2018: A Year to Showcase Papua New Guinea’s Growth and Potential

New Year Speech by PM O'Neill 
I extend to you, my fellow citizens best wishes for a year filled with happiness and success.

I want to assure you that we can look to the year ahead as a nation, and a community, with confidence.

We have been through very tough times, and there are challenges that remain as we enter 2018.

Reduced world commodity prices, and the impact of drought, are among several factors that have placed pressure on our economy.

In Government, we understand and appreciate how tough things have been for families and communities right across Papua New Guinea.

A difficult economic environment impacts directly on our richest resource of all, our people.

This makes me more determined than ever to deliver the leadership you expect and deserve to guide our nation, and all our communities, into the better times I know are ahead of us.

Now, as we enter 2018, our economy has turned a corner, and we see improvements.

Commodity prices are improving and new investment in the resources sector is stimulating economic activity and creating jobs.

Investors in the global economy have confidence in our country.

Even during recent tough times we maintained positive economic growth, and Papua New Guinea is seen as very politically stable.

That is what our businesses, and our investors, are all looking for in the years ahead.

The national elections affirmed the underlying strength of our parliamentary democracy.

At the elections, the people returned our Government with a secure majority so that we can continue to advance and change our Nation for the better.

A strong and stable government, supported by an overwhelming majority in the National Parliament, is the foundation that will guide us through the challenges and opportunities of the coming five years.

We are building a more prosperous nation in which the benefits of growth and development are more equally shared by all.

Our Government will continue to improve the key policies that directly benefit the people of Papua New Guinea.

Firstly, our free education policy has been delivered, and the quality of education will be improved.

We will train and employ more teachers, build more school buildings and continue to increase resources for teaching materials and technologies.

Secondly, we will build on our basic free healthcare commitment by re-building hospitals and health centres. We will strengthen the work of church hospitals and other health services, and the vital work of agencies such as the YWAM medical ships program.

Thirdly, we will continue to re-build and expand our critical infrastructure, such as roads, bridges, airports and ports. The Highlands Highway remains a high priority and this vital road will be rebuilt and delivered to an international standard.

And fourthly, we are successfully decentralising decision making to local communities in district administrations and local level government.

More and more decisions are being made at the levels of government that are closest to the people, and this is particularly important in remote and rural areas.

Taken together, these four policy areas are very important areas or public interest that directly benefit the people of our nation and the communities in which we live.

In the years ahead, there is no doubt that we will face new challenges, and we will take these head-on, just as we have in the past six years of Government.

The national budget for 2018 has been prepared with great care.

We will not indulge in spending we cannot afford, and we will ensure as much of the burden as is possible is carried by the Government and its agencies, not by businesses and communities.

The fundamentals of our economy are strong, we have sound GDP growth and increasing resources available to invest in key areas.

We all know that our all-important agricultural sector requires significant Government and private sector investment.

By working smarter, we can meet our domestic food needs, and generate vital export income for our nation.

Rebuilding and expanding the farm and agricultural sector is a key priority in the year ahead.

We will assist producers to improve the quality of their crops, and we will improve the infrastructure in rural communities across the nation.

As we advance our commitments we made at the formation of Government in Alotau, we will deliver on policies that will expand housing and home ownership in villages, small towns and urban communities.

Our Government will improve the delivery of essential community services including electricity, water and Internet connectivity.

We will also do even more to expand our small to medium size enterprises sector.

We need more businesses that are owned and managed by our own people, that are employing young Papua New Guineans and helping communities to grow and prosper.

These policy commitments all provide their own challenges, but with a stable government, sound fiscal policies, and your support, we turn challenge into opportunity.

Finally, the year ahead will improve perceptions of our country as Chair of the Asia-Pacific Economic Co-operation (APEC) Summit.

This is the most important international event in our history, and it will bring together the Leaders and senior business executives of APEC’s other 20 Member Economies that account for more than half of total global trade.

The way the world looks at Papua New Guinea will change for the better, and this will stimulate new investment and business, and create more jobs for our people.

In sectors such as agriculture, fisheries, tourism, transportation, and mining, and in enhancing the role of women in our economy and helping SMEs, APEC will make a very positive contribution to strengthening our capacity.

I know you will all join with our Government in making this great opportunity of hosting APEC an outstanding success.

I wish you and your family, and people around Papua New Guinea, the very best for a happy, safe and successful 2018.

VASANOC praise outstanding success of Pacific Mini Games in Vanuatu

Vanuatu Association of Sports And National Olympic Committee (VASANOC) chief executive Henry Tavoa has hailed the success of the recent Pacific Mini Games in the country.

Tavoa, Chef de Mission for the Vanuatu team at the Games, declared that "everyone was the ultimate winner in every sense" following the conclusion of the event in Port Vila.

VASANOC officials also thanked the Government for their support of the Pacific Mini Games, where 24 nations participated in 14 sports.

"Vanuatu is now richer than ever before with the trained volunteers - staff, event managers, technical sports experts, security personnel, traffic control, catering, media, medical staff and in many more areas," said Tavoa.

"The spirit of Vanuatu was truly ignited by these Games and we pray it will continue to burn brightly and brighter in the years to come.

"The athletes indeed won the medals but VASANOC believes all of Vanuatu was the ultimate winner in every sense."

Vanuatu used home advantage to finish fourth in the medals table with a total haul of 77 medals, 22 of which were gold.

New Caledonia topped the standings with 47 gold medals, with Papua New Guinea, hosts of the main Pacific Games in 2015, second with 33.

Fiji followed in third place having won 23 gold medals, one more than the host nation.

"VASANOC would also like to express its deep appreciation for support from the Vanuatu Government, each Minister and Ministry, the Chinese Government and for the commitment over the past year by the Vanuatu 2017 Organising Committee and its sponsors and stakeholders," a statement from VASANOC read.

"In addition, VASANOC would like to sincerely thank its own board and staff, all of whom have worked tirelessly along with the National Sports Federations, to ensure Vanuatu hosted an outstanding event."

May 2018 deliver a Better Government : PNG Opposition

New Year Speech by PNG Opposition 

“On behalf of the Leader of the Opposition and The Alternative Government of PNG, I wish everyone a wonderful 2018 filled with cheaper prices, more jobs, higher incomes, more export opportunities and much better access to government services,” said the Shadow Minister for Treasury and Finance, Ian Ling-Stuckey.

“The Alternative Governmentis capable of delivering APEC, much more workable SME initiatives and inclusive policies that will benefit citizens now coping with low incomes and severe levels of poverty,” said Mr Ling-Stuckey.
He said: “Unfortunately, the reality is that most families are facing major increases in the cost of living in 2018. The price of essential goods and services will be rising significantly, jobs especially outside the resources sector will continue to fall and service standards will decline.
“The National Government, with the support of theManufacturing Council and other Besties, have organised massive increases in the cost of living. The 2018 budget includes major tariff increases for hundreds of every-day products. PNG families and businesses will feel the pain of these price increases in the face of declining incomes,” said the Shadow Treasurer.
“The Independent Consumer and Competition Commission has stated that diesel prices will increase by over 15% because of the last budget, on top of increases caused by rising crude oil prices.
“Another example of how the government is putting its hands deeper into the pockets of every PNG family is the massive increase in tariffs for dairy products such as milk and butter. My prediction is that milk prices will be above K6 per litre during 2018 because of a 25 percentage point increase in tariffs.
“In direct contrast, Minister Maru says milk prices will drop to K3 per litre – his promised 40 per cent drop from the current K5 per litre. Minister Maru has now staked his career on K3 per litre milk prices.This is what he has promised! I fear this will be just one of many broken promises by the National Government.
“PNG has gone down this deceptive path before. Promising cheaper price and more jobs but in the end PNG families and businesses will be faced with higher prices for most of their daily needs.
“The Alternative Government understands where PNG’s wealth resides– in its people’s diversity and richness, its extraordinary beautyand environment, the wealth of its resources and the fertility of its soils. 
“We can be the farm for the rapidly expanding Asian region – this is the Opposition vision for 2018 and beyond,” said the Alternative Government’s Treasurer, Mr Ian Ling-Stuckey.
“We need international competition to expand our markets and improve our farming family’s futures, not major increases in prices for imported products which just helps governmentcronies. 
“Our businesses need to grow with their vision on the market shelves of the Indo-Pacific region – there are more buyers in the markets of small areas of democratic India than in all of PNG. Our future markets should be aligned with this hope of cheaper costs of living and higher incomes for the people of PNG”.
“Let us look to a future, a future of inclusive growth, a democratic future in the Indo-Pacific region. Let us avoid protectionist policies which hurt families and undermine the trade liberalisation principles of APEC.
“K3 per litre or K6 per litre of milk - let PNG families be the judges during 2018 and hold the Government to account for its broken promises.
“The Alternative Government appreciates the dedication and efforts of the hard working and honest Ministers in the current Cabinet and wishes the Prime Minister and his Deputy & Treasurer, every success in the implementation of the 2018 Budget because the Opposition is of the firm belief the people of PNG deserve a far more effective Government,” said Mr Ling-Stuckey.

Tonga King’s second son entitled to noble hereditary title Ata

King Tupou VI’s second son, Viliami ‘Unuaki-‘o-Tonga Mumui Lalaka-mo e-‘Eiki Tuku’aho is the lawful successor to the hereditary noble title and estate of Ata.

The announcement has been made in the government of Tonga gazette.

It said Viliami ‘Unuaki-‘o-Tonga Mumui Lalaka-mo e-‘Eiki Tuku’aho was entitled to the hereditary estate belonging “to the title to which he has succeeded together with the rents and profits thereof and all other rights and privileges attached to the title as from 25 September 2006.”

The king’s order comes after he sent former Prime Minister Lord Tu’ivakanō and some royal guards to intervene in a baptism ceremony that would have made Prince Ata a Mormon three years ago.

The Prince drew back, but a year later he was baptised as a Mormon in Hawai‘i.

As Kaniva News reported at the time, an unconfirmed report said His Majesty later warned Prince Ata he could have some of his princely privileges revoked if he was baptised into the Mormon church.

It is believed he was the first Prince of Tonga to become a Mormon after his aunt late Princess ‘Elisiva Fusipala Vaha’i who was the first member of the royal family to join the Church of Jesus Christ of Latter-day Saints in 1980s.

The Tongan constitution did not say that successors’ rights to the throne could be affected by their religious beliefs.

The royal family are members of the Free Wesleyan Church of Tonga.

It was unclear why the announcement was published on November 23, 2017 more than 11 years after the 29-year-old Prince was appointed to the title in 2006.

Estates 

Prince Ata is fourth in line to the throne. The noble title was previously held by his father.

In 2006 the Palace office announced the late King George V had appointed him to the noble title Ata.

It said the appointment was to be effective from September 25, 2006.

Ata’s hereditary estates are Kolovai in Tongatapu and the island of ‘Atatā, 10 kilometres North-West of Nuku‘alofa.

As we reported last year, Prince Ata had joined Mormon church leaders who held the first Sunday prayer service for members of the Church of Jesus Christ of Latter-day Saints on the island of ‘Atatā.

The service marked a milestone in the history of the Mormon church on the island.

In the past they have had to make a 30 minute crossing to Tongatapu, the main island of Tonga, to attend Sunday services and church meetings there.

The Gazette

The announcement by His Majesty’s Lord Privy Seal Tēvita Malolo is published verbatim below.

“In Exercise of the powers conferred by Section 38 of the Land Act, His Majesty King Tupou VI hereby Orders to be published in the Gazette that:

Viliami ‘Unuaki-‘o-Tonga Mumui Lalaka-mo e-‘Eiki Tuku’aho is the lawful successor to the hereditary noble title and estate of: ATA and shall possess and enjoy the hereditary estate appurtenant to the title to which he has succeeded together with the rents and profits thereof and all other rights and privileges attached to the title as from 25 September 2006.”

The Land Act

The relevant provision of the Land Act says:

“King to publish name of lawful successor (1) Upon the death of a holder of an hereditary estate or upon being convicted of a criminal offence and sentenced to imprisonment for more than two years or upon his being certified as insane or imbecile by a medical officer,

His Land Act CAP. 46.02 Section 39 to 2016 Revised Edition Page 25 Majesty shall cause the name of the lawful successor to the title of such holder to be published in the Gazette together with the date of his succession thereto which shall be the day following that on which the death of the holder took place or on which the holder was convicted of a criminal offence and sentenced to imprisonment for more than two years or was certified by a medical officer as insane or imbecile.

25 (2) On a convenient day not more than 6 months after the date of such publication, or, where the lawful successor is on such date a minor, 6 months after the day he attains the age of 21 years, His Majesty shall summon the person so named to appear before him in the Privy Council and there to take the oath of allegiance set out in Schedule VII. (3) The clerk of the Privy Council shall keep a roll of all persons holding hereditary estates.”

North Korea's Kim Jong-un issues threats and olive branch

North Korea's leader Kim Jong-un has said a nuclear launch button is "always on my table" and warned the US it will never be able to start a war.

In a televised new year speech, he said the entire US was within range of North Korean nuclear weapons, adding: "This is reality, not a threat."

But he also offered a potential olive branch to South Korea, suggesting he was "open to dialogue".

North Korea may also send a team to the Winter Olympics in Seoul, he said.

When asked by reporters to respond to Mr Kim's latest threats, US President Donald Trump said, "We'll see, we'll see".

He was speaking at the sidelines of New Year's Eve celebrations at his Mar-a-Lago resort in Florida.

North Korea has come under increased criticism and sanctions over the past year because of its nuclear weapons programme and repeated testing of conventional missiles. It claims to have a fully deployable nuclear weapon, though there is still some international scepticism about its true capacity to carry out such an attack.

In his speech, Mr Kim re-emphasised his focus on the weapons programme, but implied the country still has a few stages left to go before achieving its ambitions. North Korea must "mass-produce nuclear warheads and ballistic missiles and speed up their deployment", he said.

He also said they would not use their weapons unless they felt that peace was threatened.

While his language against the US remained tough, Mr Kim did not employ his typically antagonistic tone when speaking about his neighbours in South Korea.

"The year 2018 is a significant year for both the North and the South, with the North marking the 70th anniversary of its birth and the South hosting the Winter Olympics.

"We should melt the frozen North-South relations, thus adorning this meaningful year as a year to be specially recorded in the history of the nation," he said.

A spokesperson for the South Korean president said their office had "always stated our willingness to talk with North Korea at anytime and anywhere".

"We hope the two Koreas will sit down and find a solution to lower tensions and establish peace on the Korean peninsula."

ABG President Momis calls for people to unite for Bougainville's future

The ABG President, CHIEF DR. JOHN MOMIS has called on the people of Bougainville to unite despite their differences as Bougainville has one noble ambition to fulfil that is to vote on the future status of Bougainville at the coming referendum.
In his New Year message to the people of Bougainville, PRESIDENT MOMIS said that Bougainville has progressed despite the National Government’s failure to fulfil the Bougainville Peace Agreement.
He said that the Bougainville Peace Agreement is a joint creation of the PNG Government and the ABG and therefore the two governments must work together and implement the Peace Agreement.
PRESIDENT MOMIS said despite this Bougainville has continued to move forward with policies and laws that will enable the ABG to operate in the future.
With the Bougainville Mining law and the approval of Exploration licenses for three local joint venture companies the government has started getting some monies to support the government.
President MOMIS praised Prime Minister PETER O’NEIL and his members and the ABG delegation for agreeing to speed up development issues in 2018.
He said that the National Government has agreed to complete the Buka Ring road sealing, KOKOPAU to Arawa road upgrading and sealing, the Arawa to Buin road sealing in 2018.
President Momis also announced that the National Government will finally fund the SIARA TO KORIPOVI road that has been neglected for a long time.
He said that the West Coast of Bougainville is one economical road that the government has not looked into in a long time. 

Bomb hinders Education Results in Bougainville

A local Catholic Priest from HANGAN village on Buka island Bougainville  has blamed communities that gamble called "Bomb" as disturbing school students.


FR.MOKELA made these comments at the Holy Family Day celebrations at the Hangan Mass Centre yesterday.
He said that the BINGO or Housie money games must be stopped following education results from the Hangan students attending Hahela Primary School last year.
The FATHER said that from a total of EIGHTEEN Students only Three secured spaces in High Schools.
He said he would be talking to parents and citizens this week to find ways of reversing education results in future.
Father Mokela questioned the parents what these FIFTEEN dropouts will do in the village.

Solomon Islands Police investigate fatal accident

Solomon Islands Police are investigating a fatal accident involving a 65-year-old male person at Bonege beach area in North West Guadalcanal on the night of 01 January 2018.

Assistant Commissioner (AC) Crime, Ian Vaevaso says, “The accident occurred last night between 8:30pm to 9:00pm.”

AC Vaevaso says, “The deceased was alleged to be a pedestrian attempting to cross the road when the incident occurred.”

“The body of the deceased was found death in the middle of the road after the accident occurred,” says AC Crime, Mr Vaevaso.

Mr Vaevaso said, “A person was identified and is assisting the police investigation.”
Police appeal to members of the public who might have any information about this alleged fatal accident to call free toll line 999 or contact Guadalcanal Police on phone 32600.


Eluh to audit Worker's Qualifications

The acting Provincial Administrator of Southern Highlands, will be conducting an audit into qualifications of public servants employed by the provincial government.

Thomas Eluh, says this is to determine if people occupying positions are qualified and deserve the positions they hold.

Mr Eluh says those who occupy positions without proper qualifications will be asked to leave, and those positions will be publicly advertised.

He says the province has suffered for so long because public servants in the province have not been performing, and collecting they pays either from Mendi or outside the province.

Mr Eluh says he will be operating out of the seven-storey Agiru Centre building this year, and it will be opened for all government business operations.

Meantime, banking officials in Mendi and Port Moresby, have been informed not to entertain any payments from government officials inside and outside of the Southern Highlands Province.

Thomas Eluh said banks should not entertain people running around with government cheques from the province, because some of them are illegally using them.

He said people fronting up at the banks with cheques from the Southern Highlands Provincial Administration, could face possible prosecution by fraud officers.

Mr Eluh said it has been a norm for the province where payments have been made to people who have done nothing, but this will now stop under his administration.

4,000 ghost names on PNG Government Payroll

Its been revealed that some 4,000 people are getting paid outside of the normal government public service payroll.

Public Service Minister, Elias Kapavore, says this is part of the reason of a budget blow out in the government payroll system.

Minister Kapavore told NBC News, that the Department of Personnel Management, will be working on correcting the data on personnel emoluments in the new year.

A data cleansing exercise was conducted in September 2017 in the National Planning and Treasury departments, to ensure public servants' records and data is updated.

"This will be one of my priorities, to make sure that we resolve this and get the correct numbers and ensure the correct pay is paid to the right number of public servants in the country."

PNG Hunters resume training

The SP Papua New Guinea Hunters will resume training today. However,  vice-captain Wellington Albert will not be a part of the SP Hunters squad this season.

His PNG LNG Kumul team mates – Captain Ase Boas, Watson Boas, Wartovo Puara, Stargroth Amean, Stanton Albert, Enock Maki, Nixon Putt, Moses Meninga and Willie Minoga – have joined the pre-season training camp in Port Moresby today.
Coach Michael Marum confirmed that Albert has signed a contract to play with Super League club Widnes Vikings in England.
The 32 players to resume training today are:

New intakes for PNG Power Graduate Development Program

PNG Power Ltd (PPL) continues to give opportunities to young graduates through its Graduate Development Program with new intakes to be selected this year.
A spokesperson from PNG Power said the current batch will soon complete their two-year training with the power company under the program, which at the end of it all some will be selected to continue with the company while others released to continue their work in other areas based on their performance.
Selection for the new intakes will take place in February 2018 where recent graduates from universities and technical colleges as well as those who have worked for a year after graduating will be considered.
The intakes will be from various fields ranging from technical engineering to human resource management and accounting. After being selected, the intakes will undergo the program until 2020 when the next new intakes are selected.
Advertisements and notices of the applications will be put out to the public through the media.

Man shot dead by Police in Kimbe

A young man was shot and injured by police, after he tried to escape from the Kimbe Police Station NBC reports. .

The young man was apprehended for smashing the windscreens of several vehicles, including a police 15-seater bus, the Kimbe Provincial Hospital ambulance and the private vehicle of a female lawyer.

Residents in town assisted police apprehend the youth, but he was later shot on the leg when he tried to run away from an escorting police officer at the police station.

In similar incidences at the Gigo and Laleki suburbs, Mobile Squad, traffic and Response Unit vehicles were also stoned by youths, when they were called in to quell a drunken brawl.

Police managed to contain both situations after retaliating and firing rubber bullets and tear gas into the area.

Many Fuzzy Wuzzy Angels in PNG still alive, report of last angel passing on incorrect

A local chief from the Kebara Village in Kokoda in Papua New Guinea's Northern Province, has opposed newspaper reports that the last of Papua New Guinea's famous Fuzzy Wuzzy angels had died during Christmas last year.

Benjamin Ijumi is the son of a World War II carrier, and since 1994 has been coordinating the Fuzzy Wuzzy Angels Program in the country, and closely working with the Australian Veterans Department and various Returned and Services League Rotary Clubs of Australia.

Chief Ijumi who had finished school in 1969 had taken interest in the cause his father had helped fought for, and had since been following the Fuzzy Wuzzy Angels history.

He told NBC News that there are many so called fuzzy wuzzy angels still alive and living across the country.

"The perception that of the last Fuzzy Wuzzy angel is incorrect.

"There are many fuzzy wuzzy angels still alive and living around the country.

"One of them still alive is Francis Simeni from Botue Village in Kokoda, the other is Redmond Lasibori from Kelaton Village and another is Onesmus Konene from Seremi Village in Oro Bay LLG, all from Northern province.

"All of these men and the many others across the country are living testimonies of the Fuzzy Wuzzy angels."

Meantime,

Chief Benjamin Ijumi says, the government of Papua New Guinea must establish a Veterans Agency and Department to honour the many men who have helped fought in World War II in the country.

According to Ijumi, 10,000 men in Kokoda, had been initially recruited by Captain Kinsol of the Australian army during the war, as Fuzzy Wuzzy Angels, about 20,000 in the entire Northern Province and about 55,000 across the country.

Chief Ijumi says apart from the fuzzy wuzzy angels, or carriers, there were also veterans who were trained and fought alongside the Australians and the allied forces during the war.

He says a Veterans Department would be responsible for looking after the welfare of these men, as well as making them recognized and appreciated for their various roles, just like in Australia.

"There are so many Fuzzy Wuzzy angels still alive in Northern province and even across the entire country.

"We need to do more research, and the government must look at this.

"The government must help people like us who've been doing this over the past two decades.

"Because of my interest in the fuzzy wuzzy angels, I've taken on this job of documenting their history, and I've been able to help the Department of Veteran Affairs in Canberra and veterans RSL clubs in Australia.

"I want to see the government support this program and even set up a Veterans Department so our history of the war and those involved in it can be properly documented for the people of Papua New Guinea.

Fortune Club Armed Robbery in Port Moresby

At around 9:30 am this morning the owner of the Fortune Club in Port Moresby’s Gordons industrial center, whilst driving out on a bank run, was held up and shot multiple times in a robbery by unknown criminals.

This occurred at the Fortune Club gates by about 4 - 5 armed suspects in an attempt to rob him of the cash he was carrying but were unsuccessful on the first few attempts.

He was then followed down Gabaka Street in Gordons; cornered in front of the Gala Industries Head Office and fired at and shot two more times in his White Toyota RAV 4 vehicle.

That’s from a  employee (name withheld)  of the Gala Industries.

The eyewitness then said the suspects then blocked off the injured victim who had veered off the road, shot again and an undisclosed amount of money taken from the victim’s car.

Suspects then made their getaway in a white Toyota Harrier.

The victim was taken to the hospital and his condition is unknown at this time.
Meantime, police arrived later at the scene of the crime.

2017 Safest year for Air Travel

The year 2017 was the safest year in history for commercial airlines, according to industry research.
There were no passenger jets crashes anywhere in the world, separate reports by Dutch consultancy To70 and The Aviation Safety Network found.
This was despite more flights being made than ever before.
But To70 warned that despite high safety levels on passenger planes, the “extraordinarily” low accident rate must be seen as “good fortune”.
A report by the Airline Safety Network said there were a total of ten fatal accidents, resulting in 79 deaths last year. That compared with 16 accidents and 303 lives lost in 2016.
The organisation based its figures on incidents involving civil aircraft certified to carry at least 14 people.
The most serious accident of 2017 came in January when a Turkish cargo plane crashed into a village in Kyrgyzstan killing all four crew and 35 people on the ground.
And the incident with the most on-board fatalities happened on New Years Eve, when a Nature Air single-propeller Cessna 208 Caravan plane crashed in western Costa Rica, killing 12 passengers and crew.
Neither report counted military or helicopter accidents, meaning the year’s worst air disaster, the crash of a Burmese Y-8 military transporter plane, which crashed in June killing all 122 people on board did not appear in the statistics.
Incidents involving smaller planes also did not figure in the data.
Aviation deaths have been steadily falling for the last two decades. In 2005, there were more than 1,000 deaths on-board commercial passenger flights worldwide, the Aviation Safety Network said.

Alleged human flesh eater in Solomon Islands to face court on Jan 16

The case of a Solomon Island man who allegedly cut off a piece of flesh from his three-year-old son’s feet and ate it will appear again in court on January 16.

Thomas Nota, 45, is facing charges of cruelty to children, unlawful wounding and physical abuse under the Family Protection Act.

The prosecution had served disclosures to the defense on Tuesday.

Nota is charged in relation to an incident on November 5, where he allegedly cut off a piece of flesh from his three year-old son’s left feet and ate it at their family home at Henderson.

His older son took the alleged victim to the clinic and upon returning home informed their mother of the incident who then reported it to the police.

Tonga PM ‘Akilisi Pōhiva submitted his cabinet lineup to the king

Dr. Tu’i Uata, a business man who was not elected by voters to Parliament has been elected by Hon. ‘Akilisi Pōhiva as his Minister of Labour and Commerce, according to a lineup list leaked to local media.

The Prime Minister may appoint no more than four cabinet ministers from outside Parliament, according to the constitution.

Hon. Pōhiva has elected Tongatapu 2 MP Sēmisi Lafu Sika as Tonga’s Deputy Prime Minister when his lineup was submitted to the palace office yesterday.

Appointment of Prime Minister 

The submission was made after His Majesty King Tupou VI appointed Hon. Pōhiva as Tonga’s Prime Minister until 2021.

“In accordance with Clause 50A of the Constitution of Tonga, His Majesty King Tupou VI has appointed the Prime Minister-Designate, Honourable Samuela ‘Akilisi Pohiva, as the Prime Minister of Tonga, with effect from 2 January, 2018,” the Prime Minister’s office said in a statement.

The Prime Minister has the power to nominate his cabinet lineup before recommending the king to appoint them, according to the constitution.

Lord Ma’afu has been re-elected from the nobility by Hon. Pōhiva to be his Minister of Land and Survey.

The Ministry of Defence, a portfolio the noble held in the Pōhiva government before the November snap election, has been removed and brought under the control of the Prime Minister.

The Ministry of Custom and Revenues has been brought under the control of the Minister of Police Māteni Tapueluelu.

Four of Hon. Pōhiva’s Democratic Party team who had been elected after the snap election on November 16 did not have portfolios.

They were Tongatapu 5 MP Losaline Mā’asi, Ha’apai 12 MP Mo’ale Fīnau, Ha’apai 13 MP Veivosa Taka and Niua 17 MP Vātau Hui.

Confirmation

The Minister of Justice Hon. Vuna Fā’otusia has confirmed the lineup list obtained by Kaniva News.

He said it has yet to be officially announced because it was being submitted to the king.

Hon Fā’otusia said some of the legislation regarding government portfolios have to be changed to allow movements of some of the ministries such as Sports and Information.

The Ministry of Sports which is currently under the control of the Minister of Internal Affairs was planned to be returned to the control of the Minister of Education.

The Ministry of Information was also intended to be attached to the Prime Minster’s portfolios.

Hon. Fā’otusia alleged corruption existed in the Ministry of Custom and Revenues and that was why the portfolio was given to the Minister of Police.

The new lineup:

IMF Country Report Commends Government Efforts and 100 Day Plan – Positive Outlook for Papua New Guinea in 2018

The Treasurer and Acting Prime Minister,  Charles Abel MP, has welcomed the 2017 Article IV Country Report from the International Monetary Fund that provides analysis of economic governance in the Nation, including the initial policy decisions of the new Government.

Minister Abel further highlighted the positive growth projections for the National economy through 2018, particularly as Papua New Guinea hosts APEC under the Chairmanship of Prime Minister O’Neill.

Referring to the latest IMF Country Report, Minister Abel said the Government, working through the Department of Treasury, has seen increased engagement with development partners including the IMF who provide important economic advice and support.

“The Article IV Report is frank in acknowledging the challenges facing the PNG economy but is predicting improvements in 2018 on the back of a 2.4% growth in GDP, up from 2.2% in 2017,” the Acting Prime Minister said.

“The IMF recognises that this outlook does not factor in any of the emerging resource projects such as the Papua LNG, PNG LNG Project expansion, Stanley Gas, Wafi Golpu or Frieda River.

The IMF Country Report stated:
- The authorities are making bold spending reductions to contain public debt at prudent levels and remain committed to a credible pro-growth consolidation path over the medium term.
- Authorities upon moving into office in July passed a 100-day Plan. To date, the Plan has accomplished its macroeconomic stabilization objective with the passing of the 2017 Supplementary Budget in September.
- The Supplementary Budget took bold measures to narrowing the fiscal deficit.
- On wage bill control, the Supplementary Budget efforts included commencement of physical audit into the payroll, a freeze on new recruitments, ceasing use of the parallel payroll system and migration of all government employees onto the centralized government payroll and to have a national identification card, as well as, identifying list of offices and agencies for amalgamation in 2018.
- At the same time, to protect critical development spending on education, health, infrastructure, including law and order during protracted economic cycles, authorities have also amended its Fiscal Responsibility Act (FRA).
- The single target public debt to GDP ratio of 30 percent ceiling is replaced with a public debt to GDP range of 30-35 percent, targeting an average annual non-resource primary fiscal balance of zero over the medium term.
- Furthermore, authorities have also announced its new Medium Term Fiscal Strategy (MTFS), promoting revenue mobilizing and spending reduction to manage public debt at prudent levels.
- The 2018 Budget—the first budget under the new MTFS—has lifted capital spending, and involved the difficult task of reprioritization and reallocating limited public spending to higher value priorities that will enhance overall economic growth and still achieve strategic development goals over the medium term.

The Acting Prime Minister also noted that the IMF has highlighted some of the challenges and opportunities facing the economy.

“When it comes to monetary policy and foreign currency, the culmination of global commodity price slumps and domestic pressures including serious drought, as well as the end of the construction phase of the PNG-LNG project have induced challenges.

“At the same time, the IMF acknowledges the strength of the Nation’s financial institutions and their prudent balance sheets, that has contributed to the resilience and positive growth of the economy in the face of global slowdowns.

“The risks associated with sustainable debt levels and financing our deficit budgets is noted, whilst the report also notes Papua New Guinea’s continuing relatively low debt to GDP levels compared to other countries.”

Minister Abel further highlighted the ongoing co-operation and productive working relationship Papua New Guinea has with the IMF that is delivering tangible outcomes for the economy.

"The IMF has worked with our officials to develop the new Medium Term Revenue Strategy, and we have asked for support in developing a Medium Term Monetary Strategy.

“I'm pleased the IMF is constructively engaging with Papua New Guinea and is understanding our efforts to address the short and longer term issues on our path to a self reliant, sustainable and wealthy country.

“We are very clear about the aspirations we have for our Nation, and to achieve these outcomes we must listen to and rely on frank and sound advice from experienced institutions such as the IMF.

“The economic governance of our country relies on drawing not only from our own knowledge and experience, but from the development experience of economies who experience similar challenges and opportunities."

The Deputy Prime Minister emphasised that economic prospects for the economy are positive, and will be further boosted as Papua New Guinea hosts APEC throughout the year.

“Through 2018 and beyond, with the rebound in resource prices, and as we move towards the construction phase of the Papua LNG project, we can be confident but we must also continue to exercise discipline starting with the delivery of the 2018 Budget.

“The 2018 year will be very important for Papua New Guinea as we host more than fifteen thousand delegates, Ministers and Leaders from the APEC region.

“Our Prime Minister, Hon. Peter O’Neill, is now the Chair of the APEC process for the year, and will provide strong leadership as the region’s policy agenda evolves through 2018.

“APEC provides an opportunity to showcase the trade and investment potential of Papua New Guinea, while provides our economy with the opportunity to make a positive contribution to regional economic growth and development.”

Mobile Phone companies in PNG urged to use SMS Services for SIM Card Registration

Mobile phone users in Papua New Guinea have been given until January 23rd 2018 to have their SIM cards registered.

Communications Minister Sam Basil says the SIM registration is vital in regard to minimizing security risks towards the 2018 APEC meetings in PNG.

Basil also called on mobile phone operators to use SMS registration to make it convenient for their customers in rural areas.

Over the last four weeks, it has been a very crucial time for mobile phone users across Papua New Guinea to have their SIM cards registered.

Since July 2017, mobile phone communication operators have been sending out messages to users to register their SIM cards to avoid deactivation by December 31st.

Communications Minister Sam Basil says customers were given enough time to register their sim cards and have to do so within the given period.

Customers in Lae who have travelled in from rural areas have expressed frustration saying the process of registration is quite difficult.

" We would encourage the operators (Mobile companies) to use SMS registration so that customers (especially rural users) can use SMS to register while the operators can take some time to verify, says Minister Basil.

While Prime Minister Peter O’Neill has given approval for an extension on registration of sim cards until January 23rd , mobile phone operators have been urged by Minister Basil to provide alternative options to register their users.....read more on  PNG Technology News site : PNG eHow
