Network Router hacker suspect arrested at Luton Airport

A British man suspected of being behind an attack on Deutsche Telekom routers has been arrested at Luton Airport.

The November attack hijacked about 900,000 routers and briefly stopped their owners getting online.

The UK's National Crime Agency said it arrested the man under a European Arrest Warrant on behalf of Germany's federal criminal police force (BKA).

The BKA said it wanted to extradite the 29-year-old to Germany to face charges of computer sabotage.

"He is accused of being the mastermind behind the attack," Cologne public prosecutor Dr Daniel Vollmert told the Press Association.

In a statement (in German), the BKA said the attack last year was "particularly serious" and was carried out in a bid to enroll the home routers in a botnet - a network of hijacked machines.

Once hijacked, the routers would be used to mount what is known as "distributed denial of service" attacks. These attempt to knock sites and servers offline by sending them more data than they can handle.

Federal police are involved, said the statement, because the attack was classed as a threat to Germany's national communication infrastructure.

The attack is believed to have been based on a malicious program called Mirai - this crawls the net seeking out devices that are vulnerable to attack because owners have not changed their default settings.

Australian Governor General pays tribute to late Sir Michael

Australia’s Governor-General Sir Peter Cosgrove  attended Friday's State funeral service of Sir Michael Ogio at St Mary’s Cathedral in Port Moresby.

Sir Peter  arrived  Port Moresby  on Friday morning  was met by Sports and Events Minister Justin Tkatchenko with other signatories at the airport. 

Early, Mr Tketachenko told that media that  Sir Peter's attendance  shows  the wonderful relationship that Australia and PNG have at this level, and at many levels.
“For them, and especially the governor-general to fly in at very short notice to show respect to our governor-general of Papua New Guinea, is greatly appreciated.” he said.  


Prime Minister Peter O’Neill described the late Governor-General Sir Michael Ogio as a man of dignity and humility.

 “Sir Michael served his country and people with high dignity (and) humility, as a teacher, long serving Member of Parliament, Minister of State, Deputy Prime Minister, and later our Governor- General,” O’Neill said. 

“He has certainly laid is place in the history of our country but more importantly the legacy he leaves behind of the work he has done in Bougainville, during the difficult period in Bougainville’s history (when he) held some very important positions.

“He is the most frequent travelling Governor-General all throughout our country, he had travelled widely and engaged with our people more genuinely than any others before, and he had been a worthy supporter of many NGO’s, like St Johns.”

PNG economy rebounding: Minister

The economy is in a better position than doom and gloom merchants would have you believe.

In a statement, Foreign Affairs and Immigration Minister, Rimbink Pato, says: “We are emerging from a challenging period with reduced commodity prices, but we are seeing a rebound that is strengthening the economy.

“Our economy is into the fifteenth year of positive economic growth, and debt and inflation are under control.

“Despite the recent global downturn, the Government was able to manage pressures and not reduce critical service delivery.

“We do have foreign currency access concerns that are being resolved, and have improved since last year.”

Pato made the statement after disputing an article in a foreign media regarding PNG’s delay in the payment of UN membership contribution.

The Foreign Minister said the start of the financial year, from January to February, was often fiscally tighter than later months for the Government, but to use this to talk-down the Papua New Guinea economy was misleading.

“If the foreign reporter had sought to check the facts, the sensationalism could have been avoided,” states Pato.

“Instead they created a story that linked an electricity payment issue of a separate department, a company with contested contractual arrangements in another country, and from this created a negative story.”

PNG Opposition says, Non-payment of UN member fee is yet another sign of Economy crisis

PORT MORESBY: The country’s non-payment of annual membership to the United Nations Organisation is yet another sign and symptom of the cash flow crisis.

Papua New Guinea’s Opposition Leader Don Pomb Polye said this following a suspension of its voting right in the UNO due to non-payment of its membership fee of US$180,000.

Polye said the suspension culminated with the country’s overseas missions being at the brink of closure associated with the same.

“The country is broke yet Prime Minister and his Foreign Affairs minister have masked it as usual. This is the glaring truth.”

“The government pays more than K300 million as membership fees to similar other international organisations. I will not be surprised to see them facing the same issue in the months ahead,” a concerned Polye said.

The government, he said, has been resorting to all the trust funds to sort out such debt after all other normal fund reservoirs were depleted due to the economic crisis.

Mr Polye, a former Foreign Affairs Minister, slams the Prime Minister Peter O’Neill for his ‘infamous blame game’ in which him putting more pressure on the Department of Foreign Affairs for this.

“He is the CEO of the country. He must be the one calling the shots through his minister responsible in a timely manner to avoid international shame such as this.

“The whole saga indicates that the Prime Minister’s mind is NOT focused on running the country’s affairs,” he said.

He said the suspension emerged at the time when PNG striving to become an international player, adding it brought the country’s capacity to host the APEC summit next year into question.

“If I he was the Prime Minister, I would step down from office in shame. Our people know that O’Neill lacks moral duty.

“A series of non-payment of bills is a brand common to the O’Neill-Dion government,” said Polye.

He cited that PNG Power limited had cut electricity supply to a several fellow state agencies, including the Governor-General’s office and the National Parliament.

The government, he said, also failed to pay its debts owed to a several consultant firms from New Zealand.

“Amongst the government’s debt list are the reported food shortage at Baisu jail in the Western Highlands and an unprecedented delay in public service salary,” he said.

The Opposition Leader calls on his fellow citizens to brace for tougher economic conditions ahead inflicted on them by the government, saying the worst is looming.

Tonga lowers flag for 10 days, public holiday in honour of Queen Mother

Tongan flags outside government complexes and offices will be flown at half-mast for 10 days in honour of the Queen Mother, Halaevalu Mata’aho, who died Sunday 19.

The government has announced that Wednesday, March 1 will be a public holiday as part of a show of national respect to a queen who had been a wife of one king, and mother of two monarchs.

Kaniva News reports this has been confirmed in a cabinet meeting  Friday (February 24) in Nuku’alofa.

Flags will fly at half-mast from Tuesday, February 28, until the 10 takipō taboo is over.

Meanwhile, New Zealand Pasifika Futures has sent a message of condolence over the loss of the Queen Mother.

“On behalf of our Chairman, Board of Directors and Staff, Pasifika Futures would like to express our deepest condolences to His Royal Highness, King Tupou VI, Princess Sālote Mafile’o Pilolevu Tuita, their families and the people of the Kingdom of Tonga,” Pasifika Futures Chief Executive Debbie Sorensen said.

“I have had the privilege of meeting Her Majesty on numerous occasions and was inspired by her leadership and the example she set.

“She has served the Kingdom and the people of Tonga as a mother-head figure distinguished by her genuine compassion, personal humility, warmth and concern for the welfare of all Tongans in Tonga and wherever they are in the world.”

“Her Majesty will always be remembered for her spirited and cultural leadership, humbleness, elegance, generosity and a role model for us Tongan women. She has been an amazing woman.

“During this time of bereavement, our prayers are with the people of Tonga and the Royal family.

“May her legacy live on, and may her soul rest in eternal peace.”

The Queen Mother’s death has been reported around the world.

In the United States, Fox News reported that the Tongan community in Utah was mourning her.

The Queen Mother visited Utah several times. In 2011, she attended the dedication of the Tongan United Methodist Church in West Valley City.

Fox news reported that the Lavulo family, who were descendants of the Queen Mother, were collecting money and gifts to end to the Queen Mother’s family.

Vanuatu voting rights at UN suspended over unpaid annual contributions

Vanuatu is one of six countries that has lost its vote in the United Nations General Assembly because it failed to pay its annual contributions.

Vanuatu needs to pay the UN a minimum US $19 107 to regain voting.

The suspension became effective on January 25 when UN Secretary General Antonio Guterres notified the president of the UN General Assembly that 13 countries would be temporarily losing their right to vote in the forum.

The notification states that “the amount owed is equal to or greater than the total of the installments owed for the previous two full years (2015-2016).”

Under Article 19 of the Charter of the United Nations, related to the membership requirements that must be honored by member states, the countries cannot participate in any vote that the General Assembly may make at its seventy-first session until it cancels its debts.

As of February 21, 2017, the UN Contribution Committee reported that ten member states are in arrears under Article 19, but only six are unable to vote in the General Assembly, these include: Cape Verde, Libya, Papua New Guinea, Sudan, Vanuatu, and Venezuela.

Article 19 allows a vote in the General Assembly if it can be proven that the country cannot pay its dues “for reasons beyond its control”

South Korea read to assist PNG in National Elections

A South Korea team was in Port Moresby to assist in the organisation’s ICT pilot project on electoral management system.

Electoral Commissioner Patilias Gamato said last Friday that three officials from the South Korean Government completed a three-day fact finding mission last week.

The team was from the South Korea Association of World Election Body.

They were interested in seeing and discussing ICT developments and whether there were opportunities to assist PNG Electoral Commission.

Mr Gamato said the South Korea Government and its people expressed their kind gesture and willingness to assist PNG. Their involvement was initiated from discussions when Mr Gamato met with the South Korean Ambassador last year to seek technical support for the 2017 National Election.

"Out of that meeting we sent seven of our staff to South Korea for two weeks to learn from them. After our visit, three of their experts have come to see our ICT capacities and capabilities in voter registration, voter verification and electronic voting.

"South Korea has the capabilities of advancing our voters registration and verification system into high tech.

"They can develop some good electoral systems using ICT for us.

"For this election, time is against us but maybe for future electoral systems and projects, we can look to South Korea and India to develop our capabilities. South Korea is prepared to fund a pilot project as well as to provide support to PNGEC.

Kiribati rejected an investment proposal by a Russian businessman and politician

The Kiribati Government has rejected and turned down an investment proposal by a Russian businessman and politician, Anton Bakov, to use three uninhabited islands in Kiribati East - Malden, Starbuck and Millennium Islands - for tourism development.
 
Cabinet confirmed its decision on the investment proposal by Bakov on Friday last week.

Cabinet also considered recommendations from the Foreign Investment Commission on Bakov’s proposal following due diligence carried out by the Commission on Bakov and on his proposal.

The Commission findings were not positive on Bakov.

The Kiribati Government also rejected Bakov’s demand for sovereign rights over the three islands to reestablish the Romanov Empire as a prerequisite to his investment.

PM O'Neill appoints Michael Dick as Chief Ombudsman

PRIME Minister Peter O’Neill has announced the appointments to positions of significance in the governance of the public sector.

Mr O’Neill officially announced that Michael Dick would be appointed as the Chief Ombudsman, Richard Pagen appointed as Ombudsman and Apeo Fuata Sione would be re-appointed as Public Service Commissioner.

"The Members of the Ombudsman Appointments Committee have recommended to the Governor-General that Mr Michael Dick be appointed as the Chief Ombudsman of Papua New Guinea," Mr O’Neill said.

The Ombudsman Appointments Committee felt that Mr Dick was the outstanding candidate for appointment. "I have great faith in Michael Dick’s integrity, transparency and independence,"Mr O’Neill said.

Mr O’Neill said the committee had recommended that Richard Pagen be appointed as Ombudsman.

"This is a significant appointment for the nation, and Richard Pagen has the skills and knowledge to carry out his function in a highly effective manner," he said.

Mr O’Neill also announced that the Public Services Commission Appointments Committee had recommended to the Governor-General that Mr Apeo Fuata Sione be re-appointed as commissioner when his current term expires on May 2.

"I look forward to Apeo Fuata Sione continuing in his role as we continue to strengthen the public sector and improve service delivery around the country."

Polye calls on PM O'Neill, Works Minister Awesa to admit failures in serving the citizens better

Opposition Leader Don Polye has urged Prime Minister Peter O’Neill and his Works Minister to admit their failures to serve the citizens better.

Following Minister Francis Awesa’s statement slamming him for misleading his Kandep people on road projects, Polye has denied playing politics with road infrastructure in his district.

Polye reiterated that the writing was on the wall, saying projects worth more than K150 million for his district were denied of when he was sacked as the Treasury Minister in March 2013.

“The response which the good minister provided is evasive, contagious and regrettable to cover the Prime Minister’s negligence on denying of projects meant for the people of Hela, Laiagam and Kandep,” said the Opposition Leader.

“The road projects in Port Moresby alone were done by the government at the expense of the country’s major highways. They need urgent maintenance and are in deterioration. The election is only two months away. When will they be fixed?

“Okuk Highway is a testimony of such. The government even failed to clear debris at Wandi in Chimbu,” claimed Polye.

The Opposition Leader doubts whether PM O’Neill and his Works Minister feel ashamed of beating their chests for projects he had initiated.

“At the ground-breaking ceremony of Kagamuga Airport in the Western Highlands four years ago, I remember Minister Awesa praising me for all these projects in the civil aviation, transport and works sectors.”

The Kandep MP queries why the work on Laiagam-Kandep road had stopped without completing the work initially agreed at face value.

He said the Wasa bridge should have connected Enga and Hela provinces, adding it is an alternate shortcut route for the latter to save costs for delivery of goods and services.

Polye is challenging Awesa to clean his own department on allegations of corruption.

PNG Education Department partners with Trinoor to update its information systems

Speaking at the Tourism Working Group workshop on sustainable tourism in Nha Trang, Vietnam, Ms Alcinda Trawen, from the Tourism Promotion Authority (TPA) provided two successful Papua New Guinea case studies to tourism officials from APEC’s 20 other members.

The two community level case studies covered a sustainable tourism project in Kimbe in West New Britain Province, and the other was the development of the Tupira Surf Club, on the North Coast of Madang Province.

She said both projects have been developed under TPA’s authentic model called Community Based Locally Managed Area (CBLA), in that it promotes the protection of the environment and culture, and enhances tourism sustainability.

"We don’t proclaim to have the best community-based case studies in the region, but our examples and case studies that are based on real-world experience and organic to our own environment," Ms Trawen told the APEC meeting in Vietnam.

"In PNG, our departments that are responsible for Climate Change and Tourism are working in parallel and are enhancing common strength between the two sectors.

RNZAF aircraft to fly home funeral cortege of Tonga’s late Queen Mother

The Royal New Zealand Air Force will use a C130 Hercules aircraft to bring the funeral cortege of the late Queen Mother – Halaevalu Mata’aho back to Tonga.

The aircraft is expected to arrive around 1pm (local time) on Tuesday, February 28 at Fua’amotu International Airport.

Her Royal Highness Princess Pilolelvu Tuita and members of the royal family and others are expected to accompany the casket on the Hercules aircraft from Whenuapai airfield.

The late Queen Mother will be taken to the Royal Palace in Nuku’alofa for the Takipoo on Tuesday night for people to pay their respect and will be interred at the Royal Tombs Mala’ekula, on Wednesday, March 1st .

Radio Tonga reports people of various clans and villages including the Fala ‘o Ata in Kolovai have begun their observance of the mourning period to show their respect.

Town Officer of Kolovai – Luisi Fifita said, they had put up a temporary ban for concerts and happy festive events as part of their mourning observance.

Women are gathering at the Fatufatu Fala ‘i Fale Lalava Hall to prepare their traditional obligations to the Royal Family.

Tonga’s Consul in Auckland New Zealand – Sitaafooti ‘Aho said, many Tongans gathered at the Lesieli Tonga – Auditorium, Tuingapapai for a prayer service for her late Majesty.

Her body is currently laying in state at the Royal Residence in ‘Atalanga.

The consul said Tongans are mourning the death of the Queen Mother because they remember all her charity work for the elderly, less fortunate and people living with disabilities and she was one of a kind.

HRH Princess Pilolevu Tuita, Princess Latufuipeka, Princess Siu’ilikutapu, Princess ‘Ofeina ‘e he Langi, and members of the royal family are accompanying Her Majesty in ‘Atalanga

Tonga’s Consul said he was informed that a member from the King Moari’s family will come to the funeral possession.

Meanwhile a spokesperson for the Palace Office said, they are carrying out work at the Royal Tombs – Mala’e Kula in preparation for next week.

The cleaning up of the Royal palace and royal residences are continuing together with churches and businesses in preparation for the arrival of the Her Majesty’s body.

Tongans are putting up drapes of mourning colors to show their respect to Her late Majesty who died in Auckland on Sunday, February 19, aged 90..

“Tanna” at Oscars a boon for Vanuatu tourism

The Academy Award nomination of “Tanna”, an Australian-produced movie filmed entirely in Vanuatu using local people speaking their own language is a boon for Vanuatu and Pacific tourism says the South Pacific Tourism Organisation.

“As we all know, film is a powerful medium and has the ability to really put a destination on travellers’ radars. Just look at what the Lord of the Rings franchise has done for New Zealand,” said SPTO CEO Chris Cocker.

“Tanna’s nomination for Oscars would certainly raise Vanuatu Tourism’s profile globally, and by default that of the entire South Pacific region as a whole. Whether Tanna scoops the Oscar on Sunday or not, this is already a huge win for Pacific tourism,” he added.

This afternoon actors from the film, who hail from Tanna’s Yakel community, will grace the Oscars red carpet in Los Angeles in their traditional dress: feathered head-dresses with grass skirts for women and penis sheaths for men.

“Tanna” depicts the true story of a couple who decided to marry for love, rather than fulfil their parents' wishes to marry other people. It won the Audience Award at the 72nd Venice International Film Festival in 2015.

The film beautifully captures the island’s lush beauty and dramatic landscapes including Tanna’s famous looming volcano as well as the nuances of tribal island life.

Vanuatu Tourism is looking to capitalize on the film’s nomination and the ongoing media coverage it is attracting by running a campaign to the profile of Tanna and Vanuatu, and has introduced travel packages that follow in the footsteps of the film.

The film was selected as the Australian entry for the Best Foreign Language Film at the 89th Academy Awards.

Vanuatu government has invited the public to the National Convention Centre in Port Vila this afternoon to watch a livestream of the 89th Academy Awards.

While viewers will be able to watch the glitz and glamour of the event on a big screen, all eyes will be on the cast and crew of the movie Tanna which was filmed in Vanuatu.

The movie has been nominated for the Best Foreign Language Film award.

‘Tanna’ depicts the true story of a couple who decided to marry for love, rather than fulfil their parents’ wishes to marry other people.

Papua New Guinea is contributing to the development of sustainable tourism opportunities through APEC and is taking a community-level approach to develop tourism solutions.

Speaking at the Tourism Working Group workshop on sustainable tourism in Nha Trang, Vietnam, Ms. Alcinda Trawen, from the Tourism Promotion Authority (TPA) provided two successful Papua New Guinea case studies to tourism officials from APEC’s 20 other Members.
The two community level case studies covered a sustainable tourism project in Kimbe in West New Britain province, and the other was the development of the Tupira Surf Club, on the North Coast of Madang province.

She said both projects have been developed under TPA’s authentic model called Community Based Locally Managed Area (CBLA), in that it promotes the protection of the environment and culture, and enhances tourism sustainability.

“Another community level tourism project being advanced in Papua New Guinea involves the sustainable use of resources.
“With a great ‘surf break’ the Tupiri Surf Club in Madang has been attracting surfers from around the world.”
Tupiri Surf Club ill now host the Kumul PNG World Longboard Championships at Tupira on 18 to 25 March this year.
She said in the cases presented by Papua New Guinea, each of these are led by community, they maintain significant tourism interest and adhere to important environmental protection criteria.

Dawn Porter’s visittoPort Moresby is part of the American Film Showcase programsupporting the Embassy’s programs and initiatives empowering women, addressing gender-based violence and keeping girls in schools.

Porter will highlight the importance of women’s entrepreneurship in her first meeting at the Women Business Resource Center. Porter’s visit will also feature engagements with film/documentary producers and students at the University of Papua New Guinea; emphasizing the impact that visual arts and film can have in eliminating gender based violence, discrimination, and supporting other social justice related topics.
Porter is a 1988 graduate of Swarthmore College and Georgetown University Law School. Trained as an attorney, she became a filmmaker and financed her first film with assistance from the Ford Foundation.
Porter started her film career by working as executive producer for various films. In 2009, she executive-produced director Jon Bowermaster'sTerra Antartica, Re-Discovering the Seventh Continent, a 49-minute documentary exploring the Antartica Peninsula and its evolution. In 2009, she also co-executive produced two other films: Serious Moonlight, and What Would Darwin Think? Man v. Nature in the Galapagos. In 2011, she co-executive produced The Green, a romantic drama feature film directed by Steven Williford.

Porter's directorial debut was the 2013 documentary film Gideon's Army, about three black public defenders working in the Southern United States. The film premiered at the Sundance Film Festival in 2013, where it won the festival's "Documentary Editing Award". The film also won the Creative Promise Award at the 2013 Sundance Film Festival. Gideon’s Army premiered on HBO in July 2013, and was later nominated for an Emmy Awardand an Independent Spirit Award for Best Documentary Feature. The film also won the Ridenhour Award for best documentary film in 2014.

PNG prepares to host another global sports event

Prime Minister Peter O'Neill is pleased that the global surfing community is learning about Papua New Guinea as a destination for surfing tourism.

Mr. O'Neill's comments come as competitors from around the world prepare to travel to Papua New Guinea for the Kumul PNG World Longboard Championships at Tupira along the North Coast of Madang province from the 18th to 25th March this year.

This will be Papua New Guinea's first ever international surfing event.
Prime Minister O'Neill said the country is looking forward to hosting the event as people around the world begin to discover PNG as a great surfing destination, with challenging waves in pristine waters on beautiful beaches Mr O'Neill wishes all competitors and spectators an enjoyable time at this inaugural event.

And he congratulates the Surfing Association of Papua New Guinea for their efforts in promoting surfing in the nation and bringing this competition to the country.
The Kumul PNG World Longboard Championships will be an outstanding event and showcase outstanding male and female competitors, and invite surfers from around the world to visit Papua New Guinea.

Global Law firm announces scholarships for Papua New Guineans

GLOBAL law firm Norton Rose Fulbright has announced its scholarship program to support the pursuit of quality in legal studies in Papua New Guinea.

This followed the opening of its office in Port Moresby in last November as part of an expanded Asia-Pacific network.

The scholarship is to support the PNG law students who have shown commitment to their undergraduate studies.

The 2017 scholarship has been designed to provide the recipient with ongoing support throughout their final year of undergraduate legal studies program by providing up to K10,000 in payments and reimbursements for major costs related to their study and to reward high achievement in their final year studies.

In addition to the core scholarship, at the judging committee’s discretion, the firm may also select up to two additional applicants to receive a highly commended award of K1000 each.

The scholarship reflects Norton Rose Fulbright’s commitment to giving back to the PNG community and investing in a strong and vibrant local legal profession. Community engagement was a strong motivation for the opening of the Port Moresby office last year.

Norton Rose Fulbright has a long history working in PNG, largely from its Australian offices, on cross-border transactions and projects. The firm has done significant work for the PNG Government and private enterprises over many years. Recently it advised on several high-profile energy, mining, infrastructure and telecommunications deals, engaged in dispute resolution, and also assisted in the development of key legislation.

To be eligible for the scholarship, an applicant must be a citizen of PNG, currently doing an undergraduate degree program with a major in law or have completed the first three years of full time study.....check out other scholarships on : Scholarships & Awards

Australian NMHC granted time to submit final report

The Australian National Mental Health Commission has sought and been granted an extension of time to submit the final report to government on the review of self-harm and suicide prevention services.

This information will be provided by the Australian Defence Force (ADF) and Department of Veterans’ Affairs (DVA), available to current and former serving members of the ADF and their families.

The final report was due to be presented to Government on 28 February 2017.

Chief Executive Officer of the National Mental Health Commission, Dr Peggy Brown said:“We have received a high level of support from the ADF and DVA in order to access the information we required. Due to the complexity and depth of the information received, and the need to ensure the Commission’s report is robust, we have requested more time before providing Government with our report and recommendations.

“We thank the Ministers’ for their understanding in relation to this request,” Dr Brown said.

The review will now be presented to Government by 28 March 2017.
