PNG PM Marape Commends MPs for Passage of Six Bills in Parliament

PNG  Prime Minister James Marape has commended Members of Parliament for passage of six important bills during the August Parliament session which ended last Friday (August 20th 2021).

The six bills are the:

- Motor Vehicles (Third Party Insurance) (Amendment) Bill 2021;

- Motor Vehicles (Third Party Insurance) (Basic Protection Compensation) (Amendment) Bill (Chapter 296);

- Kumul Consolidated Holdings Authorisation (Amendment) Bill 2021;

- Public Services (Management) (Amendment) Bill 2021;

- Medical Registration (Amendment) Bill 2021; and

- Oil and Gas (Papua LNG Project) (Amendment) Bill 2021.

PM Marape said these were all important bills and continue his Government’s reforms of outdated laws which do not serve the interests of the people of Papua New Guinea.

He thanked State Enterprises Minister Hon. William Duma, Public Service Minister Hon. Joe Sungi, Health Minister Hon. Jelta Wong and Petroleum Minister Hon. Kerenga Kua for tabling the bills and MPs from both sides of Parliament for supporting them.

“Passage of these six important bills – which will have a lasting impact on our country - clearly shows that my Government is functioning,” PM Marape said.

“I indicated, when I took office in May 2019, of reforms to existing laws which are now in motion.

“I thank Members of the Opposition for their bipartisan support in most cases.”

The Marape Government also made history last Wednesday by allowing the live broadcast and telecast of National Parliament proceedings in its entirety to PNG and the world.

This breakthrough means that National Broadcasting Corporation television and radio services will be carrying the sessions live past Question Time and the Grievance Debate.

- Motor Vehicles (Third Party Insurance) (Amendment) Bill 2021: The significance of the Motor Vehicles (Third Party Insurance) (Basic Protection Compensation) (Amendment) Bill 2021 is that, by introducing a new Section 18, MVIL will pay K10,000 to dependents of a person who dies as a result of a motor vehicle accident – whether the deceased is a male, female or minor.Under the current legislation, MVIL pays K5000 to dependents of the deceased if the deceased is a male, and K2500 to dependents of the deceased if the deceased is a female.

- Kumul Consolidated Holdings Authorisation (Amendment) Bill 2021: This important bill, which was introduced by State Enterprises Hon. William Duma, will restore the capabilities for monitoring, accountability and governance across the Majority State Owned Enterprises (MSOEs) and help set them on the course to recovery.

- Public Services (Management) (Amendment) Bill 2021: A public servant who wishes to contest the general election will resign 12 months prior to the issuing of writs, as compared to the six months’ notice, and this will be implemented in the 2027 General Election and general elections thereafter; and an officer who contests in the general election and is unsuccessful can be employed into the Public Service after a period of five years from the general election he/she contested in, but through the normal selection and recruitment process. This amendment will take effect from the 2022 General Election and general elections thereafter.

- Medical Registration (Amendment) Bill 2021: The landmark bill, which supersedes the outdated Medical Act of 1980, allows for medical doctors who graduate from Divine Word University (DWU) and any other universities in future to be registered.The Medical Registration Act of 1980 restricted the registration of medical doctors to only graduates of University of PNG and foreign-trained doctors.The bill has made its first major breakthrough by allowing for 19 newly-trained doctors of DWU, who graduated in March 2021, to start their residency training programmes around the country.

- Oil and Gas (Papua LNG Project) (Amendment) Bill 2021:  An Act to amend the Oil and Gas Act 1998, in relation to the Papua LNG Project. The bill clarifies the amendments to the Oil and Gas Act 1998, made by the Oil and Gas (Amendment) Act 2020. It gives comfort to project partners and financiers to progress the Papua LNG Project.

 The SP PNG Hunters have been far from idle during their month-long break from the Intrust Super Cup and coach Matt Church hopes the rest and lessons learned in 2021 will pay off in the final three rounds.

The Hunters have not played since July 24 after Covid lockdowns in southeast Queensland paused the competition, which has been reduced from 19 to 17 rounds due to the delay.

The Hunters return to action against Souths Logan Magpies at Bycroft Oval this Sunday, welcoming key forwards Samuel Yegip and Epel Kapinias back from injury in a team that is almost full-strength.

The Hunters have maintained a buoyant mood in their Runaway Bay camp despite the long lay-off with several players overcoming niggling injuries while most squad members have kept busy with education and trade courses that have been put in place for them.

Nine players are undergoing a strength and conditioning course which is overseen by high performance guru Jeremy Hickmans who spent a decade as Wayne Bennett’s fitness offsider. Other players have undergone trade or business courses through TAFE Queensland in a program put in place with the assistance of the Department of Foreign Affairs and Trade.

“The courses have really helped keep the players busy and their routine as structured as possible, which has been invaluable particularly in the past few weeks when they haven’t been able to play,” said Church.

“It’s tremendous that the players have been able to take advantage of that, which just adds to the benefits we expect them to gain from the season on the field, which for many was their first at this level.”

The Hunters will play before their adopted home crowd on Sunday, hoping to display the touch that floored finals-bound Northern Pride on the road 14 days before the competition was put on hold.

The Hunters’ only regular player unavailable on Sunday will be Keven Appo (ankle) while Gilmo Paul will become yet another Hunter to make his Intrust Super Cup debut in 2021.

The 22-year-old premiership-winning Hela Wigmen centre joined the squad in May and has been playing in the Gold Coast league. He was set to debut in the July 31 clash with Wynnum Manly but the round of matches was cancelled that day.

The Magpies are a feeder club for the Brisbane Broncos but they tonight named a squad without their NRL contingent, who remain in a Covid bubble and away from the Intrust Super Cup.

That includes the likes of Cory Paix, who is named on an extended Broncos bench this week for their NRL clash with the Sharks, while semi-regular Magpies Anthony Milford and Corey Oates have returned to the NRL.

The Magpies are locked in a desperate race for the eight, with teams placed sixth to ninth separated by only one win.

Fiji records 423 new COVID-19 cases, nine new deaths reported

 New COVID-19 cases from Labasa and additional cases on Malolo Island reported Thursday as infections are now recorded in Fiji’s major divisions.

Fiji has recorded 423 new cases of COVID 19 and nine new deaths increasing the total number of cases in the island nation to 45,098 and 466 deaths since the outbreak in April.

Permanent secretary for Health, Dr James Fong said 328 cases are from the Western division, 92 cases are from the Central division and three cases are from the Northern division.

Dr Fong said the three new cases in the North were detected in the Namara Tiri Settlement in Labasa.

“The index case is a freight vehicle driver who works at the Nabouwalu wharf and was tested as part of the routine surveillance programme for those working within the Nabouwalu wharf operations,” Dr Fong said.

“He tested positive on 24 August and subsequently two household contacts have also turned positive. His previous negative swabs on 14 July and 03 August, and 12 August were negative, suggesting recent exposure and infection.”

Dr Fong said six more individuals had tested positive for COVID-19 in Malolo.

He said there were now 23 active cases on Malolo Island.

Dr Fong said a medical team from Lautoka had travelled to Malolo Island to assist the onsite medical team with the necessary response, including isolation of cases, contact tracing, and quarantine of contacts.

He also announced nine COVID deaths reported from 19-25 August included a 94-year-old elderly woman of Somosomo Village, on Naviti island, in the Yasawas.

He said they were now investigating how this person became infected.

“… The ministry’s response team in the West are conducting contact tracing and testing of contacts to identify more cases on the island. More information will be provided to the public as investigations progress.”

“There have been 230 new recoveries reported since the last update, which means that there are now 19,280 active cases. 9,568 active cases are in the Central Division, 9,573 active cases in the Western division, 4 active cases in the Northern division (Nabouwalu and Macuata) and 135 active cases in the Eastern division (all in Kadavu).

“There have been 45,098 cases during the outbreak that started in April 2021. We have recorded a total of 45,168 cases in Fiji since the first case was reported in March 2020, with 25,138 recoveries,” said Dr Fong.

Dr Fong said of the nine deaths, one was reported in the Central division and the rest in the Western division.

There are currently 233 COVID-19 patients admitted to hospitals in Fiji.

“102 patients are admitted at the Lautoka Hospital, 36 patients are admitted at the FEMAT field hospital, and 95 admitted at CWM hospital, St Giles, and Makoi. 39 patients are considered to be in severe condition, and 11 are in critical condition.

As of 25 August, 553,399 adults in Fiji have received their first dose of the vaccine and 251,396 have received their second doses.

“This means that 94.3 percent of the target population have received at least one dose and 42.9 percent are now fully vaccinated nationwide,” he said.

UK Government supports Pacific island progress on extended continental shelf submissions

 The UK Government has signed an agreement with the Pacific Community (SPC) for £263,000 (US$359,000) that will help Fiji, Vanuatu, Solomon Islands, and Tonga to secure the rights and responsibilities over their respective ocean spaces.

The ocean sustains a multitude of activities that fuel local, national and international economies, providing livelihoods and food security for 10 million Pacific Islanders across the region.

Pacific Island Countries (PICs) are the custodians of 20% of global maritime zones. To optimise the management, use and conservation of this vast ocean space, PICs require certainty over their maritime zones as defined by the United Nations Convention on the Law of the Sea (UNCLOS). This includes the extended continental shelf (ECS) areas beyond their 200 nautical mile exclusive economic zones (EEZs).

Clarifying sovereign rights over these ECS areas is crucial for the stability and development of PICs. Until these gaps in the world map are closed, PICs may not be in a position to fully protect their interests and achieve their blue economy aspirations.

The UK Government, through its Conflict, Stability and Security Fund (CSSF) will provide timely assistance in partnership with the Pacific Community (SPC) to build the capacity of PICs in all aspects of progressing their ECS submissions.

Currently, there are 10 PICs with 17 ECS submissions at various stages awaiting examination by the Commission on the Limits of the Continental Shelf (CLCS). Among these states, the Solomon Islands, Vanuatu, Tonga, and Fiji have two joint and three individual submissions awaiting examination – North Fiji Basin, Charlotte Banks, South Fiji Basin, Eastern Kermadec Ridge, and Western Lau-Colville Ridge.

British High Commissioner to Fiji, George Edgar said,

“We are glad to support this project which aims to help Pacific Island Countries ensure that their maritime zones are well defined. That will provide a basis for management and protection of these areas and enable sustainable use of marine resources to generate income and create employment, and ultimately contribute to the reduction of poverty.”

PICs have worked individually and collaboratively to develop submissions and preliminary information to define the outermost limits of their continental shelves. They have been supported by the SPC and a consortium of partners in the technical process and with the additional assistance from UK Government, work on ECS submissions can be further developed that will enable PICs to exercise their sovereign rights to explore, manage, or conserve seabed resources on the continental shelf extending beyond the EEZ.

Dr Paula Vivili, Deputy Director-General Science and Capability said,

“On behalf of the Pacific Maritime Boundaries consortium of partners, SPC welcomes this contribution from the UK Government to continue the vital work of supporting our member states to prepare and defend their ECS submissions. This will help countries achieve sustainable development goal Target 14.C– to enhance the conservation and sustainable use of the oceans and their resources by implementing UNCLOS– and it comes at a critical time in the development of regional ocean governance, at the beginning of the UN Decade of Ocean Science for Sustainable Development.”

The ECS project will contribute to the broader Pacific Maritime Boundaries programme of work coordinated by SPC and supported by a consortium of partners, including the Pacific Islands Forum Secretariat, the Office of the Pacific Ocean Commissioner, the Pacific Islands Forum Fisheries Agency (FFA), the Australian Department of Foreign Affairs and Trade (DFAT), Geoscience Australia, Attorney General’s Department- Australia, University of Sydney, New Zealand Ministry of Foreign Affairs and Trade (MFAT), GRID-Arendal, as well as the European Union and Sweden through the Pacific European Union Marine Programme (PEUMP).

Heartbreaker For SP PNG Hunters As Magpies Score Late Try

 SP PNG Hunters suffered the most heart-breaking loss of their Intrust Super Cup season as Souths Logan Magpies scored in the final 90 seconds to claim a thrilling clash at Bycroft Oval today.

The scores were tied at 26-all when the Magpies rolled the dice, chipping ahead and regathering before a switch to the left corner found a gap in the Hunters’ defence. Isaiah Tass kept a perfect record with the boot, converting from the corner for a 32-26 Magpies win.


Four minutes earlier, Tass had kicked a penalty goal to take away the Hunters’ 26-24 lead against a finals-bound Magpies team.

The Hunters are taking plenty of benefits from their season in Queensland, learning lessons that will stand the team in good stead in coming years. Their position on the ladder belies their competitiveness in games with the Magpies stretched to the limit today.

Terry Wapi scored twice in the opening 20 minutes as both teams traded blows today before a 64th minute try to Emmanuel Waine pushed the Hunters clear. Waine was on the end of a slick short-side movement that moved the Hunters two points ahead.

“We played some good footy today, moving the ball as well as we have all season, but Souths kept coming so full credit to them,” Hunters coach Matt Church said.

“We’re learning a lot this season and it will be a season that pays off for us in years to come. That includes how we can best handle these close games that come our way.

“We’re a team that competes to the end in every game so the next step is to win when these games are on the line.”

Gilmo Paul impressed in his Hunters debut – another important step for an inexperienced player in his Intrust Super Cup career.

The Hunters played the last half-hour without Wapi, who failed a head injury assessment. However Wapi was in good spirits after the match.

Tass again proved important for the Magpies. He landed all eight attempts at goal when the teams met earlier this season.

And he landed all six attempts today, proving the different as both teams scored five tries. Ethan Quai-Ward scored two for the Magpies, including a try in the 53rd minute against the run of play. Quai-Ward steamed 60 metres off a Hunters’ attacking play, changing the game.

“Souths took their opportunities and they’re heading for the finals so they have plenty to play for,” Church said.

“That try hurt us but we had our own opportunities and we’re making progress.”

It was the first round of matches in the Intrust Super Cup for five weeks after a break because of Covid lockdown.

The Hunters travel to Rockhampton to take on the Capras next weekend while the Magpies are away to the Tigers.

Criminals Using Taxi Cabs to Commit Crimes in Port Moresby

NCD Metropolitan  Superintendent Gideon Ikumu said criminals are using taxis to commit crimes  because their chances of stealing cars in the city is being restricted by effective police responses.

Mr Ikumu made this comment after five suspects were seen leaving a crime scene in a red and white cab in Gordon yesterday. 


A video footage captured by CCTV showed five armed men robbing customers and staff at the KMC fast food shop at Gordon yesterday.

Mr Ikumu said the cab driver could be a suspect or a victim in this crime.

He said in a similar incident recently, criminals used a cab and attempted to hold up a delivery truck at 8 mile but the driver evaded this crime by reversing away from the suspects.

When police impounded a red and yellow cab, the driver said, they put a gun to his midriff and attempted to rob the truck. 

The cabby said a suspect held him at gun point while others went after the truck. He said they returned and forced him to drive away from the crime scene.

 Another taxi cab was also used early this month to rob some people at Badili before police gave chase and recovered the abandoned taxi at Vanagi settlement.

These string of crimes involving taxis point to a new modus operandi used by criminals to commit crimes Mr Ikumu said.

He said the effective police responses in NCD Metropolitan command is resulting in the quick recovery of stolen cars. 

He said criminals steal cars purposely to use them 

as getaway vehicles.

"We are restricting their crimes and that's why they are resorting to this new method." The Met-Supt said.

He cautioned taxi drivers to be wary of such tactics adopted by criminals. 

He said a plan to clamp down on this new crime is being mooted within the command.

NBPOL Supports Goroka Show with K20,000

The New Britain Palm Oil (NBPOL) gave a total of K20, 000 towards supporting the Goroka committee in their preparation and hosting of the 65th Goroka Show.


The 2021 Goroka Show is set for September 17th to 19th in Goroka Town, Eastern Highlands Province. This year's theme for the show is 'save our planet, save our future’.

The Goroka Show is a significant cultural event in the Highlands region of Papua New Guinea.

It is also the longest-running annual cultural festival in Papua New Guinea drawing thousands of tourists to the country every year in September during the week of the nation's Independence Day celebrations.

The sum of K20,000 given by NBPOL makes them the bronze sponsor of the show.

NBPOL is the largest and leading agri-business in Papua New Guinea, known throughout the country as the producers of Ramu Sugar, Ramu Beef, and Numando Beef, besides palm oil; and is the largest employer in the country after the Government of PNG.

States NBPOL country director Mr Robert Nilkare Goroka said the show is one of the oldest and well-renowned community events in the calendar of Eastern Highlands and Papua New Guinea.

“The Show is not only a well-known cultural event in the country but one that also promotes innovation and socio-economic opportunities through displays and exhibits of a range of goods and services from around the country,” said Nilkare.

He said the staging of this year’s show demonstrates the resilience and a lot of hard work being put into it behind the scenes by a strong Committee with its stakeholders to continue promoting PNG’s rich and diversified cultures including agriculture despite the prevailing coronavirus.

“2020 and 2021 have been tough years for us, just like everyone else but we are pleased to chip in with whatever support available.

“Keeping the Show alive during this pandemic means keeping the economy and country going, something we are passionate about.”

OK Tedi Mine Declares Interim Dividend of PGK 150 million

 Papua New Guinea's Ok Tedi Mining Limited (OTML) Chairman Sir Moi Avei KBE today announced that the Company has declared an interim dividend of PGK150 million to be paid in September 2021.

Sir Moi noted that despite a fire incident at the mine’s processing facility late last year that impacted its January 2021 production, and a two-week suspension of operations in March 2021 due to COVID-19, the Company had benefitted from improved second quarter production and strong metal prices.

He said, “this has enabled the Board to declare a dividend to the Kumul Minerals (Ok Tedi) Limited, who now owns 67% of Ok Tedi following the recent transfer of shares from the Independent State of Papua New Guinea, and the three landowner entities representing our communities and collectively owning 33% of Company”.

He added that OTML continued to maintain a strong balance sheet with no debt, and liquidity remaining within board established guidelines.

Sir Moi thanked management and the workforce for their collective efforts to deliver this result during a particularly difficult time.

Furthermore, Sir Moi also announced that the OTML Board had approved an updated 2021 strategic business plan which extends Mine Life for a further three years from 2029 to 2032. This follows the three-year extension announced last year. He said, “this extension of mine life reflects the combination of a strengthening long term copper price outlook coupled with detailed strategic planning work undertaken to find mine waste solutions”.

This revised mine life will see the Company generate in the order of PGK20 billion in free cashflow over the next 10 years

He also announced that the Board had approved an investment of nearly PGK750 million over the next two years to extend the service life of the aging processing facility.

Wapi Sidelined As SP PNG Hunters Chase Win In Rockhampton

 SP PNG Hunters have lost fullback Terry Wapi for the rest of their Intrust Super Cup season just when they were set to field an unchanged squad for the first time in 2021 against the Central Queensland Capras in Rockhampton on Saturday.

Wapi left the field with a head knock after scoring two tries against Souths Logan Magpies last Sunday but a fractured finger was more troublesome, ruling him out of the remaining two games of the season.

With Norman Brown absent through injury, utility Edwin Ipape will wear the No. 1 jersey at Browne Park after playing well in the final half-hour of last Sunday’s 32-26 loss against the finals-bound Magpies.

Brandon Nima comes on to the bench in the only change in the squad to play the Capras, who have shown real fight in their matches this season despite sitting in last place.

The Hunters’ frustrating loss to the Magpies, who took the lead in the dying stages of last Sunday’s game, has not dimmed the team’s confidence and desire this weekend before they complete their season against fifth-placed Tweed Seagulls the following weekend. Six of the Hunters’ losses this season have been by 12 points or less. The squad has

included 12 players who made their Hunters’ debuts this season, developing invaluable experience for the coming years.

Magpies skipper Rory Ferguson told Hunters coach Matt Church after last Sunday’s game that the effort was the best he had seen from a Hunters outfit.

“We played some really good football and I was pretty pleased with the effort, which a coach doesn’t often say after conceding 32 points,” said Church. “Four of their five tries came from kicks and outside that we were good defensively.

“So I think we can take some confidence out of that after more than a month without footy and we’ll travel to Rockhampton really determined to get the win.

“I was looking forward to being able to field the same side two weeks in a row for the first time but Terry’s injury was worse than what he first thought. But that brings an opportunity for Edwin who went well when he moved there last week.

“The enthusiasm and the spirit of the team could never be doubted and last Sunday was another example where the effort and lot of the execution was excellent but a little inexperience might have let us down. In time, that will get better.”

This is the first time this season the Hunters have met the Capras, who were beaten 36-12 by leaders Norths Devils last Sunday and have won one game and had two draws in 2021.

But they have lost six games this season by single-point margins, providing a real challenge for most teams.

A music video of the Wame Blood hit song, “Mt Lemina (KR Nongo)” featuring musicians of the United States Pacific Fleet Band, the Japan Maritime Self Defense Force, and the Philippine Navy was released today 1 September 2021 (0800 PNG time) on the Pacific Partnership Facebook page to mark the last virtual stop of Pacific Partnership 2021. 

Johnny Yawari, leader of award-winning PNG band Wame Blood said, “This musical exchange on the back of technology circumvents challenges posed by the Covid-19 pandemic and this is arguably the first of its kind for Papua New Guinea.”

Covid-19 has reset a lot of human activities.

“The Covid-19 pandemic stopped international travel in 2020 and 2021 and has drastically changed the way governments, businesses, churches, families and individuals go about their daily routines. We understand that it has stopped the Hawaii-based United States Pacific Fleet Band from making its annual visit to PNG in 2020 and 2021.”

However, social media, technology and the law have allowed the U.S. Pacific Fleet Band to pay a virtual visit. 

“The U.S. Embassy in Port Moresby reached out to us on social media about an interest by the Pacific Fleet Band to record and release a cover of our hit song and we embraced the opportunity. Our independent music publishing administrator, Oala Moi, went to work immediately and executed the licensing agreement last month following weeks of negotiations via email.”

The lyrics, catchy tune, top notch production by B-Rad Studio, and song popularity (thanks to local radio stations and social media access) are behind the decision to cover the song. 

“We understand the Pacific Fleet Band warmed up to the song as it expressed their longing to visit PNG as they usually do except Covid-19 stood in the way. It’s interesting how lyrically, the song uses metaphors like ‘Mt Lemina' and ‘Wara Mendi' to describe roadblocks or challenges and how we can refer to the global pandemic in a similar context for the Pacific Fleet Band.”

The song reinforces bilateral ties through music. 

“Music and lyrics are universal and borderless, and this point is made by musicians of the United States Pacific Fleet Band, the Japan Maritime Self Defense Force, and the Philippine Navy performing on a song that is not written in their mother tongue. The bond and the understanding that it creates between our respective countries and people is far-reaching.”

The song is registered with APRA AMCOS for collective management purposes, and the U.S. Pacific Fleet Band will release a music video of their rendition on their official social media pages in addition to giving us the exact same videos to share on the Wame Blood Facebook page, YouTube channel and website commencing on 1 September 2021.

“Everyone at Wame Blood looks forward to the launch of this milestone music project and we hope our fans enjoy it too.”

BSP responds to fees being circulated on Social Media

BSP Financial Group Limited (BSP) in its media release yesterday stated that they are aware of the unattributed comments about their Fees and Charges being circulated on Social Media.

BSP stated that these fees and charges are either wrong, not charged by BSP, have been reduced, and/or were eliminated some years ago.

Group CEO Robin Fleming said the fees that are currently being circulated in social media are outdated fees and in certain instances quote fees that have never been charged by BSP.

“In most cases, BSP’s fees are lower and we do not charge fees that other banks charge such as dormant fees of up to K10 per month,” said Fleming.

“BSP does not charge a cash handling fee for every cash transaction or any K7 cheque deposit fee with the cheque deposit fee eliminated in 2015.”

He explained that BSP’s Kundu Packaged Account is a packaged account designed for customers who use all BSP banking services regularly with a monthly fee of K9.50 and no in-branch or electronic banking fees other than top-ups applied.

Fleming added that BSP’s Kundu Standard Account has no monthly fee. Fees on the Kundu Standard product are only charged per transaction with the Kundu Standard product more suited to infrequent users of bank accounts.

“We do not charge any monthly fee for a Kundu Standard Account and the monthly fee which includes free transactions for the Kundu Packaged Account is K9.50 but all in-branch transactions are free as are a number of other electronic transactions,” Mr Fleming said.

“We do not impose a fee of K1.50 on Mobile Banking. ‘Transferring Funds’ via Mobile Banking between one’s own account is free for both our Kundu Standard and Package Accounts including the ‘Transfer to Third Party’ on the Kundu Package Account. A fee of K0.25t applies for Easipay Top-up on the Kundu Standard Account,” he further added.

BSP also offers fee-free Accounts with Competitive Interest Rates such as the Plus Saver Account, the Kids Savings Account, and Sumatin Account.

Mr Fleming said BSP has not increased its fees since 2014 and has in fact reduced many of its fees over that time adding the bank has foregone in excess of K50m in fees annually as a result of its fee-reduction initiatives.

“The bank has made a conscious decision not to pass on any increased costs to customers and we have made every effort to reduce fees and ensure customers are provided with a cost-effective product that suits them,” emphasized Mr Fleming.

He said BSP has in the past published fees and charges in comparison against other banks to provide a factual transparent avenue for customers’ information.

“And we will continue to do that to keep our customers and the public fully informed so they can choose suitable accounts and services to suit their needs,” concluded Mr Fleming.

West Sepik seeks help to manage COVID-19 pandemic outbreak

PNG HEALTH authorities in West Sepik are seeking help to manage the COVID-19 pandemic as the number of cases rise.

They are also advocating for provincial lock-down or a partial lockdown to prevent a possible second surge of COVID-19 cases. It had a lock-down early this year when it had its first surge.

Director for WSP Public Health and Incident Manager Dr Trevor Kelebi said in a situation report submitted to the National Coordination Centre that the six-bed isolation ward at the Sandaun Provincial Hospital was full throughout the month of August and is managed by one health extension officer and junior nursing staff and need added clinical manpower support.

“We are advocating for a provincial lock-down during Provincial Control Centre (PCC) or a partial lockdown with strict compliance to Niupela Pasin, vaccination and mandatory swabbing,’’ said Dr Kelebi.

He said West Sepik has so far confirmed a total of 594 positive cases of which seven died, including two in the month of August, and they are expecting a surge in the coming weeks.

It is also difficult to know the real situation in the province now due to low testing, especially with swabbing hesitancy which poses a challenge to effective contact tracing. The other big challenges facing West Sepik’s response to COVID-19 lies in high hesitancy towards vaccination and lack of adherence to Niupela Pasin.

“A total of 490 vials (10 doses per vial) of AstraZeneca vaccines were received on 22 April 2021 which expired on the 29th of July, 2021 and additional 200 were received in early August which will expire on 30 September, 2021,’’ he said.

Furthermore, he said all health facilities and business houses’ attempts to strengthen the ‘no mask, no entry’ policy at all entry points remains a challenge due to so many social media critics having a big influence on the public.

Together with the Sandaun Provincial Inter-Agencies, the Provincial Health Authority has submitted the West Sepik Surge Plan on August 4, 2021 to NCC and relevant government agencies.

With its close proximity to the border with Indonesia and the threat of current or future outbreaks of epidemics or pandemics, the WS PHA is also seeking a new isolation and quarantine site to be constructed on state land. Currently, they are renting a private property for quarantine and isolation for COVID-19 asymptomatic or mild cases with their contacts which the WSPHA says is not sustainable.

In response to the WS PHA request, the Deputy Controller for the National Pandemic Response, Dr Daoni Esorom, has confirmed receiving the WS PHA report at the National Coordination Centre and will be providing support to the PHA.

Dr Daoni confirmed that an Emergency Medical Team is now being put together with the clinical management and the Emergency Medical Team clusters at the NCC that will consist of an emergency specialist doctor, four clinical nurses and an Infection Prevention Control (IPC) nurse to support the PHA team respond to the surge. He also confirmed that WHO has three staff already on the ground in Vanimo to support the PHA.

“We will support the WS PHA team to respond to the current surge. Some of the positive samples have been sent to Melbourne for genome sequencing which will confirm whether they are delta variant cases.

“I strongly urge all the PHAs to be prepared for any surges in the delta cases. This is the time that all PHAs must be preparing themselves for surges in the delta variant cases. I urge all the PHAs to increase the surveillance, testing, IPC and to have in place enough ICU beds to respond to any delta variant cases. All hospitals must have enough oxygen in the ICU and hospitals to respond to any increase in the number of cases,’’ Dr Daoni said.

SP PNG Hunters Show Value Of Learned Lessons with 22 - 20 win over Central Queensland Capras

 SP PNG Hunters proved the lessons learned in their challenging Intrust Super Cup season as they held off a Central Queensland Capras fightback for a treasured 22-20 win in Rockhampton tonight.

The Capras scored twice in the final minutes, including from a crossfield kick after the siren that bounced and fell for a try for the home team. That left them with a conversion from about 10 metres in from the sideline which swerved to the left, delivering a deserved victory to the Hunters.


The visitors made it difficult for themselves at times with intercept passes, three sin-bins and dropped balls over the tryline but they scrambled all night, none more important than the bone-rattling tackle by Benji Kot as the Capras threatened to score close to the posts in the final minute.

It was a dramatic end to a match that the Hunters controlled early when they jumped out with three tries in the opening 14 minutes before the Capras began a fightback that threatened to derail the game for the visitors.

The Hunters have conceded handy leads previously this season to the likes of the Sunshine Coast Falcons and Mackay Cutters but tonight they showed the benefits of those experiences to win the match.

“That was a pleasing result because we are showing the benefits of this season together,” Hunters coach Matt Church said.

“We stuck together when the Capras kept coming at us but we knew that they weren’t going to go away easily tonight.

“I was proud of the way that the players’ hard work paid off tonight. They have been working towards a win like this and, while we did make it tough at times, we were good enough to scramble when it mattered.

“We’ve got plenty of young players in our squad and a win like that is a very good experience for them.”

One of the decisive moments in the match came before halftime when the Hunters followed two successive Capras’ tries with a stirring movement that went the length of the field for a memorable try.

Emmanuel Waine’s storming run ended with an offload to Judah Rimbu, whose pass sparked a slick backline movement that ended with Solo Wane’s second try.

It was tough to pick the best of Wane’s tries. He finished off a superb moment in the 14th minute when milestone man Ase Boas placed a clearing kick that was set to roll over the sideline for a 40-20 ruling.

Capras’ fullback Cooper Marshall desperately batted the ball back into the field of play only to find Wane, who toed ahead and regathered in the in-goal area for a classic Hunters try that sparked plenty of noise from the PNG fans at Browne Park.

The Hunters led 18-12 at halftime, converting only one of their four tries to enable the Capras to remain closer than the momentum of the game suggested.

The Hunters threatened to break the game open early in the second half with Waine proving extremely difficult for the Capras to handle. He made another barrelling run down the field which almost led to a try, only for his pass to find the Capras’ hands and end with a penalty.

That led the Capras on a movement downfield which led to minutes of sustained assaults on the Hunters’ line. But the vistors’ defence was up to the task, overcoming some late sixagain calls that favoured the Capras to prevent any points.

Their reward came in the 64th minute when Charlie Simon’s show-and-go found a short ball for Judah Rimbu to dive over for a deserved try.

The Capras kept coming at the Hunters throughout the match, bubbling along with PNG players Nixon Putt, McKenzie Yei and Jedidiah Simbiken aiming up against their countrymen.

Simbiken scored in the 19th and 32nd minutes as the Capras overcame the Hunters’ early dominance to bring the margin back to two points.

4% Interest Rate for PNG Nambawan Savings and Loans Socieity NSLS Members

The Nambawan Savings and Loans Society (NSLS) members will receive a 4% crediting rate into their savings accounts for the 2020 financial year.

Chief Executive officer John Solok. said the 4% crediting rate represented a 3% increase from the normal 1% credited to members annually.


This comes after the NSLS recorded a K6.7 million revenue last year – representing a 21% increase from 2019 with a K2.38 million net profit.

Other high points include a 24% growth in net asset worth K12.2 million, the highest membership growth of 26,633 – a 20.1% growth, and an increase in loans by 24%.

Solok said revenue increased because the NSLS looked at other revenue streams apart from the traditional interest rates on loans to customers.

“One of the things about savings and loans is about members helping members.

“We don’t do huge charges, if you go to us on a reducing balance, you have a 1% interest on your loan which is by financial standards the cheapest in the market,” said Solok.

He said it’s all about having the cash to help members without applying too much stress on them on their repayments.

“We those access cash, we look at growing their wealth so we look at wise investments on short money markets,” said Solok.

He said the strategic move recently was towards buying blue cheap investments as in Kina Bank.

Solok said their growth is now dependent on interest rates by growing other investments to make sure that they are growing at a high return on investment.

PNG PM Marape Responds to Unitech Students Protest

VACCINATION NOT COMPULSORY, BUT WORK PLACE SAFETY IS IMPORTANT TOO

PNG Prime Minister Hon. James Marape has reiterated that it is not compulsory for citizens to get COVID-19 vaccination, however, work place safety is also important. 

He said finding a balance to ensure people , jabbed and not jabbed, work in a safe environment is important .

He said this in response to reports of students at the University of Technology in Lae staging a peaceful protest march today in support of workers who have been affected by the ‘No Jab, No Job’ policy being implemented by companies in Lae.

PM Marape said he made the Government’s stance on this issue clear to workers of Lae International Hotel who met him last Friday. 

To check what is happening at work places under scrutiny, a team from the National Control Centre (NCC), led by Controller David Manning, will be in Lae tomorrow to meet Lae Chamber of Commerce and Industry and different employers to ascertain work place safety issues in accordance to ‘Niupla Pasin’.

“We need to know exactly what the work place issues are before we all jump to conclusions on this matter,” PM Marape said.

 “The Government has intervened to get NCC to look into employers accused of implementing the ‘No Jab, No Job’ policy.

“I can assure the students, employees and the public that we will find a balance between work place safety and individual’s right to choose not to be vaccinated.”

Meanwhile, PM Marape says he never walked away from the Lae International Hotel workers last Friday, as some people have been claiming. He said he answered questions, and then had to rush to catch a helicopter flight to West New Britain.

“I stepped out of my car to address the crowd at Lae International Hotel, and then had to rush off to catch the helicopter flight to West New Britain, given the weather conditions at the time,” PM Marape said.

“My full address to hotel staff was captured by Lae-based media.”

Australian High Commissioner Jon Philp officiated at the event with local MP Hon. Petrus Thomas, MP and other stakeholders representing the partnership in delivering essential health services. 

Together with our partners, we have supported the hospital with building repairs after the 2018 earthquake, placement of medical and technical specialists and the new x-ray and pathology clinics. 

Community leaders also took the opportunity to get vaccinated against COVID-19 during the event.

''My Government is not run by Foreigners'', says PNG PM Marape

Papua New Guinea  PRIME Minister Hon.James Marape has slammed claims that his Government is "being run by Australian advisors".

He said this latest attack looked to be another work of political opponents making up fallacies and misconstruing facts for political mileage, and was far from the truth.

"The Marape Cabinet is guided by our secretary and public service executives," said the Prime Minister.


"Of course advisors are engaged but in the specialist areas where foreign aid and programmes are being run; they are there to assist with those programmes.

"The Government listens to advice and we make the final decisions based on the best interest of our country consistent with government policies and the laws of the country.

"Our Cabinet comprises very experienced Papua New Guinean leaders who are being guided by an equally experienced public service beauracracy. We are capable of making important decisions ourselves.

"As for the advice we do receive from foreign advisors, including Australian, we value them and for that we thank our advisors for giving us their time and putting in an effort to help our country," said PM Marape.

The Prime Minister warned Papua New Guineans to be on the look out for political propoganda being driven by Peter O'Neill and Belden Namah.

"Do not be gullible; be wary of the messages these two people are pushing," said PM Marape.

"This is the sneaky duo, whose O'Neill-Namah combination stole government from Grand Chief Sir Michael Somare in 2011, plundered a K2 billion budget surplus and forced it into deficit in 2012, and brought about a wreckage we are now trying our best to salvage.

"Be very wary of them. These two are not genuine," said PM Marape.

"Any news opposing our government coming from their camp should not be trusted because these two mens' track records in managing our country speaks loud and clear. It is not good."

SP PNG Hunters retain Winning team Line-Up for final end of season match against Tweed Seagulls

 After 17 rounds, the SP PNG Hunters finally have an injury slate clean enough to field the same squad for two weeks running when they meet Tweed Seagulls in their final match of the Intrust Super Cup season on Saturday.

The Hunters escaped without injury from last Saturday’s thrilling 22-20 win over Central Queensland Capras in Rockhampton and they are determined to finish the season in style against the fourth-placed Seagulls at Bycroft Oval.


The Hunters held on for victory over the Capras when they were under pressure with two men in the sin bin due to professional fouls. But they lamented their ball retention after gaining a 14-0 lead after just 15 minutes.

“It was great to get the win we’d been chasing but we looked at the video review to identify the areas we want to improve in,” coach Matt Church said.

“We knew we should have been better. But it’s a real positive that we held on and can now field the same side one to 17 for the first time this season. The fact it took until the last round to do that is a bit of a tale of our season.

“That gives the opportunity for all the players who contributed to the win to back it up and hopefully lift their level for our last game of the year before they head home to PNG.

“We’ve had a lot of challenges this season but it’s a real credit to how the group have stuck together and I’m sure they know the value of finishing such a unique season in the Hunters’ history with a good performance against one of the competition’s best teams.”

While the selected side is the same that played against the Capras, there is one change to the line-up originally named which had Emmanuel Waine in the centres and Brandon Nima and Dilbert Isaac on the bench.

Waine and Nima swapped positions while Isaac broke his thumb when he slipped on some steps after having an outdoor shower at the end of a training session at their Runaway Bay base late in the week.

The Seagulls will be desperate to play well on Saturday as they fight for a top-four position

The Seagulls are among four teams, placed second to fifth, tied on 22 points. The top four teams will get a second chance in the first week of the finals while teams placed five to eight face elimination matches.

This round ends the regular season as each team completes at least one match against the rest of the competition. Tweed is the only team the Hunters have not played this season.

The Hunters have been based at the Runaway Bay Performance Centre next to Bycroft Oval for almost seven months due to Covid restrictions that prevented them from returning home during the season.
