Papua New Guinea's Eastern Highlands Governor Peter Numu has joined the Opposition after switching seats  during PNG Parliament session.

Numu made the move after he did not get a favourable response from Deputy Prime Minister and Treasurer, Charles Abel, regarding coffee farmers in his province.

In a media conference, the Opposition members welcomed Governor Numu and made a bold statement that many more are joining them.

Governor Numu said his move is for the good of his people and not for his own personal gain.

“I have been observing what has been going on with the current Government and cannot just sit there but will make a move.

“My move to the Opposition was for the good of my people.

“We have been deprived of what is rightfully ours for a very long time.”

Governor Numu said he had discussed with his people before making the move.

Opposition leader Patrick Pruaitch, when welcoming Governor Numu, said such move by the young leader speaks of the leadership maturity he has.

“Many MPs know what is wrong with the government but cannot be moved because they are scared.”

He said Governor Numu has made the right decision and is appealing to those others that are undecided to move over and together they will change the current government.

NRL League stars' promotion of coal in PNG questioned

Questions have been raised in Papua New Guinea over the visit by Australian rugby league stars to promote coal development in the country.

The Australian company Mayur Resources has an environmental permit to mine coal in PNG's Gulf Province, and is proposing a coal-fired power plant in Lae.

It's recently deployed a second former league star, Sam Thaiday, to PNG in a promotional capacity.

Former Australian captain Darren Lockyer is Mayur's head of Business Affairs.

Christian Lohberger of Nogat Coal PNG, which opposes Mayur's plans, said the league stars, and Lockyer in particular, are idolised in PNG.

"Even though they're just footballers, when they talk and say stuff, people listen. So I guess it's a smart move by Mayur to bring them on board. But I don't know if it's really ethical that they should be using Papua New Guineans' love of rugby league to promote something that's not really connected."

Mr Lohberger said that the proposed plant would create significant pollution and cause harm and death to local communities.

However, PNG's Minister for Energy Sam Basil is supporting the coal project, saying it would open up access to cheaper energy that has long been lacking in the country.

Mr Basil has voiced concern that the current power plant in Lae uses imported heavy fuel oil and is cost inefficient.

He said that PNG should explore as many local energy options as possible, given the country's range of natural resources.

However the plant backers have not secured a local customer or off-taker for the power produced at the plant.

The main power supplier in the country, PNG Power, has been reluctant to buy electricity from coal sources.

Mr Lohberger said he understood PNG Power was waiting on a pending World Bank report on a comprehensive electricity generation cost strategy, which could affect a decision on linking up with Mayur's plant.

"I would say with the way global trends are going, the surge in renewable energy, and the fall in prices of solar and wind and hydro, that any report that takes a look at power prices is not going to be favourable to coal," he explained.

But global shifts away from investment in fossil fuels, due to pressing climate change issues, are not deterring the minister who has cited PNG's neighbours' energy policies.

Mr Basil said that with both Australia and Indonesia heavily reliant on coal power, PNG should not deprive itself of a home-grown asset. Source: Radio New Zealand

The future of the ruling Cook Islands Government hangs in a balance, after a win by the Democratic Party in the Invirua by-election Tuesday.

Agnes Armstrong retained her late husband's seat for Invirua constituency - giving the opposition party 12 seats - equal to Prime Minister Henry Puna's Cook Islands Party.

Armstrong was declared winner of the Ivirua seat after the preliminary count. The seat was left vacant after the passing of the candidate’s husband, the late Anthony Armstrong.

Armstrong won majority with 48 votes, Daryl Rairi of the Cook Islands Party had 30 votes, Teariki Heather of the newly formed Cook Islands United Party had four while Independent candidate Jason Teremoana received one.

According to the Chief Electoral Officer, Taggy Tangimetua all votes cast at this election included Postal Votes, Ordinary, Advance and Special Votes.

She said an official declaration of the poll will be made after the conduct of scrutiny of rolls as per S76 of the Electoral Act.

According to the Elections Office, scrutiny will take place on Mangaia. Final results are expected later this week.

With the preliminary results, the Democratic Party now has 12 seats, and the CIP coalition 12 which has resulted in a hung Parliament.

Next steps will be for either side to try to negotiate and lure members from the other side. The Prime Minister must command the majority of the house.

The Prime Minister can ask the Queens Representative to call a general election but the QR must first make sure that no alternate government can be formed before doing so.

CONSTABLE LEO Kambao based at the Port Moresby's  Hohola Police Station was dismissed from the Force after being charged for sexual penetration.
Police Internal Affairs Director Chief Superintendent Robert Ali said Kambao had other outstanding charges going back as far as 2013.
In 2013 Kambao was charged criminally with five counts and was found guilty on all counts by two different judges. He was found guilty and sentenced to prison for two years.
Apart from the criminal charges, he was also served with 27 Serious Disciplinary Offences Report (SDOR), these are administrative actions taken on members of the Constabulary. Eighteen of the 27 charges were sustained. The deliberations and the recommendations from the panel for the sustained 18 charges was an administrative dismissal from the force for all of them.
Mr Ali said the moment a policeman is convicted by the court, Section 33.2 of the Police Act states that he is automatically dismissed from the force.
He said the conviction and sentence was not served on him and was pending until the alleged incident at Hohola Police Station on January 10 this year.
Meanwhile, the administrative charges for the other suspect Ben Trepi who was also charged for the same incident has already commenced.
Police Commissioner Gari Baki said he will be looking into the reasons why the disciplinary processes were not effective and not served in a timely manner on the constable in question. Police Media

THE CHINA-Papua New Guinea Friendship Association donated K95,500 to a cancer patient in Port Moresby this week.
Esther Yamasombi, from Yangoru, East Sepik Province, has been suffering from Tonsil Tumour (cancer of the throat) since 2016. Esther is the wife of the Assistant Commissioner of Police and Commander NCD/Central, Mr Donald Yamasombi.
The China-PNG Friendship Association gave this medical support after it heard about Mr Yamasombi’s wife’s medical condition.
The association is made up of the Chinese Community in PNG. It helps support community work in terms of education, medication and many other charity work. It has been in PNG for about 10 years.
Vani Nades, the Ambassador for the association said the association is always quick to respond when there is a need. She said people must know and appreciate the help the association gives to help improve lives of Papua New Guineans.
Mr Yamasombi who was present to receive the medical support on behalf of his wife said there was no treatment in PNG for his wife’s sickness so she was put on antibiotic and herbal medications since then. The family hoped she would recover, however in February 2018 the tumour became unbearable for her so she was taken back to the clinic for scanning.
On the 1st of June 2018, the family was told that Mrs Yamasombi had cancer of the Tonsil. The medical help in PNG hospitals was not up to standard to treat her so she was sent home to East Sepik for traditional medication.
Mr Yamasombi said, “I really wanted to take her for proper medical treatment but the cost was too high.
“I remember in late November, I was sitting in my office when three friends, who learnt of my wife’s condition came over to me and advised me to write a letter of appeal to their association known as the China-PNG Friendship Association and they will see how they can help my wife.”
He said the response to the request was very fast and overwhelming. He thanked the association for this great support to his wife’s medical condition.
Also present to witness this presentation was Mrs Yamasombi’s uncle, Ambassador Gabriel Dusava. He thanked the association for their generosity towards his niece.

PNG POLICE Commissioner Gari Baki is urging the members of the public to assist police capture the most notorious criminal in Alotau, Tommy Baker in relation to the sea piracy activities reported on social media.
Commissioner Baki confirmed that a mobile squad team is being deployed to Alotau to assist the local police with the recent string of violent sea piracy and robbery.
Baker who was detained at Bomana CIS escaped last year on October 3rd at the Port Moresby General Hospital while receiving medical treatment. Commissioner Baki said it would take a lot of time, effort and money to re-arrest Baker.
“All we have to do is step up on our investigation have him re-arrested. A lot of police work went into his initial capture but he simply walked out of prison so we have to now spend a lot of money to get him back in again,” Commissioner Baki said.
He made an appeal to the public to assist police in apprehending the notorious prison escapee.
Commissioner Baki pointed out that sea piracy was on the rise in Alotau due to the fact the police does not have the ability to deal with it in Alotau. The only police boat in Alotau broke down six years ago.
However, he will be looking at allocating the resources used during APEC to support police operations in each of the maritime provinces to help fight crime.

Papua New Guinea's deputy Prime Minister Charles Abel is expected to update the nation in a press conference today on his besieged township of Alotau as police prepare to send in reinforcements to hunt down a group of criminals terrorising the formerly peaceful town.

According to reports reaching Port Moresby, criminals struck last night, burning down the local police barracks, stole an ATM machine and also looted several shops.

Post Courier reporter in Alotau Neville Togarewa reports the streets remain deserted as local police take stock of the situation.

A once sleepy outpost known for its friendly people and popular for as a port of call for international tourist ships, Alotau’ s sparkling island style reputation has fallen as criminal activity has built up over the years.

The mastermind behind the brazen attacks on is an escapee Tommy Maeva Baker, who escaped from Alotau’s Gill Gigi Jail.

Eyewitness from Alotau have confirmed that the provincial legal officer was caught in a crossfire and was shot dead.

The lawyer was driving down a part of town call Red Hill after visiting family and was passing between the elementary school and the Government Works Department offices.

Fiji's Minister for Industry, Trade and Tourism, Premila Kumar says the country's audio-visual industry is becoming a key contributor to the economy and has shown significant growth over the years.

The Minister said on the past four years, the industry has grown exponentially and there are strong signs that the industry will continue its growth trajectory.

“In 2015, there were 42 productions with a budgetary value of FJ$9.9 million (US$4.65 million). This value increased to FJ$264.7 million (US$124.5 million) in 2018 and created approximately FJ$271 million (US$127.5 million) worth of new economic activities. The number of productions also increased by 152.4 percent in 2018”, Minister Kumar said.

The Minister added that the film productions local spend, which is the money spent for acquiring products and services in Fiji, increased from FJ$5.8 million (US$2.7 million) in 2015 to FJ$96.9 million (US$45.6 million) in 2018. At the same time, the increase in large film productions has led to increased employment of local talent.

Furthermore, local vendors are engaged to supply products and services to the productions. These include, hotel accommodation, land, air and sea transportation, catering, hardware and building materials, equipment hire and financial, insurance and professional services. This has also generated investment by locals into new areas of businesses to provide technical support to the industry, for example, set and prop designs.

“The increased and meaningful contribution of film industry to the Fijian economy and communities can be largely attributed to the generous incentives and pro-growth policies of the Fijian Government”.

“Large productions have also undertaken development and upgrade of infrastructure, such as roads and jetties in remote location to facilitate their access to certain filming locations that have generated widespread benefits for the locals residing in those areas,” Minister Kumar stated.

The Minister further said that 2019 looked to be just as good or potentially better in terms of increased productions to Fiji and benefits to Fijians..

TWO suspects were charged for receiving and being in possession of 75 stolen cartons of cigarettes worth over K700,000 in Port Moresby.
According to the Policing the Police Task Force Team (PPTFT) the suspects Gabriel Bona and Christine Kamel were charged respectively under section 410 (1) of the Criminal Code Act (CCA) for receiving and being in possession of the stolen cigarettes.
The suspects were apprehended and charged after the cartons of cigarettes were found in their residence at Tokarara in the National Capital District (NCD).
The 75 of the 160 cartons of cigarettes stolen from Choulai, a wholesale outlet in Port Moresby were recovered by the PPTFT on Monday this week.
The K1.5 million worth of Cambridge cigarettes cartons were stolen at 11am on Saturday 19 January 2019 at 2 Mile Hill.
The company offered K100,000 cash reward for anyone who provided information that would lead to the recovery of the cartons of stolen cigarettes. However, the recovery of the cigarettes was largely due to the tireless efforts of the members of the PPTFT. The K100,000 cash reward was offered to the PPTFT. Officer in Charge (OIC) Senior Sergeant Apollos Terry turned down the reward saying it was not proper and that police were only doing their job.
Senior Sergeant Terry said the balance of the 160 cartons of cigarettes were not yet recovered and his team was working around the clock to recover them.
"I know many people are saying why bother it's only cigarettes. But a crime has been committed allegedly with people in police uniforms. No member of the public are safe until we arrest every last one of the suspects and recover the stolen items," Senior Sergeant Terry said.

The remains of an adult woman and her child were uncovered in the rubble as clean up work to the burnt houses at a Police Barracks in Alotau, Papua New Guinea began today.
Six units at the Police Barracks at Bottom Town in Alotau were set alight by criminals on Wednesday evening, it was initially thought everyone had evacuated the barracks.
It’s been revealed the adult female is the sister of a serving Police Officer from Goodenough Island, her remains were uncovered alongside her four year old son.
Provincial Police Commander chief inspector George Bayagau today says workmen from PNG Power, the Alotau Fire Service and a few other service providers were clearing up debris at the barracks site when they made the discovery.
“In the process, unit six being cleared by PNG Power personnel found the remains of the child. We called in police investigators to the scene to conduct investigations and to retrieve the body, however before they arrived, we stumbled upon the adult woman's remains towards the bathroom area of the unit. We've established it was a mother and son, their father was alive and had been searching the town for them. He told us he was certain it was his wife and son”.
He says they may have likely opted to stay indoors during the gun battle with Police and criminals on Wednesday evening out of fear and were caught in the fires when the houses were torched.
The Alotau Provincial Hospital management confirms the remains are of an adult female and that of a boy child of about 4years old, were delivered to the hospital morgue today.
It’s another tragedy from the Wednesday altercation between Police and criminals in Alotau.
Meantime, the families of Police Officers whose homes were razed, are being assured they will be settled in temporary shelter while waiting out the next course of action by government to their predicament.
The Provincial Law & Order meeting was convened at 3.30pm this afternoon and is currently underway.

Cook Islands youngest member of Parliament, Tehani Brown has issued a public statement confirming her move to cross the floor to join the government led by Prime Minister Henry Puna.

"To put it simply, my people of Tengatangi, Areora and Ngatiarua voted for me to represent them in Parliament. It is my responsibility to honour the wishes of my people and by supporting the government of the day I am doing exactly that.

"This isn’t about doing what suits me or what suits those who are against this decision. It is about doing the right thing. I wouldn’t be here if it were not for my supporters and of course their needs come first. I think some of us may have forgotten that. A stable government is what we need today so that the machinery of government can continue to operate and to ensure that the good work and projects aren’t disrupted, said Brown.

"We want to get work done, and we want it done now. Therefore, with the support of my committee, I have decided to support the government of the day, and do whatever is necessary to continue to provide for the people of Areora-Ngatiarua-Tengatangi and Enuamanu as whole by working alongside my mother.

"If my people want me to join government, and the benefits of doing so outweighs the bad, then of course why not. I know that politics can be a tough business, I am prepared for it. To my critics, I encourage you to run for your people in future so you can serve them with the same values that I have, said Brown.

Brown was voted in on the Democratic Party ticket.

Her decision means PM Puna and his Cook Islands Party have a slim majority of one vote over the opposition..

PNG Deputy PM Abel slams gun fight as an act of terrorism

Papua New Guinea Deputy Prime Minister and Alotau MP Charles Abel has condemned the shootout in Alotau and described it as an act of terrorism.

Abel said in Port Moresby Thursday night these men took advantage when the mobile squad that was stationed there left a week ago.

While giving a situation report to the nation, he said the crossfire between the police and so-called criminals had cost the life of an innocent man; a police barracks with more than nine houses burnt to the ground, looted a shop and destroyed an ATM machine at the Alotau International Hotel.

He said this happened when the police officers who were there retreated after they ran out of ammunition but were lucky enough to have reinforcements from East Cape who came in and restored some order. He said that the province cannot continue to have people who have access to police-issued weapons and ammunitions running around Alotau.

"This is terrorism. These activities are happening too frequent and have impacted our community and our town. It has affected all the good things that are happening in the province,” Abel said.

“I am sorry for my poor town to continue to be terrorised to have heavy gunfight going on for one or two hours with people hiding in their houses and you don’t know what’s going on, it’s terrible.

“It impacts on the children, women and people. This is something we are not used to in Milne Bay. My condolences to the families who were hurt and to the family who lost their loved one.”

Abel also confirmed that all businesses were closed as of yesterday, however the chamber of commerce and the provincial law and order community will meet today to restore normalcy.

“Reinforcements from the police going down including some senior hierarchy to go down there and have a look at the situation but we will try to get business back to normal as soon as possible,” Abel said.

“We are not going to let this country be ruled by such thugs and I appeal to them to think about what they are doing and lay down their arms and come forward for the sake of the wider community and peace.

“You are not living somewhere foreign, this is your home and you need to think about that, said DPM Abel..

New Vanuatu passport booklets available

A batch of 1,500 passport booklets will arrive in Port Vila this week via Sydney, says Minister of Internal Affairs, Andrew Napuat.

Napuat also confirmed there was another shipment of 500 booklets that arrived earlier this month but priority was given to students who will be going for studies overseas.

“Students are our priority, I instructed the Scholarship under the Ministry of Education to send us the list of scholarship recipients so we knew these were the ones who needed a passport immediately,” he said.

“Other booklets were available under exceptional circumstances.”

Napuat said payment for the order of 5,000 booklets was made in September 2018 and the number was sufficient to commit to current applications.

“Currently the booklets are not coming in bulk but smaller shipments of up to more than 1,000 at a time and by February we should have the required number in stock.”

The supply is expected to last until the government through the Ministry of Internal Affairs signs a new contract with a new supplier company.

A frustrated local, Jeff Patunvanu has voiced his concern to the media on the issue of Certificate of Identification (CI) — a document created for travellers who have expired passports to use during the shortage of booklets.

“My brother was denied access to travel when he presented the CI to AirCalin officers at the airport last Friday, saying the border control in Noumea did not accept the document to allow his entry into the country in which he resides,” he said.

Patunvanu’s brother lives in Noumea and was in Vanuatu for the festive holidays. He said there was more than one issue.

“There were two issues — his name was misspelled and he was not allowed to fly using the CI.”

Patunvanu said he spoke with the Director of Immigration who promptly assisted by giving a new passport to Patunvanu’s brother a day after (Saturday) and a reimbursement of expenses that would’ve been spent by the family before being able to return to NC.

“We don’t need to go through such events if the authorities concerned are doing their job professionally, because such practices are very costly for the people,” he said.

The Director of Immigration, Jeffery Markson said the department made every effort to help with the situation.

“I received the phone call at Friday night and told the client that we would help because New Caledonia does not accept the CI- that is why we treat cases going to NC differently, advising those traveling to Noumea to let our department know so we can issue a support statement or work out ways to enable their entry into NC,” he said.

“Now travellers going to NC anytime from now on can be issued with passports as we have another 1,500 booklets arriving soon but we are still working on the issue with our Consulate in NC to work out a suitable way if we are faced with another shortage situation, said Markson.....read more on : Pacific Travel Advisor

Taiwan rejects ‘one-China principle' as support for independence rises: poll

The Taiwanese Public Opinion Foundation (TPOF), released the results of their newest survey today, revealing that only 25 percent of the Taiwanese public support the idea of “one country two systems,” and 68 percent do not agree with China’s “one-China principle.”

The poll also revealed that 47.5 percent expect some kind of Taiwanese independence to take place in the future.

The results show a 12 percent increase in support for Taiwanese independence when compared to last month’s results.

TPOF suggested that recent threats by Chinese leader Xi Jinping had encouraged people who previously supported the status quo to move towards supporting Taiwanese independence.

Earlier this month, Xi threatened Taiwan to accept unification, and reserved the right to use force to this end. In response, Taiwan President Tsai Ing-wen said that “Taiwan will never accept a ‘one country, two systems’ framework,” and called on the international community to support its democracy against Chinese threats.

The survey also showed that 68 percent of respondents do not agree that China and Taiwan belong to “the same China.”

TPOF suggested that as the survey showed 47.5 percent expect Taiwan independence to take place in the future and only 22.7 percent expect unification, the idea that the Taiwanese people want to maintain the status quo indefinitely is a myth.

The poll was conducted by Focus Survey Research from 14-15 January via telephone, and included 1,074 effective responses. The survey was commissioned by TPOF.
