UNHCR.


The closure of RPC has resulted in more than 600 refugees, asylum seekers, and other related categories of persons, under the responsibility of the PNG and Australian Government, left without food, water, electricity and security which are essential elements of their rights to an adequate standard of living, inherent dignity and right to life.
This is a very serious situation requiring urgent attention of both the Government of PNG and Government of Australia.

The UNCT reminds the Government of Papua New Guinea and Australia of their obligations under International Human Rights and Refugee Laws which must be upheld in the implementation of plans to close the RPC. The UNCT is concerned about reports that the proposed new places for the relocation do not have sufficient capacity and are not adequately equipped to accommodate all the existing residents of the RPC.
While persons remain at the Centre, the discontinuation of all basic services puts this vulnerable group at serious risk of violation of their right to life. It also has serious implications on their physical and mental health.

The UNCT strongly urges the Government of Papua New Guinea and Australia without delay to restore basic services to the Centre, including food, water, electricity and security, until an effective solution is found.

“We urge both governments to communicate clearly to the refugees and related categories of person residing at the Centre, and the public, on the roadmap for addressing the immediate and long-term concerns, including identifying practical solutions for resettlement.”

Ireland surprised everyone last weekend when they beat Italy 36-12, who on paper were tipped to be easy winners, after turning in what Wolfhounds coach Mark Aston described as their best performance.
"The first 40 minutes, were probably the proudest I've ever been as a coach of any team,” said Aston.

"Certainly, the last six when I've been coach of Ireland, that ranks as the best performance - without a shadow of a doubt."

Ireland qualified for the quarter-finals of the 2000 and 2008 World Cups and will be looking to do so again by beating the Kumuls at Oil Search National Football Stadium after falling short in 2013,

Out to put a stop to Ireland’s progress is Papua New Guinea, who are hoping for a repeat of last week and put on another try scoring festival in front of a packed home crowd.

Papua New Guinea crossed for 10 tries including a brilliant hat-trick from captain and fullback David Mead, in their last appearance at Port Mosby Stadium.

But despite the magnitude of the win, Mead still believes his team has more improvement to make before they are at their best.

“We’ve taken a lot of confidence from the win, but there are still things to fix up and improve on both in defence and attack,” said the 28-year-old.

“Our ball security is one thing. I thought if we controlled the ball a bit better and built more pressure, we could have done a bit more damage against Wales.”

The winner of the match is set to finish first in Pool C and book a quarter-final berth in Melbourne on Sunday, 19 November against the team finishing second in Pool A – either England or Lebanon.

Ireland will field an unchanged side from the one that braced the heat in Cairns last week, and will need to do the same up in Port Moresby with hot weather predicted.

As for the Kumuls, they have also retained much the same side from the one that crushed Wales last week, except for a few minor positional changes.

Raiders rake, Kurt Baptiste, makes his way from the bench into the starting hooker position while back Stargroth Amean comes onto the bench.

Ireland has never played PNG in an international game of rugby league before, but they go up to Port Moresby prepared to combat the Kumuls direct style of play.

Ireland halfback, Liam Finn, is excited for the game and knows what a win would mean for their World Cup hopes.

The Rugby League World Cup Pool C match between Papua New Guinea Kumuls  and Ireland will be played at the National Football Stadium in Port Moresby today. Only one team from the Group C progresses  to the finals. Both the Kumuls and Ireland a locked at 2 points apiece after their wins over Wales and Italy last weekend respectively. The winner of this match will progress to the quarter-final play off. It is do-or-die game  for the two teams.

PNG Winger Gary Lo scores the opening try against Ireland
The PNG Kumuls have overcome a spirited Irish side 14-6 to continue their unbeaten start to the World Cup and virtually book their spot in the quarter-finals.

Kumuls winger Garry Lo was the difference, running for a game-high 200 metres, breaking 15 tackles and scoring a try.

His performance was a highlight in an error-riddled contest, with both sides pushing the pass and struggling to execute when it mattered most.

Leading 8-6 at half-time, PNG could not put the game away and it left the door open for an unlikely Irish victory.

Second-row forward Louie McCarthy-Scarsbrook came within inches of becoming an Irish hero, knocking on over the goal line with 10 minutes to go.

Seconds later, Kumuls winger Justin Olam thought he had won the match for PNG but the pass from Ase Boas was called back for being forward.

It was fitting that the match-sealing try came from an error, with Watson Boas toeing forward a wayward Ireland pass before regathering and scoring under the posts with two minutes to go.

His brother Ase converted from in front, giving the Kumuls a thrilling 14-6 win in front of a raucous home crowd.

Earlier, it was Ireland who opened the scoring through hooker Michael McIlorum to lead 6-0 after five minutes of play.

PNG hit back 10 minutes later courtesy of a barnstorming Lo run. It was a deserved try to the Kumuls who had dominated possession but struggled to execute in the early stages.

At 6-4 the game was begging for someone to stand up and take it by the scruff of the neck and that man was Nene Macdonald who showed his class to finish off an excellent PNG play.

The Kumuls dominated the rest of the half but silly errors prevented them from extending their lead, and although their fans would have been happy to be 8-6 up, their lead really should have been more.

Police Confiscate explosives

Police in Lae today confiscated a large number of explosives from a company premises in East Taraka who closed down business sometime ago.
According to Lae Met Supt Anthony Wagambie Jr upon a tip off from a recaptured escapee last week the police intelligence unit carried out investigations and moved into the company premise and removed the explosives.
They have confisticated 23 bags of ammonium nitrate, 7 x magnum powder and 6 plastic explosives.
Met Supt Wagambie said police are concerned that if they had no use with the explosives, they should have reported it and have them removed and passed onto the relevant authorities.
The explosives will be taken up to Igam and kept by the PNGDF’s engineering battalion.  PNGFM/PNG Today
